SPECIFICATION FOR THE WORKS


Date: 28/05/12

Duration: 3 NIGHTS

Project: Erect two number towers to the columns of the shop fronts for Banners to be erected. Scaffold to be tied into
main structure using hilti ties and ring bolts. We will use the existing hilti holes and anchors but will carry out
a pull test on them first. If they pass we will reuse them otherwise the old ties will be removed and new ties
will be inserted into old cavity. No disturbance will be caused to the non previously used terracotta surface.
Works are to be carried out of normal working hours between times that are stated via ICON.
Lorry will be parked in an agreed location and cornered off from public access whilst scaffold is being
erected.

• Distributed load for boarded lift will be 2.0 KN/m2 and is general purpose.
• The scaffold will be erected in accordance with BS EN 12811-1 with guidance given by the NASC in
• TG 20-10 (MR Scaffolding are full Members of the NASC).

Working/Delivery Arrangements:
• Working hours will generally be TBC
• Working at height permits will be required.
• Hot works permit will be required.
• Materials will be delivered and collected at times agreed with the client.
• Materials will be delivered and collected by utilising rigid unit HGV’s, and will be unloaded/loaded in designated areas,
By hand.

Unloading/Loading Arrangements:
• Materials will be unloaded/loaded utilising the following methods: -
1. Manual handling.
On Site Storage Arrangements
• Materials will be stored in an agreed area on site and will be subject to good housekeeping.

Material Conformity:
• Scaffold tube will be straight, free from any grease and visual damage.
• Scaffold fittings will be free from damage with free running nuts.
• Scaffold boards will be free from visual damage splits in excess of 225mm, warping and will be complete with nail
plates or end bands.
• Ladders will be free from visual damage.
• Materials will be visually inspected prior to use by the operative and defective materials will be segregated to prevent
use.
Material Properties:
• Tube – 48.3mm o/d, to BS 1139 Section 1.1:1990
• Fittings SWL – 6.25KN
• Ladder Beams – Permissible BM = 13.5KN, Shear Capacity 18 KN (Max)
• Unit Beams – Permissible BM = 27.7 KNm, Shear Capacity 20 KN (Max)
• Scaffold Boards – 25 kg/m2 (0.25 KN/m2)

1. Methodology

• General Scaffolding Procedures

1. All works shall be carried out in compliance with current legislation:


• The Construction Design and Management Regulations 2007.
• Working At Height Regulations 2005.
• BS EN 12811-1 Code of Practice for Access and Working
Scaffolds.
• NASC Guidance TG 20-08 on BS EN 12811-1
• NASC Guidance SG4-10 – The Use of Fall Arrest Equipment
whilst Erecting, Altering and Dismantling Scaffolding.

2. Welfare and first aid facilities if any will be provided on site by the
Principal Contractor.

3. All scaffold Operatives will attend an initial toolbox safety talk to be


carried out by the site manager. However, the MR Supervisor will carry
out a toolbox talk to re-emphasize the safety procedures and to ensure
the Operatives understand the sequence and method of construction in
accordance with the risk and method statements.

4. Equipment will be raised to the working lifts by hand. The hoisting area
will be cordoned off to prevent unauthorized access/entry to the
working area during the erection and dismantling process. The
appropriate signs will be displayed where required.

5. All plant and equipment will be supplied from MR Scaffolding’s own


yard and will be clearly identified by the Company’s security color of
pink and yellow.

6. Competent scaffold Operatives who are CISRS trained to basic or


advance levels will erect all scaffolding.

7. All scaffold Operatives will wear the following PPE at all times:
• Safety Helmet.
• Safety Footwear.
• High Visibility Vest.
• Fall Arrest Equipment.

8. When required or site specific they will also wear gloves, goggles, ear
defenders or overalls.

9. The sequence of erection and dismantle of the scaffolding will be in


accordance with the NASC Guidance TG20-08. Where possible
Scaffolders will work from a safe working platform. Where this is not
possible they will attach their lanyards on the fall arrest equipment to a
suitable anchor point (as per the guidance in the NASC SG4-10). The
Supervisor will be personally responsible for ensuring the scaffold
Operatives fully understand and comply with this directive.

10. The Supervisor will ensure that before work commences, the client has
made suitable arrangements for barriers to be put in place around work
site.

11. N/A

12. The Supervisor will ensure that before work commences, the client has
cleared all loose debris and materials in the working area, and that no
trip hazards or fall of loose materials exist.

