The Standard has been created through the collaboration of members of the
Victorian Rail Industry Operators’ Group (VRIOG) for the purpose of establishing
standards which, if implemented throughout the Victorian Rail Network, will facilitate
the interoperability of infrastructure.
The use of the Standard is not prescribed by law but, if adopted, conformity with the
provisions of the Standard is mandatory in order that the purpose of the Standard be
achieved.

Terminology Definition
Accredited Rail Accredited Rail Operator
Operator (ARO) A Rail Infrastructure Manager or Rolling Stock Operator who is
accredited under Part 5 of the Rail Safety Act 2006.
Application for An application to the Safety Director by an accredited rail
Variation of operator for variation of its accreditation due to the accredited
Accreditation rail operator proposing to make change to or to the manner of
carrying out, accredited rail operations that may reasonably be
expected:-
• To change the nature, character and scope of the
accredited rail operator; or
• To not be within the competence and capacity for which
the accredited rail operator is accredited.

AS Australian Standard
Facing Point Lock A method of locking the points using a plunger to engage a lock
(FPL) rod. Electric FPL point machines utilise external operating and
detection rods with an internal lockbox and FPL.
Point Machine An encased type of point operating mechanism by which points,
derailers, swing nose crossings, etc., are moved by power and
in which may be included a means for locking and detecting the
points.
Points A pair of point switches installed in a turnout.
Purchaser Person or organisation to which the point operating mechanism
is supplied or being supplied.
Note: They may not be a direct representative of the ARO.
Type Approval Consideration of form, fit and function under specified conditions
to approve equipment suitability for use within VRIOG
infrastructure. (Refer to VRIOG “Standard for Signalling Design
and Documentation” VRIOGS 012.1 – 2007, Clause 4.2)

3.2 Application
Unless otherwise specified, point machine equipment shall be Type Approved by the
ARO and shall comply with the requirements of British Standard specification
BS581:1950 (Electrically driven point operating machines for railways) or the AREMA
Communications & Signals Manual 2008, Section 12.
The manufacturer shall be accredited to the appropriate Australian Quality Standards
or recognised international equivalent if the manufacturer is based overseas.
It is considered that the following are appropriate Australian Quality Standards:-
- AS/ISO 9001 - Quality Management Systems – Requirements
- AS/ISO 9004 - Quality Management Systems – Guidelines for Performances

Types of point operating mechanisms used on the Victorian Rail Network are:-
• Dual control
• Non dual control
• Trailable
Types of point locking mechanisms used on the Victorian Rail Network are:-
a) Machine locking
b) Rail head locking
a) Electric motor
b) Hydraulic Ram
c) Pneumatic Ram
The point machine motor shall be suitable for operation from either a nominal 110V
AC power supply or 24V DC supply.
The point mechanism shall perform its normal operation in the following sequence:-
b) Lock and detector slides shall be continuously adjustable for point blade
openings between 100mm and 140mm.

c) The force provided at the throw bar shall be a minimum of 3.1kN at nominal
supply voltage with maximum thrust of not less than 4.4kN occurring at clutch
slip.
f) For a rail head locking open blade, there should be 127mm clearance (±2mm)
between point blade and stock rail measured at the toe of the points.
a) With a load of 3.1kN maximum and nominal supply voltage the throw time
shall not exceed 7 seconds.
a) The point machine shall be subject to the conditions specified for Category C
equipment in specification VRIOGS 012.7.25 “Environmental Conditions”.

a) The time of operation with the nominated operating voltage at the motor
terminals shall not exceed 3 seconds with a minimum force of 6.70kN with an
operating current of 10A (max), nor shall it exceed 3.5 seconds at a voltage
10% below normal.
The manufacturer shall supply all operating values in relation to the various
gear ratios used in the mechanism offered.
c) The point machine mechanisms shall maintain its performance without need
for adjustment over a temperature range of -20 to 70 degrees.
e) The point machine mechanisms shall be provided with staggered or top and
bottom locking for normal and reverse position of points.
The means utilised to remove the motor drive shall reset automatically when
the point control is called to the opposite lie.
This time-out period shall be set to between 3-4 times the expected operation
times under full load.
h) All parts of the point machine mechanisms shall be strong enough to permit
the stopping of the points at any part of their movement by the introduction of
an obstruction between the point blade and stock rails, without damage to any
part.

j) The point machine mechanisms case shall protect and secure the apparatus
and wiring contained herein from unauthorised access.
k) Means for readily draining oil and water accumulation shall be provided.
The closed detection contacts shall open with a closed blade opening greater
than 4mm and the locking is fully engaged.
n) The external cable entry to the point machine case shall be a metal, non
ferrous cable gland located above the foundation plate and being secured
with a 50mm metal flexible hose.
p) To change from motor to hand throw operating conditions, the hand operating
lever or levers shall perform in order the following functions:-

Hand selector and hand operating levers shall be interlocked to ensure the
above sequences.
q) The point machine mechanisms shall be so constructed that the point blades
are moved to the full normal or full reverse position and locked before the
hand operating lever can be latched in its position corresponding to the
position of the points.
r) The dual control point machine mechanisms hand operating lever or levers
and their connection shall form an integral part of the point operating
mechanism.
s) A separate voltage free contact shall be provided to open the signal circuits
when the hand selector lever is initially moved out of motor operation.

