Clause
A. General
ITT 1. Scope of Tender
Clause
1.1 The Procuring Entity named in the Tender Data Sheet (TDS) (hereinafter referred to as the “PE”) wishes to
issues these e-Tender Document (hereinafter referred to as the “e-TD”) for the procurement of Works and physical
services as specified in the TDS and as detailed in section 6: Bill of Quantities. The name of the Tender and the

duringthe year 2021-2022.

B. Tender Document
ITT 6. Clarification of Tender Document
Clause
6.2 A prospective Tenderer requiring any clarification of the e-TD shall be allowed to post clarification as stated
under ITT Sub Clause 6.1 till the date and time as specified in the TDS.
Not Applicable.
C. Qualification Criteria
ITT 9. Experience Criteria
Clause
9.1 Tenderer shall have the construction experience of satisfactory completion of similar works of a minimum value
under a single or multiple numbers of contracts over a period, as specified in the TDS.
A satisfactory completion of similar works of at least Tk 60 (Sixty) Lac under 01 No. of contract(s) over a period
of 05 (five) years shall be required.
ITT 10. Financial Criteria
Clause
10.1 Tenderer shall have the following minimum level of financial capacity to qualify for the performance of the
Works under the Contract.
(a) the average annual construction turnover as specified in the TDS during the period specified in the TDS

The required average annual construction turnover shall be greater than Tk 70 (seventy) lac over the last 05( Five)
years.
(b) Availability of minimum liquid assets i.e. working capital or credit line(s) from any Scheduled Bank, net of
other contractual commitments of the amount as specified in the TDS
The minimum amount of liquid assets or working capital or credit facilities of the Tenderer shall be Tk 60 (Sixty)
Lac.

(c) The Minimum Tender Capacity as specified in the TDS.


The minimum Tender Capacity shall be Tk. 70 (seventy) lac.

The following formulae shall be used to calculate the Tender Capacity


Assessed Tender Capacity = (A*N*1.5-B)
Where
A=Maximum value of Works performed in any one year during last five years
N= Completion time of the proposed work in years
B= Value of Existing commitments and works to be completed during the next N Years
For Tenders where the package contains more than one (1) Lot, this qualification requirement shall be mentioned
separately for each lot in the package
Note 1: In case the value of N is less than 12 (twelve) months the value of N shall be considered as 01 (one)

D. Tender Preparation
ITT 14. Contents of Tender

Tenderer shall submit with its Tender, the following additional documents:
1. Upto date Trade License
2. VAT Registration Certificate
3. TIN Certificate
4. National ID
5. Authorization Letter
Conditions given vide memo no. 215 ,CE,RHD Dated: 06.08.17
1. As per consent of CPTU, The Tenders shall be evaluated in the e-GP System with the help of online database
system TDMS.
2. Qualification information and evidences (such as work experience certificates, on-going works list, payment
certificates for construction
turnover, equipment list (own or rented),
personal list etc.) of the tenderers as mapped in the e-GP Tenders must be available in the TDMS system so that
TEC can evaluate the
tenders digitally within short period of time.
3. If there is any conflicting information in TDMS and e-GP, The information provided in the e-GP system shall
prevail.
4. A Tenderer not having sufficient information in the TDMS system may be evaluated as ineligible.
5. Evaluation Sheet generated by TDMS shall be uploaded into the e-GP system by the TEC.

ITT 18. Validity Period of Tender


Clause
18.1 Tenders shall remain valid for the period specified in the TDS after the date of Tender submission deadline
prescribed by the PE.
The Tender Validity period shall be 120 days.
ITT 21. e-Tender Security
Clause
21.2 Amount of the Tender security may be determined on the basis of different percentages for each lot, but the
amount in fixed as specified in TDS.
The amount of Tender Security shall be as stated in Tender Notice.
E. e-Tender Submission
ITT 27. Deadline for lodgement of e-Tender
Clause
27.1 e-Tenders shall be lodged to the e-GP System no later than the date and time specified in the TDS.
The deadline for lodgment of e-Tenders is 12 June 2022 at 15:00 PM
