1. Reference: Memorandum from ofriceofTACDS dated September 18,2020


treating NAPOLCOM Memorandum, dated September 1, 2020, sign^ by
Commissioner ROGELIO T CASURAO. Vice Chairman, NAPOLCOM regarding the
above subject (Tab A).

2. In connection with the above reference, attached is a copy of CSW with


subject: "Proposed Directives Implementing the Separation of the Police Strategy
Management Units (PSMUs) from the Regional Plans and Strategy Management
Divisions (RPSMDs), PROs" which contains the draft NHQ-PNP General Orders
Number DPL-20-15 providing for the activation of RPSMUs under the Office of the
Regional Directors, Police Regional Offices (Tab B).

3. TDPRM, TDL and TDC have already concurred with the aforementioned
proposal which was subsequently transmitted to office of TACDS on September 17.
2020 for processing prior to submission to the CPNP.

In <x}nfomiity vrith the provisions of N/U^OLCOM Resolution No. 2019-011


dated January 3. 2019 entitled: "Amendir^ NAPOLCOM Resolution No. 2015-491,
entitled "^^roving the Establishment and Activation of Police Strategy Management
Units in all PNP P. A. T. R. O. L Plan 2030, OPLAN Lambat-Sibat and Other PNP
Flagship Programs,"" submitted to the Commission are the following proposed
directives implementing theseparation ofthePolice Strategy Management Units from
the newly activated Regional Plans and Strategy Management Divisions (RPSMDs)
under the Police R^ional Offices (PROs):

1. NHQ-PNP General Orders Number DPL-20-14 providing for the


restructuring and renaming of the Regional Plans and Strategy
Management Division established in every PRO as "Regional Plans and
Programs Division" which shall perform thefollowing functions:
9. Assist and advise the Regional Director, Police Regional Office (RD.
PRO) in the implementation of PNP plans and programs tiiat arebeycmd
immolate operational and tactical range;
b. Implement, monitor and evaluate strategic plans and programs, and
' recommend necessary amendment thereof;

c. Prepare, review, and submit the Ope^ons, Plans and Budget (OPB) to
RD. PRO based on the existing policies ofthe NHQ, PNP;
d. Responsible in the implementation of Organizational Development (OD)
policies. PNP Quality Management System (QMS) in PRO offices/un'its
and other special projects;

e. Conduct monitoring and evaluation (M&E), and prepare reports


pertaining to the Impact and sustainabili^ of implementation of policies

2. In compliance with the memo directive of ATTY. ROGELIO T. CASURAO


dated September 1, 2020 quoted as follows:

"Based on the foregoing, the Commission resolved that


the CPSM will be retained under the Chief, PNP Further, in
compliance to NAPOLCOM Resolution No. 2019-011, the PNP
should immediately issue appropriate Order formalizing the
establishment of Regional Police Strategy Management Units
(RPSMUs) directly under the supervision of the Regional Chief
of Directorial Staff."

3. In this regard, you are directed to immediately implement said order and
submit compliance hereof to this office NLT September 21, 2020.
