MANILA, Philippines — The House of Representatives has approved on third and final reading a

bill declaring that the Philippines is in the state of climate emergency.


With 238 lawmakers voting in favor, House Bill 9084 or the proposed Climate Change Resilience
Act was unanimously approved Wednesday, just a day before the start of COP28 climate
negotiations in Dubai.
The climate emergency declaration stresses the need for the government to formulate
measures to stop human-induced global warming, limit its effects, and mobilize funds for
climate mitigation efforts.

The Department of Environment and Natural Resources confirmed on Wednesday that it has
allowed two Pasay City reclamation projects to continue — among the first reclamation
activities to resume in Manila Bay since the president ordered a suspension in August.
The two reclamation projects — the 265-hectare Pasay Harbor City Reclamation Project and
360-hectare Pasay Reclamation Project — were allowed to resume after project proponents
complied with the agency’s requirements, Environment Secretary Antonia Yulo-Loyzaga said.
Yulo-Loyzaga said that there were “several technical conferences called” to discuss the agency’s
observations, and in the end both projects “substantially complied.”

Former senator Leila de Lima yesterday said she is not yet thinking about returning to the
Senate in 2025 following her release from prison after being detained for nearly seven years.
“Will I run for Senate? What I always say is that I have not given it much attention yet. I have
not thought about it because there are more important things I need to address,” De Lima said
in an interview with Teleradyo Serbisyo.
She said there are other things she must prioritize as she feels like she is “starting from
scratch.”

The Department of Health (DOH) yesterday allayed fears over the rising prevalence of
respiratory diseases among children in China.
“There is no need for alarm; the government prioritizes the safety of the Filipino people,” the
DOH said in a statement.
The surge in respiratory infections in China is linked to the easing of COVID-19 restrictions and
the onset of the cold season, the DOH noted.

The last Filipino hostage of Hamas has been released, President Marcos announced yesterday,
noting that all Philippine nationals affected by the Oct. 7 attack on Israel by the Palestinian
militant group have been accounted for.
“Just days after expressing concern for Noralyn Babadilla’s whereabouts, I am very happy to
announce that Noralyn is safely back in Israel, becoming the second Filipino released from
Gaza,” the President said on his official X account.
The Israeli embassy also confirmed the release of Babadilla from Gaza.
MANILA, Philippines — Local oil companies are hiking diesel and kerosene prices today, while
no adjustments will be made on gasoline prices.
In separate advisories yesterday, oil firms said prices would increase by P0.30 per liter for diesel
and by P0.65 per liter for kerosene.
Meanwhile, there will be no movement in the prices of gasoline for this week.

The number of Filipinos who reported a decline in their quality of life over the past year has
increased in the latest survey by the Social Weather Stations.
Results of the September 28 to October 1 survey showed that 30% of 1,200 adults said that
their quality of life had worsened, compared to 22% in the previous poll conducted in June and
July.
Twenty-eight percent of respondents saw an improvement in their quality of life, while 41%
said it remained the same, from 33% and 45%, respectively, in the previous survey.

The Land Transportation Office is ready to fully implement its Land Transport Management
System (LTMS), which would provide better services to the public transacting with LTO offices
nationwide.
In a memoramdum dated Nov. 22, the LTO’s Management Information Division said a full
transition and utilization of the LTMS would enable the agency to control information
technology systems and secure independence from private IT system suppliers.
The LTMS had been installed by the German-led joint venture group of Dermalog Identification
Systems Inc. and Holy Family Printing Corp.
