DIVISION 1 - GENERALLY
1.1 Foreword
1.1.1 The Tenderer is advised to carefully comprehend his contractual obligations under the
provisions of the Tender / Contract Documents and fully understand the proposed Scope
of Works.
1.1.2 It is the Tenderer’s responsibility to insert the correct rates against each item in the unit
rate column of the Bills of Quantities. Omitted items or incorrectly inserted rates shall be
the sole responsibility of the Contractor.
1.1.3 The quantities inserted against items in the Bill of Quantities are estimated quantities for
the Works for the purpose of Tender evaluation upon the award of the Contract, the priced
Bill of Quantities shall only be used for evaluating interim payments due to the Contractor,
and as a schedule of rates for establishing the value of variations.
1.1.4 These Preamble clauses shall be read in conjunction with the Conditions of Contract,
Contract Drawings, Specifications, and other documents forming part of Contract, and
shall be taken as mutually explanatory of one another.
1.1.5 Any item of work shown or mentioned in any of the Contract Documents but not shown
or mentioned in the remaining documents shall be considered as part of the Works and its
cost is deemed to be covered under the lump sum price submitted by the Contractor, unless
it is clearly indicated as to be carried out by others.
1.1.6 For the purpose of these Preambles, the section titles of CSI Master Format 2010, with
additions, have been adopted. Tenderers are advised to relate these Preambles with the
relevant and applicable items in the Bills of Quantities for the pricing of the same.
1.1.7 These Bills of Quantities, including all notes and instructions and these preambles form
an integral part of the Contract Documents. The descriptions contained in the Bills of
Quantities for each item are not necessarily complete. The Contractor is referred to the
Conditions of Contract and other Documents, Specifications and Drawings as well as
relevant Standards and Codes of Practice for further information. No claims or variation
shall be considered on account of the Contractor’s failure to comply with this provision.
1.1.8 These preambles are to be read in conjunction with the item descriptions given in the
pricing sections of these Bills of Quantities and shall apply wherever relevant, As
described means as described in the Specifications and/or the Contract Drawings.
1.1.9 The Contractor shall not use these Bills of Quantities to produce the programme that has
to be submitted in accordance with Clause 14 of the Condition of Contract or for the
purposes of ordering materials or arranging sub-contracts. The references for the
formation of such documents shall be the Drawings, Specification and instructions, if any,
issued by the Engineer.
1.2.1 All works indicated on the Contract drawings and/or described in the Contract Documents
are to be executed under the Contract unless specifically instructed otherwise in writing
by the Engineer.
1.2.2 Any item priced in the BOQ but not executed or applicable at site shall be deleted from
BOQ and contract price accordingly.
1.3.1 This Contract is a Fixed Price Lump Sum Contract and shall not be subject to re-
measurement except where specifically provided for in the Contract and where quantities
are indicated to be “Provisional”. The quantities inserted against items in the Bill of
Quantities are estimated quantities of the works for the purpose of Tender evaluation, and
the Tenderer shall be deemed to have checked and verified such quantities, hence satisfied
himself as to the accuracy of the quantities (except for Provisional items) and to have
included in the Contract price for all variance in measurement he considers necessary in
the compilation of his Tender price prior to the submission of his tender. Upon the award
of the contract, the priced Bill of Quantities shall be used solely for evaluating interim
payments due to the Contractor, and as a schedule of rates for establishing the value of
variations.
1.3.2 The Conditions of Contract applicable to this Contract shall be the Conditions of Contract
for Works of Civil Engineering Construction (Fourth Edition 1987) reprinted in 1992 with
further amendments as prepared by Federation Internationale Des Ingenieurs-Conseils
(FIDIC) (General Conditions – Part I), and amended or supplemented by Conditions of
Particular Application (Conditions of Contract – Part II) including Instruction to
Tenderers and Appendixes as included in Volume 1 – Tender & Contract Conditions.
1.5 Discrepancies
1.5.1 In the event of there being any discrepancies between details on drawings, descriptions in
specification and descriptions in the Bill of Quantities, and or any other Contract
documents, then the rates and pricing shall be deemed to relate to the documents order of
precedence set out in the Contract Conditions, in particular the Priority of Contract
Documents. Any discrepancy arising in terms of these Preambles and the items contained
within the Bill of Quantities must be brought to the attention of the Engineer for his
clarification prior to the submission of Tender.