13. The Supervisor will ensure that before the work commences, the client
has checked and carried out any necessary tests and has provided a
sound and level foundation for the scaffolding to be erected on.

14. The safety controls are contained in the Risk Assessments for this
project and must be read in conjunction with this document. The
Supervisor is responsible for identifying and establishing any further
safety precautions, which may be required as the work progresses.
The principal hazards are:

• Working from heights.


• Lifting and lowering heavy objects – Manual Handling.
• Using the safety harness outside the safe working platform.
• Risk of materials falling from height.
• Risk of Scaffolders tripping on loose materials.
• Risk of falls into open holes on site.
• Risk of persons falling from a height.
• The presence of other contractors on site.

15. Scaffold ties will be installed as the progress of the work proceeds.
Physical ties through the window openings will be used as appropriate
and will be in accordance with BS EN 12811-1 (TG 20-08) sheeted
scaffold.

16. Scaffold equipment will be raised or lowered where required, by hand


or by crane. At no time will there will any throwing or bombing of
material.

17. Monarflex sheeting will be fixed on completion of the scaffold erection


and will be removed as the demolition and removal of scaffolding
progresses.

18. The Scaffold Supervisor will check the scaffold erection daily, and
ensure that the structure is left safe and all access is denied at the end
of each shift (until Handover to client).

2. Erection Procedure

1. The location where the scaffold is to be erected, the method statement


and risk assessments will be shown to the Operatives by supervision
and the relevant hazards and preventive/control measures will be
explained.
2. The Operatives will sign the method statement to confirm adequate
transfer of this information.
3. Materials will be transported to site and stored in the agreed location
on site.
4. When the lower lift is erected an ‘incomplete’ scaffold sign or similar
will be displayed on the scaffold adjacent to the intended ladder
access.
5. Whilst erecting further lifts, Operatives will work from a minimum of a
four board wide transomed working platform with no gap of any more
than I board that is protected by a single handrail, when working
outside of this protected platform (i.e. when establishing the protected
platform or moving the protected platform) Operatives will attach their
safety harness in accordance with current SG4-10 guidance.
6. Ladder access and ties are to be erected progressively with the
scaffold.
7. On completion of the scaffold all spare materials will be cleared from
the work area and stored in an agreed position or removed from site.

3. Hand Over Procedure

1. Following completion of the scaffold an Aerial Foreman/competent


person will carry out a visual inspection to ensure that the scaffold
complies with the specification.
2. On satisfactory completion MR Scaffolding will issue a handover
certificate to the Client.

4. Inspection Procedure

1. Prior to use for the first time and then at a maximum of seven-day
periods, or after substantial alteration or adverse weather conditions a
competent person (instructed by the Client) will need to inspect the
scaffold in accordance with the requirements of Working At Height
Regulations 2005 and enter the findings of the inspection into the site
F91 equivalent register.

5. Dismantle Procedure

1. The location of the scaffolding to be dismantled, the method statement


and risk assessments will be shown to the Operatives by supervision
and the relevant hazards and preventive/control measures will be
explained.
2. The Operatives will sign the method statement to confirm adequate
transfer of this information.
3. The Supervisor will initially inspect the scaffold to ensure that ties and
braces are still intact and that platforms are clear of debris.
4. Once satisfied that the scaffold is safe to dismantle the work area will
be segregated by the specified means and an ‘incomplete’ scaffold
sign or similar will be displayed on the scaffold adjacent to the ladder
access.
5. Ties and braces will not be removed from below the lift being
dismantled.
6. The scaffold will then be dismantled methodically.
7. The Scaffolder and Supervisor will ensure that the structure remains
stable and that it does not become overloaded materials at any time.
8. No materials will be bombed, all fittings will be bagged or passed by
hand to ground level or by use of the crane in a cage.
9. In general scaffolds will be dismantled in reverse order to the erection
procedure.
10. On completion all materials will be cleared from the work area and
stored in an agreed position or removed from site.
11. A final visual check will be made by the Supervisor prior to leaving site.

