1 PURPOSE
The purpose of producing this document is to establish a safe erection
sequence, outline the processes and procedures to be followed during the
GRB Tank installation, speed up assembly and address any areas or
procedures requiring special emphasis or attention.

2 SCOPE
This statement defines the methodology for the safe receiving, stocking,
lifting and installation of GRP sectional pannel tank.
● All design, engineering, materials and construction shall conform to the latest
requirements of local national standards, local regulations and the following reference
documents; Latest edition at the time of contract award shall be applicable.

When these documents contain conflicting requirements, the most stringent


requirement shall be applicable. In the case of doubt, this specification shall prevail
over construction standards, other specifications, However, any discrepancies shall be
brought to the attention of TRSD Company.

4 TERMS AND DEFINITION


QMS (Quality Management System): All activities for the overall management function
that determine the quality policy, objective and responsibilities, and Implement them
by means such as quality planning, quality control, quality assurance and quality
improvement within the quality system.

QA (Quality assurance): All the planned and systematic activities that are used to
fulfill requirements for quality.

ITP (Inspection and Test Plan): the listing of inspection activities prepared by
procurement and construction organizations, including procedures, acceptance
criteria, verification documents and witnessing parties.

WIR : Work Inspection Request

MIR : Material Inspection Request

IR : Inspection Request

NCR : Non Conformance Report

RFI : Request For Inspection.

5 RESPONSIBILITY AND AUTHORITY

Project Manager Responsibilities:

● Contractor Project Manager has overall responsibility to ensure the safe lifting
operation.
● Ensure third-party test and certification for lifting equipment and lifting
gears.
● All construction activities must be carried out as detailed in the Method
Statement with all risk measures taken to carry out the works safely

● Contractor Project Manager has overall responsibility to ensure the safe lifting
operation. Ensure compliance with the regulatory requirements.
● Approved Shop Drawings are reviewed and explained to the Site Engineer,
General Foreman, Foreman and other related site supervisors.
● Permanent materials and consumables are ordered in a timely fashion.
● Report to Project QA/QC Manager/QC Incharge and Consultant, if any
amendments required to the method of works for executing activities in a
safer or better process.
● The works are carried out within the time frames set by the work schedule.
● That all resources i.e. material, equipment and personnel needed to perform
any construction activity or task are planned for and available within the time
frame set by work schedule.
● Preparation and follow-up of a list of pending issue per area to be addressed
to the concerned department heads (Technical, Procurement, Contractual
etc.) for necessary action.
● The Construction Managers ensure that an WIR (IR) is raised and approved
by Employer/Employers’ representative/ or Supervising Consultant prior to
start next activity/ or covering the previous works/activity.

Surveyors Responsibilities:

● Under supervision of the project Manager the Land Surveyor and his staff will
be responsible for the field surveying through all the period of the project.
● Land Surveyors to ensure of the following but not limited to:
● The surveying works are accurate and running in proper sequence,
construction conformity with the shop drawings and achieving the target
productivity.
● Carries out complete survey work for project construction activities.
● Sets all coordinate corners, axes, profiles and their recovery.
● Ensures that operating and control grade levels are as per the drawings and
specification.
● Sets and checks the alignment and levels of all structures, finishes and MEP
works are according to the approved shop drawings.
● Ensures that all surveying instruments are calibrated and checked regularly.

QA/QC Manager/QC Incharge Responsibilities:

● QA/QC Manager/QA QC In charge will coordinate with the execution team


for implementation of Quality control pertaining to the activity.
● QA/QC In charge will coordinate with Construction Team & consultant
engineer for in process & post Inspections, inspector will check and ensure
the application processes are being carried out correctly as per approved ITP.