1.6.1 The Bills of Quantities shall not be used as a basis for construction programme or purpose
of ordering materials or arranging sub-contracts. The Contractor is entirely responsible
for assessing all drawings, specifications and instruction issued by the Engineer and no
claim will be entertained in respect of the quantities contained in the Bills of Quantities
being approximate and/or estimated.
1.7.1 The quantities in the Bill of Quantities are measured generally in accordance with the
Principles of Measurement (International) for Works of Construction (June 1979) issued
by The Royal Institution of Chartered Surveyors, 12 Great George Street, London SW1P
3AD, UK and amended to suit the Project requirements as set out in these Preambles. The
provisions of these preambles shall take precedence over the provisions of the aforesaid
Principles of Measurement document.
1.7.2 The Bills of Quantities has been organised and structured based on the elemental
classification as prescribed in the Construction Specification Institute (CSI), USA,
Classification for Building Specifications.
1.7.3 All works shall be measured net, without any addition for laps.
1.7.5 Unless otherwise stated, no deductions shall be made from items required to be measured
by area for voids of less than 1.00 m2.
1.7.6 Generally in setting down dimensions in the Bill of Quantities, the sequence is length -
width -height. All measurements have been taken up or down to the nearest metre (or
other units), and where exactly half metre (or other units) measurements result these have
been taken up.
1.9 Definitions
1.9.1 “Approved”, “Directed”, “Selected” and similar expressions shall relate to Engineer’s
decisions. Where a description refers the Tenderer to these expressions, the rate shall
include for suitable quality materials and workmanship to a standard consistent with the
Contract.
1.9.2 “Falls”, “Slopes”, “Weathered” shall relate to item descriptions inclined from the
horizontal in one plane.
1.9.3 “Cross Falls”, “Cross Slopes”, “Cross Weathered” shall relate to item descriptions
inclined from the horizontal in more than one plane.
1.10 Pricing
1.10.1 The Tenderer shall submit the detailed rate breakdowns for all priced items contained
within the Bill of Quantities, indicating the allocation between labour, plant, materials,
Subcontractors and Overhead & Profit together with the “Tender Submission”.
1.10.2 The Contractor will be required to provide the Engineer with a full and detailed Rate
Breakdown within 48 hours of being so requested. The breakdown is to show the actual
calculations of the General Requirements, Labour, Plant, Materials, Subcontractors cost
of the works, the build-up of the measured rates with on-costs, overheads and profit and
any other allowances used to arrive at the Tender Price.
1.10.3 The Bill of Quantities shall be read in conjunction with the Conditions of Contract,
Specification, Drawings and Employer’s Requirements and the Tenderer shall provide
against the Bill rates or in the prices for the full scope of work covered by the Contract,
no claim or variations shall be considered on account of the Tenderer’s failure to comply
with this provision. The various documents collectively referred to herein as the Bill of
Quantities shall jointly constitute the Bill of Quantities referred to in the Conditions of
Contract and these preambles are to be read in conjunction with item descriptions in the
Bill of Quantities.
1.10.4 Lump sum values shall not be inserted where unit rates are applicable and the Tenderer
shall ensure that identical items occurring in separate bills are not priced at different rates,
unless this is the deliberate intention.
1.10.5 The Tenderer shall check against the summaries that each copy of the Bill of Quantities
is complete in the number of pages and in the reproduction of each page.
1.10.6 The Tenderer’s unit rates, prices and extensions shall be entered clearly by hand, in black
ink.
1.10.7 Unit rates, prices and extensions shall be given in Arab Emirates Dirhams (AED) unless
otherwise noted in the Tender Documents
1.10.8 Notwithstanding the provisions stated in the principles of measurement, the rate shall
include for straight, curved, spherical or conical works, unless described otherwise or
measured separately.
1.10.9 The rate for each item must be comprehensive and must include for complying with the
specifications, drawings and all obligations under the Contract including all matters and
things necessary for the proper design (where applicable), construction, completion and
maintenance of the Works. No claims for additional payment will be allowed for any error
or misunderstanding by the Contractor of the Work involved.