2. Sequence of erection/dismantle for Independent Access Scaffold.

6. Erection Procedure

1. The Client is to ensure that the ground/foundation proposed to support


the scaffold structure is level and able to withstand the loading of the
scaffold.
2. The access scaffold is to be erected progressively in the chosen lift
heights as agreed prior to commencement in line with the client’s
requirements. Generally lifts will be erected in 2.00m lifts or higher if
stated on an agreed drawing, which will then be supervised by an
Advanced Scaffolder.
3. The standards will be stood upright and plumbed to ensure that they
are level, they shall stand on a suitable metal sole plate which shall be
placed on a timber sole board.
4. The inside and outside standards will be from ground level to the
finished height as required by the client.
5. The standards will generally be spaced at 2.1 metre centres parallel to
the building face. The inside line of standards will be set out at a
sufficient distance from the building line to ensure that the chosen
number of inside boards fit between the standards and the building
face.
6. Ledger tubes will then be installed across the ledgers and secured with
single couplers. Transoms will be placed at a minimum of 1.2 metre
spacings and within 300mm of a pair of standards.
7. Diagonal braces will then be fixed to the higher ledger line with double
couplers; the lower end of the brace will be fixed to the standard with a
swivel coupler to ensure no interference with the boarded deck. Braces
will be installed to alternate lines of standards. Sway braces will be
installed to the face of the scaffold, where this is not possible sway
transoms will be positioned into the buildings natural recesses, such as
window reveals.
8. The permanent deck levels will be fully boarded with generally, a
minimum of four boards positioned between the standards and a
maximum of two boards between the building face and the inside
standards. The platform will be complete with a minimum single height
toe board and double guardrail to all exposed edges. Our Operatives
will work on a minimum of three boards whilst erecting.
9. Ladder access points will be positioned along the face of the scaffold
with a timber/metal pole ladder fixed at the rake at agreed spacings.
The ladder will be fixed at a 1 in 4 (75 degree) angle where possible
and will be suitably tied to the scaffold structure to prevent movement.
10. Manually expanding Hilti type anchors or physical ties will be installed
at the recommended intervals to provide stability to the scaffold
structure, and pull tests will be performed if Hilti ties are used at 1 in 10
if securing to concrete and every tie if securing to brickwork.

11. The scaffold equipment and plant will be lifted to working level by rope
and wheel or crane. Boards may be passed up the face of the scaffold
using the hand over hand method. The area around the lifting area will
be restricted so that other personnel or general public are not
endangered during this process.
12. Monarflex sheeting or debris netting will be fixed when the scaffold has
been completed.
13. Prior to the final inspection the scaffold will be cleared of all fittings and
trip hazards.
14. On completion of the erection a competent person will inspect the
scaffold and a handing over certificate will be issued.

Dismantling Procedure

1. Remove Monarflex or debris netting to outside face of scaffold lift.


2. Dismantle guardrails to top lift.
3. Dismantle boards and toe boards to on top working lift.
4. Dismantle transoms on top lift.
5. Dismantle ledger bracing on top lift.
6. Dismantle outside ledgers.
7. Dismantle outside standards.
8. All materials to be lowered to ground level by mobile crane or by rope
and wheel.
9. The remainder of the scaffold structure will be dismantled as items 1 to
8 above, progressively from the top working lift down to the first lift and
gantry/ground level.
10. Ties will be removed with the progress of the dismantling, ensuring all
remaining erected scaffold is safely tied in accordance with BS EN
12811-1.
11. In the vicinity of the work protection to any through fare shall be
provided until works are completed. Safety warning signs will be
erected on the structure until it is safely cleared away.

3. Sequence of works for the installation of Monarflex (or similar) or


Debris Netting.

1. The sheeting will be laid out to the full length of the lift.
2. The sheeting will be cut to length.
3. Fixing of debris netting with plastic zip ties to the ledger/ guardrail.
4. Fixing of Monarflex or similar with elasticated toggle fixings which are
wrapped around the tube and connected to a pre-cut hole in the
Monarflex and fastened to ledger-guardrail-ledger, as per the
Manufacturers guidance.

5. Rescue Plan
In the unlikely event of a Scaffolder falling without injury and being
suspended by his fall arrest harness and lanyard, he should be able to
quite easily pull himself back onto the scaffold, the incident will then be
reported to the Supervisors and the harness and lanyard destroyed.

In the event of the Scaffolder being injured or unconscious help will be


requested from the Site First Aider and assistance will be given by at least
another 2 Scaffolders who will clip themselves on and pull the fallen
Scaffolder to safety, the First Aider will then decide if the emergency
services need to be called out.

Should a Scaffolder fall from a slung or bridge scaffold and not be able to
get himself back onto the scaffold the Gotcha System will be used to either
raise or lower the Scaffolder to safety, the Gotcha System pack is located
in the Company vehicle.

I have read and understood the Risk Assessment/Method Statement and I will
undertake
scaffolding operations according to the sequence of work detailed in it.

If the work cannot be carried out in accordance with the Method Statement, I
will cease work and notify the appropriate person.