● QA/QC Engineer/Inspector will ensure that all the material is from Approved
source & offer for inspection and approved prior to release of material to the
site area.
● To stamp all obsolete / superseded documents and remove these documents
from Site and maintain the latest documents register at the Site office. No ‘C’
(Rejected) status document to be used on Site.
● To liaise with Construction and plan inspection on priority basis by
coordinating with Consultant Engineer in this regard.
● To liaise closely with Construction to get the work rectified, re-inspected and
coordinated promptly with the Consultant Engineer accordingly in this regard.
● To liaise and immediately inform the Construction and QA/QC Manager for
any noncompliance encountered on Site and in first instant immediately
notify verbally at site and afterwards through internal email. In case of failure
to rectify the findings/ or defects by construction/ or sub-contractors teams
within 48 hours maximum issue Observation Note (ON) officially to record the
findings/defects. If the same non-compliance is not acted upon / rectified
within furthermore 72 hours/ or agreed time frame, a written NCR report will
be issued supplemented with photos and submitted to the QA/QC Manager.
● QA/QC Engineers/Inspectors shall read the specifications, drawings, PQP,
ITP, method statement, QC procedures and relevant QC documents for
effective implementation related to their part. (Inspections, witnessing,
monitoring, surveillance, reporting, etc.)
● Be vigilant and proactive on Site, pick-up deficiencies, faults, noncompliance
etc. of any work on the job Site and report immediately to the Construction
and QAQC Manager and initiate the action to get it corrected / rectified ( in
accordance to the Project requirements ) prior to getting it covered up.
● To liaise with QA/QC Manager and QA/QC Engineer in case of any difficulty /
problems / issues / clarification / information related to work / inspections.
● To assist Construction team in order to resolve quality related problems.
● Being responsible for the quality of the area assigned.
● To liaise with QA/QC Engineer, Construction Engineers, approved
independent test laboratories and Consultant regarding any testing on Site.
● To ensure that ‘SAFETY’ is practiced on Site at all times. Any safety hazard
noticed shall be immediately reported to the Safety Officer and concerned
personnel on Site. Initiate to rectify / clear the safety hazard.

Environmental Manager Responsibilities:

● The responsibilities of the Contractor Environmental Manager include (but are


not limited to) the following:  
Has overall responsibility for environmental governance and for
implementation of construction contractor’s environmental obligations.
● Regular liaison with the project team to ensure that all required
environmental safeguards are being implemented and maintained as defined
in ESIA and C-CESMP.
● Ensuring all corrective and preventative actions identified during inspections
and audits are effectively addressed by the project team.

● Development and maintain the CESMP and procedures.
● Provides management support for identification, correction and resolution of
instances of environmental noncompliance and to prevent future recurrences.
● Reviewing daily and weekly, monthly checklist and maintain all records.
● Preparing reports on a weekly and monthly basis outlining the Project works
undertaken and the achievements that have been met, as well as identifying
those areas where improvements were made.
● Directly communicates with TRSDC to convey project environmental
compliance.
● Participates in weekly and monthly environmental meetings with TRSDC and
when required.

Health & safety Manager Responsibilities:

The HSE Manager will be resident on site and report functionally to QHSE
Manager and liaise closely with the Operation Manager and Project Managers on a
day-to day basis.

The HSE Manager will have full authority and responsibility to ensure that ’s
safety program is in conformance with safety regulations and that the program is
fully implemented and maintained. HSE Manager to ensure of the following but
not limited to:

● To establish, document, and Implement Health, Safety, & Environment


Systems within the project.
● Develops a HSE program, identifying, & ensuring HSE resources and
ensures no harm to people, no property loss, and no damage to the
environment during project execution.
● Ensure continuous compliance with HSE Standards, particularly OSHA,
OSHAS, EMS, as well as providing advice & recommendations regarding
HSE improvement and ensure preventive and corrective actions to
overcome any HSE Problem in order to ensure HSE to meet or exceed the
client’s expectation and applied HSE Standards.
● To establish and maintain legal compliance with HSE Legislation.
● To establish a document, implement the HSE Management System
(HSEMS).
● To prepare HSE Program/Plan as per project scope and requirements.
● Identifies and ensures HSE resources availability on Projects as per
Company Safety Policy.
● Reviews and approves Safe methods of work for the project regarding HSE
input.
● Manage Subcontractors HSE Program, plan & monitor, audit, analyzes
them on their projects activities.
● Ensure proper system for incident investigation, reporting, & estimation of
the cost of injury, property damage, & fire loss.
● Initiates analysis to discover incident trends and promotes corrective and
preventive actions.
● Ensures that all incidents/accidents being recorded are reported and are

investigated & analysed taking corrective & preventive actions and lessons
learned.
● Ensures projects set up complies with safety requirements legally and to
company policy.
● Leads any Major incidents/accidents investigations.
● Reviews Project Safety Risk and suggests/recommends the control
measures accordingly.
● Ensures Projects keeps and maintains log for customer, client’s comments
and ensures timely response/compliance. Ensures a Project Emergency
Response Plan & Crisis Management Plan is in place.
● Analyze the Hazard Data identified across the project and ensure controls
are in place.
● Provides HSE Advice to project Management.
● Manages the performance of all team members.
● Performs other duties as required.

