WHEREAS, Section 316 of Republic ACT No. 7160, otherwise known as the
Local Government Code of 1991, mandated the creation of the Local Finance
Committee (LFC) in every province, city of municipality.

Section 2. TERM OF MEMBERS, CONSULTANTS AND TECHNICAL STAFF-
Unless sooner removed for a cause, the members shall have a fixed term of one (1)
year reckoned from the date of appointment, renewable at the discretion of the City
Mayor. In case of resignation, retirement separation, transfer, re-assignment, removal or
death of a member, the City Mayor shall designate his replacement who shall serve only
for the un-expired term. For justifiable cause, a member can be removed or suspended
by the City Mayor.
c. Recommend to the City Mayor the level of the annual expenditures and the
ceiling of spending for economic, social and general services based on the
approved local development plans;
d. Recommend to the City Mayor the proper allocation of expenditures for each
development activity between current operating expenditures and capital
outlays;
e. Recommend to the City Mayor the amount to be allocated for capital outlay
under each development activity infrastructure project;
