Municipal Ordinance No. 2022-02 Bedridden
WHEREAS, Article XIII, Section 11 of the 1987 Philippine Constitution provides that,
“The State shall adopt an integrated and comprehensive approach to health development which
shall endeavor to make essential goods, health and other social services available to all the
people at an affordable cost. There shall be priority for the needs of the underprivileged, sick
elderly, disabled, women, and children. The State shall endeavor to provide free medical care to
paupers”;
WHEREAS, Section 447 (a) of the Local Government Code of 1991 states the
Sangguniang Bayan, as the legislative body of the municipality, shall enact ordinances, approve
resolutions and appropriate funds for the general welfare of the municipality and its inhabitants
pursuant to Section 16 of this Code and in the proper exercise of the corporate powers of the
municipality as provided for under Section 22 of this code and shall:

(5) Approve ordinances which shall ensure the efficient and effective delivery of the basic
services and facilities as provided for under Section 17 of this Code, and in addition to said
services and facilities, shall:

(XIV) Provide for the care of paupers, the aged, the sick, persons of unsound mind, disabled
persons, abandoned minors, juvenile delinquents, drug dependents, abused children and other
needy and disadvantaged persons, particularly children and youth below eighteen (18) years of
age and, subject to availability of funds, establish and provide for the operation of centers and
facilities for said needy and disadvantaged persons;
NOW THEREFORE, be it enacted by the Sangguniang Bayan of the Municipality of
Igbaras, Iloilo that:
SECTION I. This Ordinance shall be known as Ordinance Granting Financial Assistance
to the Totally Bedridden Persons in the Municipality of Igbaras, Iloilo.
SECTION II. Definition of Terms. Under this Ordinance, the following terms shall mean
as follows:
is one who is receiving less than fifteen thousand pesos per month in pension or
financial assistance from other persons.
d) Financial Assistance- a monetary assistance to a totally bedridden person.
SECTION III. Qualifications for the Financial Assistance. To qualify for financial
assistance under this Ordinance, the totally bedridden person:
a) Must be a totally bedridden person for at least three (3) months upon enactment
of this ordinance as certified by a government doctor;
b) Must have a valid Identification Card (ID)
Persons With Disabilities Identification (PWD ID) Card for PWDs
Senior Citizen’s ID for Senior Citizens;
c) Must be a resident of the Municipality of Igbaras for at least six (6) consecutive
months which shall be certified by the Punong Barangay with the issuance of a
certificate of residency; and,
d) Shall belong to an indigent family as certified by the Municipal Social Welfare and
Development Office.
SECTION IV. Documentary Requirements. The following are the documentary
requirements to claim financial assistance from the Municipality of Igbaras.
Initial Requirements:
a) Medical Certificate from a government doctor attesting among others that the
beneficiary is a totally bedridden person.
b) Certificate of Indigency and Case Study Report from the Social Welfare and
Development Office of the concerned Local Government Unit.
c) Certificate of Residency from the Punong Barangay stating that the totally
bedridden person has been a resident of the barangay for at least six (6)
consecutive months.
d) Photocopy of Valid ID of the totally bedridden person and claimant of financial
assistance. Claimant should be a family member of the totally bedridden person
within the fourth degree of consanguinity or affinity as certified by the Punong
Barangay. If not, authorization letter from the totally bedridden person stating that
he/she is authorizing the claimant to process claim his/her financial assistance.
Succeeding Requirements every semester:
a) Monitoring Report from the Municipal Health Office as to the medical
condition/status of the totally bedridden person, with the assistance of Barangay
Health Workers.
SECTION V. Financial Assistance. A qualified bedridden person shall be entitled to
receive the amount of not less than One Thousand Five Hundred (Php1,500.00) per quarter
which may be increased upon the availability of funds and subject to the recommendation of the
Municipal Social Welfare and Development Office (MSWDO)
The financial assistance herein granted is without prejudice, and over and above other
benefits that other Local Government Units or agencies of the National Government may grant
to totally disabled persons under this ordinance.
SECTION VI. Role of Municipal Health Office (MHO) and Barangay Health Workers
(BHWs).
a) The Municipal Health Office, through the Barangay Health Worker (BHWs), shall
determine and update the number of totally bedridden person in the Municipality.
The MHO shall furnish the MSWDO the list of the totally bedridden persons in the
Municipality.
b) The BHWs shall inform these totally bedridden persons or their families of the
financial assistance available including the requirements which they shall submit
to the Municipal Social Welfare and Development Office.
c) The BHWs shall monitor the medical condition/status of the totally bedridden
person and submit his/her semestral report to the MHO and furnishing a copy to
the MSWDO.
d) The MHO shall be responsible for issuing the medical certificate based on the
actual medical condition/ status of the totally bedridden person and on the
quarterly monitoring report submitted by the BHW.
SECTION VII. Role of Municipal Social Welfare and Development Office (MSWDO).
The Municipal Social Welfare and Development Office (MSWDO) shall be responsible for the
assessment and the approval of the release of the financial assistance to those qualified
bedridden persons, subject to compliance with the accounting and auditing rules and
regulations MSWDO shall conduct annual validation and updating of the list of totally bedridden
persons in Municipality of Igbaras and provide the list to the Office of the Mayor.
SECTION VIII. Appropriation. Upon the enactment of this ordinance, the initial budget
shall be taken from the available sources from the Office of the Mayor. Thereafter, the budget
shall be included and appropriated in the annual budget of the municipality in such amount to
pay off the herein intended beneficiaries.
SECTION IX. Separability Clause. If for any reason or reasons, any part or provision of
this Ordinance shall be held to be unconstitutional or invalid, other parts or provisions hereof
which are not affected thereby, shall continue to be in full force and effect.
SECTION X. Repealing Clause. All ordinances, resolutions, executive orders, and other
issuances which are inconsistent with any of the provisions of this Ordinance are hereby
repealed or modified accordingly.
SECTION XI. Effectivity Clause: This Ordinance shall take effect upon the approval
and complying with the posting requirements as set forth by law.