Supervisor (Accuracy and quality co ltd)

● Supervisors will ensure the following activities are performed:


● Research (to the extent possible) and identify known environmental hazards
in areas employees enter or in which they work.
● Ensure and maintain documentation of competency/qualification.
● Identify known or potential hazards and list on the JSA and (as required)
other pre-task planning documents.
● Ensure that required training and permits are completed for those applicable
items on the known or potential hazards list.
● Ensure that pertinent information from the pre-task planning document(s) is
communicated to affected employees before they perform work or enter the
worksite, discuss the risks associated with the project Scope of Work and
compile information necessary to complete the pre-task planning process.
● Ensure current pre-task planning documents are at the worksite.
● Ensure compliance with this practice.

6 SEQUENCE OF WORK / METHOD OF WORK

1. Methodology
1.1 Instructions of Installation and storage recommended
● Unloading by customer: at the nearest point of easy standing – the
“Delivery Point”.
● Receipt Signatures: a responsible employee or representative must be
on hand to receive the goods.
● Onsite Storage: to store the goods in a clean, safe, secure location,
providing necessary product protection against loss or damage and by
fully insuring the goods against loss or damage. Tank Supplier does not
accept responsibility for lost or damaged goods following their delivery
to site.

● Site Movement: to ensure the product or components are safely
moved from the delivery point to the immediate vicinity of, the tank
foundation. so, the Customer should be moving the components
carefully and If packages are broken, or opened, the Customer will be
responsible for the cost of replacing any damages or shortages.
● Foundation: the concrete foundation for sectional tank types, shall be
flat, level and free from any local irregularities and not vary more than
2mm in any meter or a total of 6mm in any 6 meters measured
laterally or diagonally. The Customer is responsible for ensuring the
structural integrity of the tank foundation / supports which must be
capable of supporting the tank and its contents without movement.
● Working Space: shall be in accordance with Health and Safety
legislation requirements and free from any debris.
● A minimum 600mm clearance is required all around the tank for
installation and maintenance. A minimum of 750mm is required above
the roof of the tank for installaƟon, access and maintenance. One
handed over on completion of tank installation, the Customer is
responsible for its protection against damage.
● Testing / commissioning: It is essential that the tank be filled and
tested within 10 working days of complete assembly and for it to
remain filled thereafter.
● Sterilization by customer: tanks should not be sterilized until they have
been tested and proved to be watertight.
● Moving of Sectional Tanks: after installation, it is not advised and no
responsibility is taken by the manufacturer should a tank be moved or
repositioned.
● Scaffolding: to be provided by the Customer.
● Overflow Discharges: The provision of Regulation compliant pipework
capable of conducting any possible tank overflowing discharges safely
and securely to suitable and appropriate drainage facilities is the
responsibility of the Customer.

1.2 Installation Method.


Below is the step wise procedure for the installation of GRP Sectional
Water Tanks.
● Ensure all civil works are completed for the area of installation, and

clearance is obtained from respective authorities to proceed further.


● Prior to start the installation, refer to the approved shop drawings related

to the area of installation and ensure that required materials are

available at site as per approved material submittals.
● Ensure the materials are stored properly and there is no mark of damage

or deformity of any kind before issuing the material from site store.
● Water Tanks shall be installed on the concrete beams as per approved

foundation Drawings, ensure adequate space is available for valves,


piping and for future maintenance.
● Ensure that concrete beams should be horizontal & smooth finishes from

top. Painting if required in civil detail.


● Steel skid base shall be fixed on the concrete beams.

● Steel skid base shall be leveled properly as required to drain off the Tanks

water.
● Base panels shall be installed on the leveled steel skid base.

● Scaffolding must be installed so we can install the sides of the tanks Side

panels shall be installed on the base panels.


