Students who will be going on Exchange under the Overseas Exchange Programme in Semester 1 are advised
not to submit an application under this current application exercise. An email notification announcing the
online application for students returning from overseas exchange will be sent out in mid October. Students

Students who are on Leave of Absence (LoA) are not able to submit a hall application online. You may only
apply for housing upon receipt of confirmation that you are returning from your LoA and resuming your
studies - please send an email to has-ug@ntu.edu.sg together with the confirmation. Your application is
processed according to the Hall Admission Scheme.
Applications submitted by students who have been barred from hall accommodation will be rejected.

If you are applying with a roommate, ensure you and your roommate properly specify each other's particulars. You will not be paired if the information is not correctly specified. Both you and your
roommate must submit separate online applications.
Students admitted in cohort AY 18/19, will be guaranteed on-campus accommodation in a hall for the 1st two years of study and can apply for any Hall. For applicants who apply back to the same
hall, admission of hall will be based on Hall Admission Scheme. However, if the number of returning residents applying back to the same hall exceeds the number of places available for senior
students for that Hall, computer balloting will be carried out to determine the successful applicants. Unsuccessful applicants will be randomly assigned to a Hall other than the one they applied for.
Students who are in the CN Yang, LKCMedicine MBBS, University Scholars Programme and NTU-NIE Teaching Scholars Programmes may apply to remain in their current Halls or apply to other
Halls. These categories of students, who are currently staying in Crescent & Pioneer Halls and are applying to return to the same Hall, will be re-assigned by the Faculty-in-residence to other Halls if
applications are oversubscribed. This is an exception whereby returning residents are not given priority.
Students who are in the Renaissance Engineering Programme (REP) can apply for any hall. If they apply for North Hill Halls (Binjai, Tanjong and Banyan Halls) as first preference, they will be
assigned to one of these three halls. Otherwise, they may end up randomly assigned to a Hall other than the ones they applied for. This is because other returning non-REP residents will have
priority, if the preferred Halls are oversubscribed.
If you are applying for a room, you may select a specific room. Select your room preference carefully. Please refer to the respective hall layout for valid room numbers. If you apply with a
roommate, please ensure that both of you have selected the same room. You will not be paired if your room choice differs from your roommate's.
If you are under the willing-to-share scheme and gain the additional two points (when the conditions of the scheme are met), you are not allowed to request to transfer to a single room. Any
request for a mutual exchange of rooms will also not be approved if the conditions of the willing-to-share scheme are not met or if it involves a single room.
Applications not submitted by the closing date and time will not be entertained.
A non-refundable application fee of $16.05 will be charged via the student E-Hostel Bill for each application.
An acceptance fee of two times the monthly rate of your allocated hall and room type will be charged for successful applicants who do not reject the offer of housing by the closing date.
By making an application, you agree to abide by the Rules and Regulations governing the halls of residence, having paid due attention to clauses 3b, 3d, 4a, 4b, 4c, 6a, 6b, 7b and 7c therein stated.
Seniors will be able to check their total points the day after they have applied and submitted an on-line application for housing.

For admission into any hall, applicants are required to satisfy the minimum Campus Life Involvement Criterion and meet the General Cut-
Off Weight (GCW). The GCW is determined by the demand and supply of hall places. There will be two GCWs; one for male & one for
female applicants. If you do not meet the GCW, you will be placed on the general waiting list. (In the event if demand is more than
supply during the application year, then this condition will take effect. Otherwise admission to a specific hall will be based on applicants’
total points).