1.10.10 All items in the Bill of Quantities shall be deemed to have a monetary value, whether
priced or unpriced. In the absence of a unit rate or price against any item, the cost shall be
deemed to have been included elsewhere within the Contract Price and the work ascribed
to that item shall be executed by the Contractor without any additional payment.
1.10.11 The descriptions in the Bill of Quantities may be incomplete and the Tenderer is referred
to the Conditions of Contract including Tender/ Contract Drawings and Specification as
well as relevant Standards and Codes of Practice for further information in respect of all
the relevant descriptions, quality, dimensions, capacities, design parameters and the like
as no claim or variation will be considered on account of the Contractor’s failure to do so.
1.10.12 The prices and rates entered by the Contractor against items in the Bill of Quantities shall
apply throughout the duration of the Contract and extend into the Defects Liability Period
to the execution of these items in any location and except where otherwise provided for,
to any additional work ordered by the Engineer and/ or the Employer.
1.10.13 All measurements are net and the rates shall include for all laps, hooks, couplers, u-bars
at the ends, etc., waste, working space and trade or traditional allowance unless
specifically stated otherwise.
1.10.15 Building paper, damp proof membrane, quilts and all non-rigid sheet materials shall
include cutting or forming holes and notching and the extra labour turning up at edges and
the like.
1.10.17 Holes, mortices, pockets, grooves, chases and the like and items described as “built in”
and “cast in” shall include making in its fullest sense and through, around, into, over and
up to the items concerned.
1.10.18 Items described as “cut” shall include general making good similarly
1.10.19 Where the word “allow” is used, all costs, including the item cost and any other costs in
connection thereto shall be the responsibility of the Contractor.
1.10.20 No amendments shall be made to the issued Bill of Quantities descriptions or quantities,
except under the ‘adjustments’ page at the end of each trade sections.
1.11.1 The Bill of Quantities have been prepared in such a manner that the description of each
item (which description shall imply reference to any heading or sub-heading, preamble or
other clause or item which shall apply), shall be held to include for all that is necessary to
fulfil the liabilities and obligations arising out of the performance of the Contract,
including (but not limited to) the following:-
1.11.2 The Bill of Quantities have been prepared in such a manner that the description of each item (which
description shall imply reference to any heading or sub-heading, preamble or other clause or item
which shall apply), shall be held to include for all that is necessary to fulfil the liabilities and
obligations arising out of the performance of the Contract, including (but not limited to) the
following (Cont’d):-
r. Land required for tips and stockpiles including all cost for obtaining any
necessary licenses and approvals.
y. All design work specified, if applicable, shall include for providing working
drawings, shop drawings, schedules, specifications, calculations, and revisions
until approved etc. and for obtaining the approval of the Engineer.
1.11.3 The Contractor is to make due allowance within his unit rates for executing the Works in
accordance with the requirements of the “Master Scope Responsibility Matrix”. Should
any conflict occur between the Preambles and the “Master Scope Responsibility Matrix”
then the “Master Scope Responsibility Matrix” shall take precedence.
1.12.1 Monthly payments for General Requirements shall only be made for those costs which
have been properly incurred and for which the Contractor has inserted prices against in
the Bills of Quantities' General Requirements division. Payment for all time related items
will only start from the date of the Engineer's approval for the particular items in the
General Requirements bill.
1.12.2 Any General Requirement items can be suspended or reduced from any Payment and/or
deleted from Contract, if, in the opinion of the Engineer, the Contractor is not fulfilling
his obligation.
1.12.3 Payment for Bill Items Generally (i.e., Working Hours, Work Restrictions, Conditions of
Contract, Drawings, Form of Tender, Form of Agreement, BOQ, Specification, etc..), if
priced, shall be valued proportionally with the progress of permanent works, unless
otherwise stated.
1.12.4 Payment for the Performance Security and Insurances shall be made only if not covered
under OCIP and upon approval of the relevant documents by the Employer and
submission of copies of receipts indicating evidence of payment for the same.
Bill Items for Construction Plant
1.12.5 Payment for the establishment of these items will be lump sum which will be made only
after the completion of all facilities. Breakdown of all lump-sum amounts to be submitted
together with the Tender Submission.