● Gasket shall be put in between the panels for preventing water leakage

from joints.
● Tanks panels should be joined as per manufacturer's recommendations

by bolts.
● Locations of the panels for inlet, outlet, drain & overflow pipe shall be as

per approved shop drawing.


● Installation of the internal accessories is carried out after side panels

installation.
● Panels shall be tied internally by steel tie rod for side panels

reinforcement and externally by stay plates as per manufacturer’s


recommendations.
● Inlet, outlet, drain & overflow nozzles shall be connected to Tanks with

flange connection.
● Top panels shall be installed on side panels.

● u PVC pipe support shall be provided for roof panels block supports.

● Ladder shall be provided externally and internally.

● All nut bolts to be securely tied with washer.

● Tank installation is offered for Consultant’s approval.

● After the approval of the Tanks installation works, Tanks shall be allowed

for water leak test as per manufacturer’s recommendations.


● For testing, all openings shall be closed, water shall be filled in the Tanks

by temporary water supply line.


● Air vent shall be installed on each Tanks.

● Water shall be kept inside the Tanks for 24 hours and leaks shall be

checked, if any leak found, it shall be rectified and again offered for the

same for consultant approval.

Water tightness test

2.1 Test method


• If the utility department has already installed water pipes, you can fill
the tank while closing the valves for
drain and outlet.
• The water should be filled up to 250 ~ 300mm lower than the roof
panel.
• Let the exterior accessories of the water tank free from any drop of
water.
• Closely check nozzle, panel, bottom and corner parts.
• The water tightness test should be done while there is a sunlight and
fully filling up the water tank.
• If the water tank is installed in the basement or inside of the building,
enough lighting is required to
check whether the tanks leaks or not.
• If there is a leak, mark the area with red marker. The Identify any
address the cause of water leaks.

SAFETY REQUIREMENTS
● Safety and Health induction shall be conducted by the Health & Safety
Department prior to commencement of works to each person involved in

works. All personnel involved in the works execution and the workers
undertaking critical tasks shall be competent and certified to undertake the
works. All workers will receive a daily briefing about the works they are to
undertake that day.
● PPE such as safety helmet, safety glass, overall, high visibility vests, safety
shoes, and protective gloves shall be worn by personnel and other task
specific PPE (such as full body harness, ear plug, etc) shall be worn by the
workforce.
● Equipment and tools to be used at site for the works should have valid
inspection stickers/ certification.
● Engineers shall conduct applicable inhouse training for all workers within
their work scope.
● Job Safety Analysis (JSA) shall be prepared for the work activity identifying
hazards in sequence of work and control measures shall be applied to
mitigate the hazards.
● Method Statement (MS), Safety Task Assignment (STA) and JSA should be
communicated to all workforce before commencing the work.
● Work areas shall be provided with proper means of access and egress at all
times.
● TRSDC work permit system shall be applied to work at work site within
TRSDC project. All applicable work permits shall be secured before start of
activity and validated in due course of time.

❖ Medical Emergency:

will provide a sufficient number of first aiders, Nurse, clinic and ambulance
to deal with injuries at the workplace.

1. Medical emergency to be reported by calling the emergency
telephone number displayed at work locations.
2. Emergency Response Team (ERT) to be activated at the incident
location.
3. First aider/ Nurse to stabilize the injured person.
4. For minor injuries requiring first aid, Nurse will provide first aid
treatment at a site clinic.
5. Injuries beyond first aid, injured person will be transported to the
nearest hospital for injuries beyond first-aid.
6. Nurse to accompany the patient to the hospital.
7. Nurse to provide periodic update on the condition of the injured
person.

❖ Site Evacuation:

Depending on the nature of the emergency the On-Scene Commander


in consultation with the Site H&S Manager may decide to evacuate
personnel from the workplace to the nearest assembly point.

Again, the decision to either activate a full site wide evacuation or a


partial evacuation depends on the nature and scale of the emergency
situation.

Extreme Winds
Routine precautions in the event of exceptionally high winds are to.
● Stop all external lifting and materials handling operations.
● Reduce outside work to essential tasks.
● Because of design tolerances it is most unlikely that extreme wind-
speeds would result in an emergency condition.
● When rain creates a hazard to craftsmen due to slippery ground,
muddy and flooded work environment, unstable ground and poor
visibility, work shall be stopped and all equipment must be secured.

