ENCODING OF SUICIDE AND SELF-ACCIDENT IN THE CRIME INFORMATION,
REPORTING AND ANALYSIS SYSTEM (CIRAS)
1, REFERENCES:
a. PNP Memorandum Circular (MC) No. 2020-051 entitled, “Amendment of the
Terminologies of the PNP MC No. 2018-050 entitled, “Guidelines and
Procedure in the Reporting of Crime Incidents" and Its Supplemental
Guidelines;
b. PNP MC No. 2018-050 entitled, “Guidelines and Procedure in the Reporting
of Crime Incidents"; and
c. Minutes of the Meeting of DIDM Weekly Staff Conference on February 28,
2022
2. RATIONALE:
As the investigative arm of the Philippine National Police (PNP), the Directorate
for Investigation and Detective Management is mandated to ensure the effectivity and
efficiency of its investigation service. Likewise, the DIDM shall ensure that crime
prevention and crime solution measures are streamlined and responsive to local as
well as global situations and trends.
To ensure that the organization's reports reflect true crime picture and
guarantee that the investigation service is responsive to the needs and demands of its.
stakeholders, a policy must be established or adjust the existing policies.
3. SITUATION:
Based on the guidelines set forth by PNP MC No. 2018-050 entitled,
“Guidelines and Procedures in Reporting Crime Incidents,” only criminal incidents
must be encoded in CIRAS. Thus, Suicide incidents and Self-Accidents are not being
recorded in CIRAS as these, by nature, are not considered crimes.
However, for the past months, this Directorate has been receiving data requests
on Suicide and Self-Accidents in which the DIDM cannot provide because the existing
Policy does not allow the encoding of the aforementioned type of incidents in CIRAS.
Aside from these, Suicide and Self-Accidents have the possibility of being
considered as crime if there are pieces of evidence during the course of investigation.
There are several recorded instances when crime scenes are made to look like
accidents/suicide incidents when in fact, murderers only designed the scene so it
Page 1 of 5would not appear that a crime was committed. This would lead to crime reporting that
affects the crime statistics and true crime picture, as well as, the solution of crime.
‘An example of this is a Murder incident that is made to look like a Suicide
incident by orchestrating the crime scene where the victim has committed a Suicide
i.e. by leaving a suicide note on the premises of the scene. Another example is a traffic
accident that is primarily considered as a Self-Accident incident where the victim's car
brake suddenly won't work when in fact, a suspect had purposely cut the brake system
80 that it would not work. These incidents among others had been happening in the
society for the longest time, and these are presently not being recorded in CIRAS.

In response to this, the DIDM considered the encoding of Suicide incidents and
Self-Accidents in CIRAS for the purpose of reflecting cohesive and accurate data.
4, PURPOSE:
This Investigative Directive sets forth the guidelines, procedures, and
responsibilities of PNP units and offices in the encoding of Suicide incidents and Self-
Accidents in CIRAS.
5. DEFINITION OF TERMS:
a. Crime —is an act or omission that is a violation of the Revised Penal Code
(RPC) and offense in violation of Special Laws;
b. Heinous Crimes ~ are crimes that are grievous, odious, and hateful
offenses and which, by reason of their inherent or manifest wickedness,
viciousness, atrocity and perversity are repugnant and outrageous to the
common standards and norms of decency and morality in a just, civilized
and ordered society
c¢. Non-Crime — are acts or incidents that transpired where no criminal intent
or offense is present
d. Non-Index Crimes — are violation of RPC and Special Laws that are not
categorized as Index Crimes.
e. Index Crimes — refers to the consummated Eight Focus Crimes and Eight
Special Complex crimes:
1) Murder
2) Homicide
3) Physical Injuries (Less and Serious Physical Injuries)
4) Rape
5) Robbery
6) Theft
7) Carnapping of Motor Vehicles
8) Carnapping of Motorcycles
9) Eight Special Complex Crimes (Composite Crimes)

je - is the act or an instance of taking one’s own life voluntarily and
intentionally.
g. Self-Accident - is a grave accident/act of unintentionally harming one's own
body e.g. Suicide, Self-Accident, Traffic Incidents.
IMPLEMENTATION:
a. Upon the effectivity of this ID, all Crime Registrars are directed to encode in
CIRAS alll Suicide and Self-Accident reports that resulted to the death of
the victim received by their respective station initially under the category of
Non-Crime;

._ Backtrack-encoding of the said two incidents shall be done immediately
after the effectivity of this ID, from recent month up to the oldest date of
available files or records in the police blotter; and
¢. All Suicide incidents and Self-Accidents shall be included in the incidents
being validated during the annual validation conducted by the DIDM and
RIDMD Validation Team.
’. GUIDELINES:
a. All head of offices shall ensure that this ID is being implemented in their
respective offices. COPs and C, Investigation shall direct and closely
monitor the performance of their respective Investigators and Crime
Registrars in their compliance to this ID;
b. All Suicide incidents and Self-Accidents shall be encoded following the
procedures and guidelines set forth by policies pertaining to encoding of
criminal incidents in CIRAS e.g. encoding of incidents in CIRAS within 24
hours upon receipt of the reports;
c. If a suicide or self-accident incident became a Murder or Homicide case
upon discovery of concrete evidence or pieces of evidences during the
course of investigation and the investigator discovered witness/es that could
testify before the court, then the initial record in CIRAS shall be updated;
and
d. The IOC shall update the status and details of the suicide and self-accident
in CIDMS whenever there is new progress available that pertains to the said
incidents,
RESPONSIBILITIES:
a. Case Monitoring Division (CMD), DIDM
1) Responsible for the strict monitoring of the implementation of this ID
down to the lowest investigation unit;

applied by all investigation units; and
3) Perform other tasks as directed.

Regional Investigation and Detective Management Di ns (RIDMDs)
1) Ensure the proper dissemination and compliance of this ID up to the
lowest investigation units under their respective jurisdictions;
2) Monitor compliance of lower units;
3) Check and monitor the compliance of respective lower units during the
conduct of Regional Validation; and
4) Perform other tasks as directed.
c. Investigation Units/Branches
1) Ensure the proper dissemination and application of this ID to all lower
investigation units;
2) Monitor compliance of specified lower units; and
3) Perform other tasks as directed.
1. Municipal P Stations (MPS)/City Police Stations(CPS)/Police
Stations(PS)/ Investigation Sections/ Crime Registrars
1) Ensure the proper application of the guidelines set forth by this ID; and
2) Perform other tasks as directed.
e. Investigation Sections, NOSUs
1) Ensure the proper application of the guidelines set forth by this ID; and
2) Perform other tasks as directed.
9. PENAL CLAUSE:
Any violation of this ID shall be dealt with accordingly pursuant to existing laws,
rules and regulations. All Unit Commanders shall be included in the investigation under
the principle of Command Responsibility.
10. REPEALING CLAUSE:
Any provision of issuances, memoranda, rules and regulations issued by this
Directorate inconsistent herewith are deemed repealed or amended accordingly.
