"AN ORDER RECONSTITUTING THE LOCAL FINANCE COMMITTEE (LFC) OF


DAVAO CITY"

WHEREAS, Section 316 of Republic ACT No. 7160, otherwise known as the
Local Government Code of 1991, mandated the creation of the Local Finance
Committee (LFC) in every province, city of municipality.

NOW, THEREFORE, I, RODRIGO R. DUTERTE, Mayor of the City of Davao, by


virtue of the powers vested in me by law, do hereby create and constitute Local Finance
Committee (LFC) of the City Government of Davao, as follows:

Section 1. COMPOSITION. The membership of the Local Finance Committee


(LFC) of the City Government of Davao shall be composed of the following:

That there is hereby created a technical staff to be determined by the Committee


Chairman.

Section 2. TERM OF MEMBERS, CONSULTANTS AND TECHNICAL STAFF-
Unless sooner removed for a cause, the members shall have a fixed term of one (1)
year reckoned from the date of appointment, renewable at the discretion of the City
Mayor. In case of resignation, retirement separation, transfer, re-assignment, removal or
death of a member, the City Mayor shall designate his replacement who shall serve only
for the un-expired term. For justifiable cause, a member can be removed or suspended
by the City Mayor.

Section 3. FUNCTIONS- The Local Finance Committee shall exercise the


following functions as mandated in Section 316 of RA 7160.

a. Determine the income reasonably projected as collectible for the ensuing


fiscal year;

b. Recommend the appropriate tax and other revenue measures or borrowings


which may be appropriated to support the budget;

c. Recommend to the City Mayor the level of the annual expenditures and the
ceiling of spending for economic, social and general services based on the
approved local development plans;

d. Recommend to the City Mayor the proper allocation of expenditures for each
development activity between current operating expenditures and capital
outlays;

e. Recommend to the City Mayor the amount to be allocated for capital outlay
under each development activity infrastructure project;

f. Assist the Sangguniang Panlungsod in the review and evaluation of Barangay


Budgets and recommend the appropriate action thereon;

g. Assist the Sangguniang Panlungsod in the analysis and review of annual


regular and supplemental budgets of the City Government to determine
compliance with statutory and administrative requirements and;

h. Conduct semi-annual review and general examination of cost and


accomplishments against performance standards applied in under
taking
development projects and prepare a report in connection therewith.

A copy of this repor


t shall be furnished the Local Chief Executive and the
Sangguniang Panlungsod and shall be posted in conspicuous and publicly
accessible places in the City and Barangay.

Section 4. OPERATIONAL EXPENSES AND FUNDING - Members,


Consultants and Technical Staff are hereby authorized to claim for incidental expenses
relative to the services rendered in addition to their duties and responsibilities and for
the work beyond office hours subject to the usual accounting and auditing rules and
regulations chargeable against the budgetary allocation of the committee.
Section 5. REPEALING CLAUSE- All Executive Orders or issuances
inconsistent with the provisions of this Executive Order are hereby repealed,
superseded or modified accordingly.

Section 6. EFFECTIVITY CLAUSE- This Executive Order shall take effect


immediately upon its approval.