❖ Heat Stress Prevention & Control:


Heat stress may occur any time that work is being performed at
elevated temperatures or when protective clothing is worn. The stresses
of heat on the body manifest themselves in 5 common ailments:
● Heat exhaustion
● Heat cramps
● Heat stroke
● Heat syncope, and
● Heat rash.

Temperatures, expected to be found in the workplace, that are based


upon environmental factors such as air temperature, relative humidity,
air velocity, and thermal radiation.

In the basis of temperatures measured, a ratio of work time versus rest


periods, with work periods decreasing while rest periods increase as

temperature rises; a medical monitoring program for those people
exposed to heat stress and those highly susceptible to heat stress (the
obese, un acclimatized workers, workers with cardio circulatory
diseases, and employees who may be taking medications; Following
arrangemnts shall be made available.
1. A cooler-than-ambient temperature rest location will be provided
and delivery of iced drinking water;
2. A training plan to include dietary needs, water consumption.
3. An emergency plan for handling heat stroke and severe heat
exhaustion;
4. Further TRSDC Heat Stress Management (TRS-HS-OCH-003) shall
be followed.

❖ Spill Response Procedures:


In the event of a release of any deleterious substances (e.g. Engine oil
hydraulic oil and diesel leakage) onsite, follow these general procedures:
1. Ensure Safety - Ensure that site personnel are safe from the
release, and the environment is at no other immediate risk due to
the release. Wear appropriate personal protective equipment to
manage the release.
2. Notify your supervisor/emergency team; who shall notify the
Environmental Officer. Emergency services shall be notified as
necessary.
3. Assess safety risk to humans; Only attempt containment and
cleanup operations of spilt substances when it can be performed
safely.
4. If spilled material is flammable; eliminate sources of ignition
near the spill area. Evacuate personnel and safe assembly areas if
they are at risk. Secure the area and establish perimeter control
at a safe distance from the spill.
5. Stop source of spill; When it can be performed safely, stop the
source of spill. Spill Kit or control equipment shall be available
and accessible next to storage and waste areas, refueling areas,
maintenance areas and bulk fuel storage areas.
6. Contain spill; Liquid spills - If the spill is liquid, its path will be
blocked or diverted and then soaked up using an absorbent
material.
7. Clean up; No spills shall be rinsed away. Contaminated soils and
clean-up materials from spills shall be handled properly using
personal protective equipment, stored in a suitable container that
is then labelled and stored in the appropriate location for
subsequent disposal. Any stockpiles of remnant contaminated
materials shall be covered.
8. Dispose with care; Contaminated soils and used clean-up
materials shall be treated as hazardous waste and be disposed of
accordingly at a designated disposal site by TRSDC/ GAMEP
approved waste management companies.
9. Document control; The Environmental Officer shall prepare a
report containing information on date, time, location, type and
quantity of spilled material, description and cause of incident,
corrective and preventive action taken, name of person reporting
the incident and follow-up on recommended actions for ensuring
the incident doesn’t reoccur.

❖ Extended Hours / Night Shift / Holiday Work Permits:

will assess the site activity and will plan extended hours work / night
shift work or holiday work in advance. Related supervisory and HSE staff
shall be available on site. TRSDC Extended Working Hours (18:00 -
21:00 Hrs. Sat -Thu), Night Shift Work (From 21:00 To 6:00H), Holiday
Work (Fridays & Saudi Public Holidays) shall be followed.
Following TRSDC forms shall be filled in as appropriate and approved by
the PMT.

❖ Safety Task Assignment Requirement:


TRSDC personnel protective equipment procedure (TRS-HS-COS-0001)
and Safety task assignment requirements (TRS-HS-FRM-0002) shall be
followed to carry out work on site.
1. All personnel shall wear minimum / basic PPE
2. Additional PPE as necessary.
3. All working activities shall comply with Construction Regulations,
Project Safety Plan.
4. Qualified personnel to be assigned at site to do the work
5. Tool Box talk to be carried out prior to commence the work.
6. Safety barriers / signs shall be provided.
7. First Aid Kit shall be available.
8. Housekeeping & Disposal of debris to approved locations.