1.12.6 Payment for the maintenance of these when provided on site and priced for in the Bills of
Quantities' General Requirements division shall be valued proportionally with the
progress of permanent works.
1.12.7 Payment for the removal of these items will be by lump sum which will be made only
after the completion of their removal.
1.12.8 Payment for the following Constructional Plant Items when provided on site and priced
for in the Bills of Quantities' General Requirements division shall be valued proportionally
with the progress of permanent works:
a. Small plant and tools.
1.12.9 Payment for these items when provided or carried out on site and priced for in the Bills of
Quantities’ General Requirements division shall be valued proportionally with the
progress of permanent works:
1.12.10 Payment for the Site Boundary Demarcation Certificate shall be made upon approval of
the relevant documents by the Employer and submission of copies of receipts indicating
evidence of payment for the same.
1.12.11 Payment for the Site Survey shall be made upon approval of the relevant documents by
the Engineer.
1.12.12 Payment for permanent datum point will be lump sum which will be made after
completion and approval by the Engineer.
1.12.13 Payment for third party agency for setting out shall be valued proportionally with the
progress of the permanent works.
Bill Items for Contractor’s Working Area, Electrical Power & Lighting and Water
1.12.14 Payment for these items when provided on site and priced for in the Bills of Quantities’
General Requirements division shall be valued proportionally with the progress of
permanent works:
1.12.15 Payment for the establishment of these items will be lump sum and it will be made only
after the delivery of all the equipment specified. Payment for items maintained shall be in
monthly installments based on the duration of the contract:
Bill Items for Office Facilities for the Employer's or the Employer's representatives and
the Engineer
1.12.16 Payment for the establishment of these items will be lump sum which will be made only
after the completion of all facilities. Breakdown of all lump-sum amounts to be submitted
together with the Tender Submission.
1.12.17 Payment for the maintenance of these when provided on site and priced for in the Bills of
Quantities' General Requirements division shall be valued proportionally with the
progress of permanent works.
1.12.18 Payment for the removal of these items will be by lump sum which will be made only
after the completion of their removal.
1.12.19 Payment for the following Office Facilities Item when provided on site and priced for in
the Bills of Quantities' General Requirements division shall be in monthly installments
based on the duration of the contract:
a. Attendance of Staff
1.12.20 Payment for the Project Signboard and Temporary Hoarding shall be in monthly
installments based on the duration of the contract.
1.12.21 Payment for the removal of these items will be by lump sum which will be made only
after the completion of their removal.
1.12.22 Payment for these items when priced for in the Bills of Quantities' General Requirements
division shall be valued proportionally with the progress of permanent works.
1.12.23 Payment for the Bill Items for Sundry Items when priced for in the Bills of Quantities'
General Requirements division shall be valued proportionally with the progress of
permanent works.
1.12.24 The traffic diversions and traffic management items are not measured, but are paid as
lump sums. The sums are deemed to cover the costs of the required traffic diversions
and traffic management planned and phased by the Contractor. Period in accordance
with contract documents.
1.12.25 All materials supplied by the Contractor for temporary works shall remain in the
property of the Contractor and their removal from site is deemed included in sums and
rates
1.12.26 The Contractor is to allow in his rates for the production of all shop drawings, working
drawings, operations and maintenance instructions called for in the Specifications, etc.,
and for obtaining Engineer’s approval.
1.12.28 The Contractor shall coordinate with the Service Authorities and provide all necessary
facilities as may be required and as foreseeable by an experienced Contractor. The cost of
such coordination and facilities are deemed to be included in the respective items in the
Bill of Quantities’ General Requirements division.
1.12.29 The Contractor shall allow in his tender for all personnel, plant, equipment, cranage and
any other assistance necessary to Local Authorities for the installation of transformers
and other services.
The expression “fix only” used in these Bills of Quantities means that the Contractor shall
provide the following facilities:
b. Supplying full size templates, giving and marking dimensions and taking
responsibility for their accuracy.
d. Giving and marking dimensions and taking responsibility for their accuracy
f. Assembling as required.
h. The full cost of replacement of any items which are damaged, broken, lost or
stolen after the acceptance of the items from the supplier or Employer and until
handing over the complete works.