You will be able to check your total weights after you have submitted your online application by
logging in again to Hall OnLine Application (HOLA) - Click on View Total Points
If there are places remaining after returning residents (current or last hall stayed is the first preferred hall)
have been assigned, computer balloting is done to determine successful applicants. Assignment to a hall (for
Applicants who cannot gain admission to the hall of their first preference will be considered for the hall of
their second preference only when the second preferred hall has not been filled up by first preference students not on Premier
applicants. Assignment of places will be by ballot for the hall that can take in applicants that opt for it as their Scholar Programmes

allocated to a hall which has not reached its quota.
To ensure that not all available rooms at popular halls are taken up by applicants under the University Sports Scheme, a quota for each hall is arrived at by dividing the quota set for
this scheme by the total number of halls.
Students who will be going on Exchange under the Overseas Exchange Programme in Semester 1 and who are given 2 points under the willing-to-share scheme will be bound by the
criteria of the scheme when they apply for residence in Semester 2. You are advised not to apply under the willing-to-share scheme for the 2 points if you want to be eligible for a
single room in Semester 2. Note, however, that single room assignments in Semester 2 are subject to availability.
No mutual exchange of rooms will be entertained after the room assignments unless with valid reasons. Such exchange of rooms must be approved by the respective Hall offices.
The process of room assignment begins with the hall followed by the room, one may end up with an assignment to the preferred hall but not the preferred room.
Residents who are successful in returning to the same Hall may be able to remain in the same room if there is no other applicant vying for the same room. Otherwise, the
assignment of rooms will be by computer ballot.
The Office of Housing & Auxiliary Services will make the decision on special cases (eg. physical impairment and other compassionate cases).
Single rooms will be assigned to applicants who are successful for admission to a hall and have indicated
their choice of single room in their application. Base on the number of single room set aside for Senior
quota for each hall, the system will assign a random single room in another hall should there be more
applicants than the single room set aside. If there’s competition to the selected single room, computer
balloting will determine the successful applicant.
Returning residents (current or last hall stayed is the first preferred hall) of the hall will be given priority to
the same single room they have stayed in (on the condition that there are no competition for the room) if
they are successful for admission to the hall and are also successful for a single room.
Crescent, Pioneer, Binjai, Tanjong, Banyan. Saraca, Tamarind and Meranti Halls have a proportion of aircon
single rooms. If you are successfully assigned to either of these halls and the number of successful
applicants who applied for aircon single rooms or non-aircon single rooms exceeds the supply, a different
single room type in the hall will be assigned.
Room assignments for Halls 1 & 2 will be based on application as roommates and
not as toilet sharers. If you wish to stay together as toilet sharers, both pairs of
roommates are advised to indicate the rooms next to each other on their
applications. The assignment process stated above for double rooms will apply.
If your roommate is not successful for admission into the same Hall, you will be
assigned someone else as a roommate.
Crescent, Pioneer, Binjai, Tanjong, Banyan. Saraca, Tamarind and Meranti Halls
have a proportion of aircon double rooms. If you are successfully assigned to
either of these halls and the number of successful applicants who applied for
aircon double rooms or non-aircon double rooms exceeds the supply, a different
double room type in the hall will be assigned.
A senior who chooses to stay with a New Student (must be his/her sibling of the same
gender).
Assignments are made according to the Hall and room assigned to the senior.
The senior will first submit an application and if successful, will be informed of the hall and
room assigned.
The new student will make an on-line application at a later date indicating the Hall his/her
sibling was offered.
Hall Fellows and Faculty-in-Residence will form a committee to select up to 60 students for
admission to their respective Halls. The committee is given the full discretionary power as
set out in the Hall Admission Scheme. Hall Fellows and Faculty-in-Residence play an
important role in moulding and building their respective Hall’s identity and
culture. Students admitted to a hall but who do not contribute to the hall as required may
have their tenancy terminated.
Students’ Union (SU) and Constituent Clubs, with approval from Club Advisors may
recommend up to 105 places (maximum 10 places for SU & each non Academic
Constituent Clubs and maximum 5 places for each Academic Constituent Club) for the
previous year essential event committee members or sub clubs’ main committee members
of Academic Constituent Clubs who have met the requirements and can commit to serve
the SU and the Constituent Clubs in the subsequent term of office. Recommended
students admitted to a hall but do not comply with any of the terms and conditions of the
letter of agreement can have their tenancy terminated.