t) The dual control point machine mechanisms shall be constructed for either
L.H or R.H point layout and the mechanism shall be located away from the
track in either case. The hand operating lever shall be located on the side of
the mechanism away from the track.
i. The hand operating lever shall be marked :-
• N (Normal)
• R (Reverse)
ii. The selector lever shall be marked:-
• “Hand operating position”
• “Motor operating position”
u) The dual control point machine mechanisms shall be provided with suitable
keepers with latches for normal and reverse positions of levers equipped with
fastenings for application of padlocks.
v) The non dual control point machine mechanisms shall be constructed so that
the point blades are moved to the full normal or reverse position by the crank
handle to enable the clipping of the closed blade.
w) The crank handle insertion point shall be clearly marked and covered by a
weatherproof cap and hasp for insertion of a nominated padlock. The
insertion of the crank handle shall not be possible unless power is removed
from the point drive.
x) The point machine mechanisms shall operate on tracks with the following
geometry :-
• Track gauges : 1600mm & 1435mm
• Rail weight : 47, 53 & 60kg to AS 1085 Part 1
y) All replaceable component parts of the equipment shall be interchangeable.

5.3 Maintainability
a) The point machines shall be designed and manufactured to facilitate the
following:-
• Accessibility for normal preventative maintenance.
• Specialist tools to be minimised and advised if required.
• Piece part replacement
5.4 Reliability
a) The manufacturer shall advise the Purchaser on their product’s reliability
theory undertaken in design and procedures followed to ensure long term
reliability of their product.
b) The following information is required as a minimum:-
• Proposed maintenance instructions and periodicity.
• Reliability data from in-service users by other railroads.
5.7 Painting
a) All parts designed exclusively for 50Hz operation shall be painted yellow to
colour No.356 in B.S.381C.
b) The outside case of the point machine shall be treated with an epoxy based
finish or shall be galvanised. The interior shall be finished with a gloss coat of
light grey or cream colour.

5.9 Insulation
b) The surface leakage distance between any exposed current carrying parts
and any exposed current carrying parts and case or metallic components
shall not be less than 15mm. The air gap between any exposed current
carrying part and case or other metallic component shall be not less than
6.3mm.
c) The motor capacitor(s), and any rectifier (where used) and the thermal
overload unit are excluded from the following specified insulation tests.
a) The insulation shall withstand, for a period of one minute, a test voltage of
2000V RMS applied between all parts of electrical circuits and other metallic
parts insulated therefore.
b) The test voltage shall be alternating, approximately of sine wave form and of
any frequency between 25Hz and 100Hz.
a) This test shall be carried out immediately after the “Applied High Voltage
Test” and at a potential of 1000V DC.
b) The insulation resistance shall be measured between all insulated circuits and
earth and the minimum value for the completely wired machine, except for
those excluded components noted above, shall be not less than 100MΩ.
5.10 Wiring
a) All internal wiring shall be V105 PVC insulated PVC sheathed cable, with
tinned stranded copper conductors. Conductor size shall be typically
50/0.2mm for motor circuits and 32/0.2mm for control and detection circuits.
b) All internal wiring shall be terminated using heavy-duty pre-insulated electro-
tinned copper crimp lugs. Each wiring conductor shall be colour coded or
individually numbered.
c) Suitable mechanical protection shall be provided where wiring passes through
holes or areas subject to abrasion.
5.11 Terminals
a) Terminals for external wiring shall preferably be M6 or 2BA screw studs
spaced at 20mm centres. Each terminal shall be numbered in accordance
with the wiring diagram.
b) Other terminal types such as screw clamp may be accepted for this
application but the particular terminal type and part number will need to be
submitted for approval.
c) Spade type connectors, if used shall be super grip pre-insulated types and/or
shall be fully covered by insulating sleeves.

5.13 Labelling
5.14 Finish
a) All exposed steelwork shall have sharp edges and burrs removed and all
welds neat and free of slag.
e) All internal metal parts liable to corrosion, except bearing and contact
surfaces shall be protected against corrosion using a heavy-duty
electroplating (or equivalent) process.
f) The material used for protection against corrosion under ordinary condition
shall withstand temperature range between -40°C and +85°C.

b) The point lock mechanisms shall be constructed of robust materials such that
they can sustain 200,000 operations without replacement.
e) Adjustment of the point lock mechanisms shall be by shim between the lock
arm bracket and the switch.
g) The point lock mechanisms shall be fixed to the switch and stockrail, and
detector rods shall be fixed to the switch.
h) Bolts used in the assembly and fitting of the point lock mechanisms shall be
zinc plated (or equivalent) and be fitted with self locking nuts.
i) Galvanised bolts (if supplied) shall have the thread cleaned with a die nut to
suit the self locking nuts.
k) All sliding and pressure surfaces of the point lock components shall be
hardchrome plated.
l) The drive bar shall be electrically insulated from the point lock mechanisms
on each side of the turnout.

7.2 Certificates
a) The result of the inspection and testing are to be submitted in the form of a
signed certificate on the manufacturer’s company letterhead.
c) The certificate shall include but not be limited to the following information:-
• Certification number and Date of certification
• Customer’s name and Contract number
• Purchase order number
• Date of manufacture
• Quantity of delivery
• Unique serial number for individual product or batch code assigned by the
manufacturer
• Inspection and test results
• Date of the inspection and testing
• Statement of compliance that the product meets all the requirements of
this specification
• Name and Signature of the manufacturer’s management representative
d) The Purchaser shall have the right to request supporting Quality Assurance
documentation to accompany the manufacturer’s Certificate of Compliance.

c) The manufacturer shall replace without expense to the Purchaser any part (or
parts) of the equipment found to be not in accordance with this specification
throughout this warranty period.
