PNP MEMORANDUM CIRCULAR

AMENDING NHQ-PNP MEMORANDUM CIRCULAR NO.2009-020A


DATED JULY 5, 2010 ENTITLED"GUIDELINES AND PROCEDURES
ON THE RATIONALIZATION OF THE PNP MOBILE GROUPS"

1. REFERENCES;

a. Executive Order No. 546, series of 2006;


b. Executive Order No. 110, series of 2015;
0. NHQ-PNP LCI No. 02/09(MAPAGPALAYA);
d. NHQ-PNP Memorandum Circular{MC) No.2009-020A dated July 5,
2010;
e. NAPOLCOM Resolution No. 2010-154, dated June 1, 2010, entitled
"Approving the Guidelines and Procedures for the Rationalization of the
PNP Mobile Groups";
f. NHQ-PNP Command Memorandum Circular No. 05/2014, subject:
"Intensified Internal Security Operations";
g. Inputs from the Directorates for Integrated Police Operations; and
h. Revised PNP Police Operational Procedures.

2. RATIONALE:

The amendments on policies and guidelines on the organization and


staffing of the PNP Mobile Forces are necessary to standardize and rationalize
further its distribution and to ensure maximum economy and efficiency in terms of
manpower and materiel in meeting the challenges of the times. Likewise, the
nomenclature provides uniformity in the mission and functions of the PNP mobile
forces.

3. PURPOSE:

This Memorandum Circular (MC) sets forth the implementation of certain


provisions of Republic Act (RA) No. 6975, as amended by RA No. 8551, and
Executive Order No. 546, series of 2006, entitled "Directing the Philippine National