The chart below summarise the hall allocation process for Category A’s applicants. The
following process is only applicable when the students applied during the mass hall
application exercise. However, once students withdraw from Hall during an academic year,
the following process will no longer be applicable.
The chart below summarise the hall allocation process for Category B’s applicants. Applicants can
be allocated to a double room or single room. For applicants who apply for single rooms, the single
room allocation is subject to availability after allocation to successful eligible Cat C applicants.
When there are not enough single rooms, applicants who applied for single rooms will be assigned
to double room vacancy in the allocated Hall. Applicants eligible and applied for single rooms will
be considered first for single room allocation. Applicants on the willing-to-share scheme are not
eligible for single rooms.

Admission to Hall
To be admitted to a Hall, student’s must meet the minimum Campus Life Involvement
(students must have at least 1 verifiable Campus Life activities listed in the Annex B for
Campus Life Involvement ) and his/her total points must meet the General Cut-off Point
(GCP). GCP is also known as GCW.
The GCP which is determined by demand and limited supply of hall places defines the total
points above which applicants are admitted to a Hall or below which the applicants are put on
the waiting list. It is the minimum total point a student must have in order to qualify for Hall
Admission. It is not pre-determined but is derived as a result of the number of hall places
available against number of applications for that year. There will be 2 GCPs: one for male and
one for female.
Individual applicants might wish to consider to apply for single rooms as there are more single
rooms available.
Applicants are ranked individually in descending order of total points and must qualify for
admission to a Hall. If two students wish to apply together as roommate, both of them must first
qualify for admission to Hall. Admission to the preferred Hall is based on quota set for senior
students in each Hall and not on the applicant’s total points. Applicant applied under Category
B due to the quota set in each Hall, will not pair up with his/her roommate if the roommate is
assigned to a different Hall.
When demand for accommodation far exceeds the number of places set aside for senior
students in the application year
Applicants who meet the minimum campus life involvement criterion and are not successful in
their applications will be placed on the general waiting list ranked in descending order of total
points for subsequent rounds of computer balloting when vacancies are available.
Applicants who do not meet the minimum campus life involvement criterion will be placed on
the same general waiting list with unsuccessful applicants with total points and will be
processed after all these unsuccessful applicants with total points are assigned a Hall.
Computer balloting will be carried out to determine the successful applicants in this category
for subsequent rounds of computer balloting when vacancies are available. Due to the
uncertain waiting time, applicants on the general waiting list are advised to look for off-campus
accommodation.
Unsuccessful applicant will not be paired with their successful roommate when they are
subsequently offered a place.
The chart below summarise the hall allocation process for Category C’s applicants.
To apply for on-campus housing, students who have met the minimum Campus Life Involvement criterion by
having participated in at least one of the Campus Life activities shown in the tables below in the previous
academic year will be admitted to a hall before students do not meet this criterion. However, to be admitted to a
Hall, students’ total points must meet the GCP.
The points awarded for Campus Life activities and the list of activities shown in the following tables are drawn up and
agreed upon by student representatives from the four categories of student organisations: Students’ Union, Hall
Councils (also known as JCRC), Constituent Clubs and Non-Constituent Clubs.
Student organisations shall ensure that there is no neglect of duties or gross incompetence shown by members of
their respective committee or project group during their term of service. Any student who is found guilty of neglect of
duty or incompetence shall forfeit his / her points.
University sports representation is monitored and endorsed by the Sports and Recreation Centre (S & R Ctr). The
centre will determine the points for sports competitions / events at the respective levels of Campus Life. An athlete
under the sports scheme who fails to comply with training / competition requirements will have to forfeit his / her room
allocation.

