Preventative Health and Community Empowerment (PHACE) programme will


focus on working closely with the government health departments and
communities to shift from reliance on a curative health model, which is under
resourced, to a sustainable preventative health model.
This programme will empower communities to be effectively organised, lead,

Project Manager (PM) will be directly responsible for the overall management of
KEY RESPONSIBILITIES

Programme management, implementation and oversight

This will specifically include:


 Planning and implementation of the programme activities.
 Oversee and manage staff and volunteers based in the communities.
 Oversee preventative health training programme and make sure it aligns with
communities needs
 Regular monitoring and supervision of program activities.
 Monthly financial oversight and reporting, as appropriate, together with the Senior
Finance Manager and Finance Officer, manage the project finances; monitor and
report on expenditure; and ensure these are in line with the agreed budget
 Leading monthly, quarterly, six monthly and annual team programme reflection,
planning and reporting, as appropriate.
 Undertaking regular risk assessments and developing risk mitigation strategies, in
collaboration with ML-TL Executive Director and TLM-NZ programmes team.
 Manage and submit programme reporting documentation as required on a timely basis
to TLM-NZ and project donors according to schedule set by TLM-NZ and donors,
considering reporting formats of donors and the Global Fellowship.
 Extend support to the country office team when needed.
 Coaches, mentors, and manages project team to ensure quality, efficiency and
compliance with ML-TL standards and policies.
 Promote a strong and regular, culture of implementation-progress review amongst all
staff, utilising both monitoring data (measuring results of planned Outputs and
Outcomes) and prepared accounting and budgetary information and ensuring that,
when necessary, appropriate revisions are made to implementation strategies.
 Develop strong working relationships with all stakeholders, and builds, develops, and
grows partnerships vital to the success of the project.
 Work with the Executive Director to ensure the financial sustainability and delivery of
desired results, ensuring compliance with organizational strategies, rules, regulations
and standards of performance.
 Work with staff to develop and implement performance standards; reflect on those
performances; identify any professional development needs which need to be
addressed, and report on those performances as agreed with the staff member and
Executive Director.

Key Selection Criteria (Essential)


1. Have at least a bachelor’s degree or equivalent work experience.
2. Have 5-10 years of project / programme management experience, or in a similar role
in a recognised organisation.
3. Proven ability to work creatively and analytically in a problem-solving environment,
demonstrating teamwork, innovation and excellence

4. Excellent communication skills, with a strong command of written and spoken
English, presentation skills. and ability to write well-argued assessment and project
reports.
5. Proven experience with reporting to external, international donors.
6. Proficient in the following computer applications and technologies to an Intermediate-
High Level:
Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft Outlook,
Microsoft Publisher, Internet Explorer and Data collection applications (e.g., Cobo
Toolbox / mWater).
7. Ability to be flexible and to respond fast to changing circumstances, including
working during out-of-normal work times, to facilitate discussions within the Global
Fellowship
8. Able to travel as required for the position.

Key Selection Criteria (Desirable)


1. Prior working experience in an international NGO or development NGO.
2. Demonstrated ability and extensive understanding of project and program
management principles, methods, and techniques in the cover letter.

Language Skills
1. Ability to speak English and Tetum languages is required, Portuguese and Bahasa
Indonesia are added advantage
2. Some competence in a local language (Tokodede, Bunak, Kemak)
