VII. Project Background/Rationale


Numeracy is the knowledge, skills, behaviors, and disposition that learners
need in order to use Mathematics in a wide range situation. It involves recognizing
and understanding the role of Mathematics in the world and having the disposition
and capacities to use mathematical knowledge and skills purposefully. (Victoria, 2020)
Project (AN) All Numerates is a project that aims to improve the numeracy
skills of all learners across grade levels and improve learning outcomes in
Mathematics with the aid of intervention programs and best practices that highly
promote sustainable quality instruction of the K-12 Curriculum.

Project AN is undertaken every school year in all public schools in Region 3
Central Luzon to monitor numeracy skills acquired of learners from Grade 1 – 7 and
develop instructional strategies and intervention approaches to develop and improve
student’s level of numeracy.
Mapangpang Elementary School is recognized as an institution to monitor
numeracy skills acquired of learners from grade 1 to 6, also to determine the
numeracy level of these learners through administering Project AN.
Normally, Project AN starts every 2 nd month after the opening of the school
year through a Diagnostic Assessment also termed as Project AN Pre-Test. But due to
pandemic, Pre-Test was administered last February 16-26, 2021. Mapangpang
Elementary School joined in this division level of simultaneous administration of PAN
Pre-Test using a standardized assessment tool in order to determine learners with a
Non-Numerate level of skill, Nearly- Numerate and Numerate Level of Skill. From the
new scoring guide, learners who got 0-30 scores are categorized as non-numerates,
31-60 are nearly numerates and learners who got 61-100 are categorized as
numerates.
Below is the result of the Pre- Test of Project All Numerates administered last
February 16 to 26, 2021 in Mapangpang Elementary School.

Result shows that in 51 learners in Mapangpang Elementary School, where
100% of total population of Learners were assessed, there are only 26 pupils
categorized as Numerates, then 17 Nearly-Numerates and 10 Non-Numerates with the
total Mean Percentage Score of 55.69.
Having these results, the Mapangpang Elementary School teachers designed a
Numeracy Intervention Program to improve the numeracy level of the 100% total
population of learners assessed in Mapangpang Elementary School, most especially
those who are non-numerates and nearly-numerates.
The title of the Numeracy Intervention Program is “Make It Count”. The
Intervention Program was designed to improve the numeracy skills of Mapangpang
Elementary School pupils, specifically in Reading and Writing numbers in symbols
and words, four fundamental operations, computational skills and problem solving.
The proposed intervention is going to be conducted on March 1 to April 2. Each grade
level teachers will give activities/tasks/ worksheets to those who are nearly-
numerates and non-numerates. Activities might be printed materials, use of flash
cards and window cards and some educational videos.

VIII. Project Objectives


- To improve the numeracy skills of Grade 1 to 6 pupils of Mapangpang
Elementary School
- To eradicate non-numerates
- To increase numerates
- To increase the MPS of all grade level in the PAN Post- Test

After knowing the results, the Math Coordinator and Math Teachers identified
and listed the name of pupils who are nearly numerates and non-numerates per grade
level. These are the pupils that will undergo for intervention to improve skills in math.

Mathematics Teachers crafted the intervention tools according to the pupils


weaknesses in mathematics. Intervention tools were mostly printed. The other
materials were flashcards, window cards, and other video lessons that matches the
project objectives.

D. Method of Implementation

The method of implementation was the same with modular teaching-learning


process where the teachers were provided the printed materials. The materials were
given to the parents. The pupils were guided by the parents and home learning
facilitators. The teachers contacted the parents and learning facilitators through call
and text and if possible through video call / online.
For those pupils who didn’t have internet connection are advised to video
record their selves while answering and doing the activities/ tasks given to them.

Budget and cost for the materials for the total number of Non-numerates and
nearly-numerates is listed below. The source of fund for the materials given to the
pupils will be provided by parent’s donations and MOOE.

XI. Monitoring and Evaluation

The progress of the pupils who are non-numerates and nearly numerates were
monitored through group chat and evaluated by giving them the Project All
Numerates- Post-Test. The method of monitoring of administration of Project All
Numerates Post-Test through online, video record.

Based on the result of the post test given to the pupils of Mapangpang Elementary
School, there are 17 males and 10 females with a total of 27 pupils took the PAN post test,
these are the pupils who were undergone with intervention. 2 of the males and 5 of females

with a total of 7 pupils became numerates, then 15 of males and 5 of females with a total of
20 pupils became nearly-numerates and zero number of non- numerates which shows that
the intervention was successful.

The table shows clearly that every grade level from grade 1 to 6 has improved their
numeracy skills. Non numerates were eradicated and the number of numerates has
increased. Lastly, the Mean Percentage Score also increased from 55.69 to 62.66.