UNDER THE HALL ADMISSION SCHEME (HAS)

NAME OF SCHEME
OBJECTIVE
The objective of the USS is to assist varsity sports athletes in optimizing their chances of securing a
hostel room on campus. This is part of the University’s support to varsity sports athletes who commit
substantial time and effort in training and representing the University. It aims to help them to better
manage their time between studies and sports.
ADMINISTRATOR
ELIGIBILITY
All undergraduate and NIE postgraduate varsity athletes are eligible to be placed on USS.
SCHEME STRUCTURE
Eligible athletes may apply for recommendation under the USS Room or USS Point Scheme,
provided they meet the selection and representation criteria/banding.
Limited to 550 guaranteed places in single or twin-sharing hostel rooms (evenly spread over the
designated Halls of Residence) for eligible athletes subject to the following selection criteria/banding:
Banding
The various sports are given due consideration before they are banded into Band A, B, C & D.
These are based on many factors and are reviewed periodically. Some of these factors include:
a) Importance and relevance of the sport to the University and local tertiary institutions in general;
b) The level of commitment required of athletes for that particular sport;
c) Standard of competitions locally, particularly amongst the local tertiary institutions;
d) The contribution towards campus vibrancy.
Banding Classification of NTU Varsity Sports Teams
Band A Teams: 60% of team members could be recommended under the HSS Room Scheme;
Band B Teams: 50% of team members could be recommended under the HSS Room Scheme;
Band C Teams: 30% of team members could be recommended under the HSS Room Scheme; &
Band D Teams: Not automatically supported with any number of hostel places; only high profile
varsity or national athletes may be recommended to be on the HSS Room scheme.
Room Allocation
Successful applicants who have opted under USS Room Scheme will be allocated a place in a
single or twin-sharing unit at one of the halls of residence (under HAS Category B). While athletes
could indicate their preferred hall of residence, they might not be allocated accordingly as the USS
Room Scheme has limited places in all halls of residence.
Thereafter, any unused places under the USS Room Scheme would be released for allocation
under HAS Category C.
Athletes not supported to USS Room Scheme will be awarded CCA points (USS Point Scheme).
Athletes would be awarded either 3, 5 or 7 CCA points based on their level of commitment,
contribution and representation in the varsity sports teams.
As the USS Room Scheme does not provide eligible athletes with guarantee allocation to desired
hall of residence, eligible athletes have the choice not to apply for a hostel room under the USS
Room Scheme and attempt to obtain on-campus accommodation under the USS Point Scheme.
In this instance, athletes would have to apply for hostel place using the awarded CCA points via
HAS Category C. However, in the event that they fail to obtain a hostel place via HAS Category C,
they would not be allowed to re-join the USS Room Scheme in the same year of application.
Eligible athletes who need on-campus accommodation are therefore strongly encouraged to apply
for hostel place under the USS Room Scheme.
RECREATIONAL SPORTS
Sports of a recreational nature are not eligible for the USS Room or USS Point.
However, students could be considered to have met the minimum requirement for involvement in
campus life. They would be awarded 0 CCA points which make them eligible to submit an
application for a hostel room under HAS Category C.

Rationale :
- Encourages students to join activities purely out of interest, passion, commitment and community or civic spirit.
- Provides residential experience / education and its benefits to as many undergraduates as possible.
- Facilitates current student leaders’ contributions to Campus Life.
- Provides accommodation for individuals with disabilities or medical problems.
- Provides accommodation for all new students and students of defined categories in keeping with the policies of the university on hall residency.
- Encourages social and cultural interaction between local and international students to facilitate opportunities for networking that transcends nationality, contributing to the
university’s promotion of entrepreneurial spirit.
Category of Applicants
Category C
Category A Category B Senior Students that have met the minimum Campus Life Involvement criterion (refer to Annex B) are
included in this category. Students will be awarded points based on different criteria namely:
Students in this category are guaranteed a Senior students applied for a single room or a double
place in a Hall. Category A includes room vacancy. Single room allocation is subject to Points
availability after allocation to successful eligible Cat C
