1.0 SCOPE
This method statement covers all processes related to Installation of switchgear installation as the
following:
• Installation of switchgear installation and its accessories.
• This procedure is to be read in conjunction with the relevant control plan, outlining the
responsibility and the quality verification to be performed by various party.
The purpose of generating this method statement is to define the procedure step by step to
implement the correct practices for GIS installation & its accessories through the guidelines
contained herein so as to ensure that the job execution complies with specification and serves the
intended satisfactory level. This method is also applicable for LV HV Switchgear as well.

2.0 REFERENCES AND STANDARDS

• TCS-Q-113.01.
• PTS No. 18EN123 & PTS No. 18EN124

3.0 RESPONSIBILITIES OF KEY PERSONNEL

3.1. Project Manager

The Project manager will be responsible for the timely performance of all excavation works with
compliance with the contract drawings, project specifications and HSE plan. He must mobilize the
appropriate equipment and work force to do the job as required.

3.2. Site Manager

The Construction will monitor the acclivities He must take note existing shortfall and problems and
discuss the same with the Project Manager. Corrective solutions must be identified and applied to
compensate for the shortfalls.

3.3. Safety Engineer

 Conduct the safety induction course 10 all personnel involved in the work monitor and supervise
the risk assessment
 Ensure that necessary Permit lo Work is available the method statement and risk assessment are
understood and understood, complied and applied in the worksite ensure that all workers are
provided with sufficient information regarding workplace hazards and planned control measures

3.4. Safety Officer

 Supervision of equipment handling, transportation and disposal of excavated materials


 Ensure that relevant work permit is secured prior to start of work
 Ensure that equipment is operational and certified
 Ensure that all drivers/operators are qualified to operate the machines/ equipment
 Regular inspection and maintenance of the equipment
 Perform other duties as Instructed by the safety engineer
3.5. QA/QC Engineer

• The QA/QC engineer will be responsible for the quality aspects of the works. He will assure that
the QA and QC plan will be implemented.
• The required (RFl’s) shall be submitted to the (Client)
• He will proactively coordinate with the site engineer and issue appropriate internal (Site
Instructions) when he sees that performance of works deviate from the approved.

3.6. Site Engineer

The Site Engineer will be in charge for the supervision and implementation of all excavation works as
required in the specifications and drawing, especially in giving orders to Site supervisors. Site
engineer is also in charge for the preparation and filing of reports.

3.7. Site Foreman

• The Site Foreman will be in charge for the supervision and implementation of various asphalt
works, as instructed by the Site engineer The Site Foreman shall also keep record of all work
schedules work production and daily safely issues

4.0 TOOLS AND EQUIPMENTS

Portable hand tools, portable drilling machine, grinding machine, insulation testing equipment,
digital meter, measuring tape. Safety requirements tools such as safety shoes, safety helmet, safety
glasses, fluorescent vest, and safety gloves to ensure maximum ability of safe work mask when
require. While using all equipment’s, necessary HSE plan and regulation to be adopted as per
standards to give more priority to the safety.

5.0 WORK PROCEDURE

5.1. Material Inspection

• Ensure only trained/ authorized & licensed persons only shall operate the power tools and do the
Testing job.
• Ensure that all personnel’s dealing with live electricity shall be certified and competent.
• Ensure that Temporary live cable management plan shall develop and implemented.
• Necessary PPE to be worn while working in energized to be worn while working in energized
circuits.
• Ensure adequate lighting is provided in the working area at night time and if inside the building
area to be well illuminated.
• Safe lifting and shipping of switch gear and its related hazards and risks shall be identifying.
• Ensure service area/work area openings are provided with barricade, tape, safety nets and
warning signage to be provided (Danger: High voltage).
• Ensure LOTO procedure to be followed and implement comprehensive logout & tag out during
execution of work.
• Emergency response plan & procedure shall be developed and established as per the site
condition during the execution of activity.
• PTW to be applied and obtained to start work on the required area.
• Calibrated Instruments only to be used.
• Temporary power supply for T & C shall be taken through standard rated MCBs and RCBs.
Power supply used to take temporary power supply shall not have any joints. Work Sequence and
Methodology
• Check all material delivered to site is inspected properly by QA/QC Engineer and check if it is
stored properly as per manufacturer’s recommendations.
• MIR shall be raised for the inspection of materials received at site by MEP QA/QC Engineer to the
Main contractor / Consultant Engineer.
• Work shall be carried out by the site staff under strict supervision and guidance of the concerned
Supervisors / Foremen / Engineers.
• The QA/QC Engineer shall check all the installations as per the Installation Check list.
• WIR shall be prepared by QA/QC Engineer and will be submitted to Consultant for their
inspection and approval.
• QA/QC Engineer shall coordinate with other contractors and arrange inspection for installation to
the Consultant Engineer.
• QA/QC Engineer is responsible for all installation activities for getting the work inspected and
approved by Consultant Engineer.

5.2. Handling and Storage

On receipt of GIS and accessories at site, necessary precautions shall be taken for unloading, shipping
and storage, as follows:
• Material shall be stored in a covered / dry space at all the time.
• All materials received at site shall be inspected and ensured that the materials are as per
approved material submittal.
• Any discrepancies, damage etc., found will be notified and reported for further action.
• Site Engineer has to ensure that the GIS used at site are of free from any damage or deformity of
any kind. Any minor damages observed shall be suitably and in case if the repairs could not be
done properly, the mv panels are to be sent to assembler for rectification, after all formalities
carried on.

5.3. General Installation Procedure

• Check and cleaning of foundation


• Prior to start the installation, refer to the approved for construction drawings related to the area
of installation and ensure that required materials are available at approved material submittals.
• Ensure the materials are stored properly and there is no mark of damage or deformity of any kind
before issuing the material from site store. All material accessories should also be free of dust,
scale, or oil.
• All required Installation shall be accordance to applicable regulations.
• All installation shall be carried out according to the approved for construction drawing.

6.0 INSPECTION AND TESTING

• Testing shall be conducted by Company’s third party site laboratory.


• DELTA Contractor’s QC Engineer shall raise relevant QC records. Also tests shall be carried out as
per the Field Quality Control Plan of GIS installation.

7.0 SAFETY

Prime importance shall be given for personnel safety and protection of utility lines/services. It shall
be ensured that the personnel involved are aware about the Company Safety regulation and confirm
that the machineries are regularly maintained. Further to above, the following key points shall be
considered important.
• Copies of drivers/operator’s license vehicle’s registration and security passes to be submitted to
Company safety department before commencing the work.
• All moving vehicle/equipment shall have reverse horn.
• Transporting of persons per vehicle is restricted to the number of seat belts available in the
pickup.
• Deep excavations shall be adequately shored, barricaded and warning signs & lights shall be
posted.
• Road safety signs/road diversion signs shall be installed wherever applicable for the safe
movement of vehicles and equipment.
• All major equipment shall be tested and certified by Third Party prior to mobilization to site.
• All works shall comply with safety procedure or instruction as set in out in project Safety Plan and
Municipality rules and regulation.
• Which Personal Protective Equipment (PPE) shall be worn by all staff or labors.
• All the work should be carried out under the supervision of Competent Person
• Always maintain good Housekeeping.