The expression “supply only” used in these Bills of Quantities means that the Contractor
is to provide for everything as defined in Clause GP4.1 of POM(I) in connection with such
items except for labour. The Contractor’s rate will include for wastage, cutting, breakage
and maintenance stock.
a. Any Subcontractors or Suppliers which the Nominated Sub-Contractor proposes
to use for the works are subject to the approval of the Engineer and Employer.
Any Subcontractor or Supplier of the Nominated Sub-Contractor who has not
been approved by the Engineer and Employer shall not be used in connection with
the carrying out of the works.
b. The Nominated Sub-Contractor should ascertain from any of their Sub-
contractors and Suppliers before the work is put in hand particular of positions in
which chases, holes, mortices and the like will be required to be formed or left.
No claim for the extra costs of cutting away work already built due to the
Nominated Sub-Contractor's failure to ascertain these particulars will be admitted.
c. The Nominated Sub-Contractor shall allow for any additional costs incurred due
to their Sub-contractors working different hours from and extended hours to those
worked by the Nominated Sub-Contractor.
d. If any item is spitted in to two components of supply only and fix only
independently, payment for supply will only be made simultaneously with the
installation, subject to engineers approval
1.15.1 Certain rates within the Bill of Quantities may include Prime Cost Items and the material
specification and fixing details will be described. The Tenderer shall include all costs
related carrying out such works.
1.15.2 Where Prime Cost Items are included in the Bill of Quantities, the Tenderer shall include
in the bill rates for all costs associated with the purchase of the materials including
obtaining quotations and samples, delivery to site, unloading, storing, replacing damaged,
broken, lost or stolen goods, all straight / curved cutting to required size and patterns,
wastage, spares as per the Specifications, fixing in position, adhesive / sand-cement
bedding including grout, all sundries such as trims, spacers, sealant, etc. and overheads
and profit.
1.15.3 At the time the Engineer has approved the materials to be used on the Works covered by
a Prime Cost Item, the procedure of payment to the Contractor for the Interim Payments
and for the Final Account will be as follows:
1.15.4 The PC Rate Analysis Table, as prescribed in the Bills of Quantities, for all such items
containing Prime Cost rates shall be completed and submitted along with the tender.
1.15.5 The discount offered by the Contractor will not apply to Prime Cost Items as stated in the
Contract Documents.
1.15.6 Should the materials covered by a Prime Cost Item be omitted from the Contract no
payment against that item shall be made to the Contractor. Also, no payment for loss of
profit or overheads will be made.
1.15.7 The Employer shall be entitled to directly purchase and free issue to the Contractor, any
material listed as Prime Cost Item(s), and in such case the amount of supply cost of such
Prime Cost Item(s) shall be derived as deductible* in the same mode of rates break-ups as
mentioned in the Appendix to Preamble – Schedule of Prime Cost Rate Items (Sub-Clause
1.15.3 & 1.15.4), and the deductible* amount for supply cost of such Prime Cost Item(s)
shall be recovered proportionately through interim payment certificates as per the
percentage of certified progress for same Prime Cost Item(s)so as to recover 100%
deductible* during payment certification of 100% claimed progress for such item(s).
1.15.8 *Deductible:= (the supply rate calculated in Appendix to Preamble, based on PC rate
specified in the BOQ) x (Quantity).When metal and timber doors, windows and panels
and aluminum doors, windows, panels and curtain walls are Prime Cost Items and/or
Provisional Sums, the Contractor will provide and fix sub-frame for the same in this
tender.
1.17.1 This items shall include, but are not limited to the following:
a. Use of Contractors facilities including site offices, mess rooms, sanitary and welfare
facilities.
b. Providing space for the Sub-contractors for their own site facilities (offices, stores,
etc.), lay down areas, scaffolding, power, water, hoisting, lifting, etc.
c. Liaison and co-ordination with the Local Authorities, the Engineer, other
Contractors and Sub-contractors, etc.
d. Water and power for installation, testing and commissioning. The points of drawing
power and water will be agreed with the Sub-contractors.
e. All vertical and horizontal movement of plant, equipment, machinery and materials
and including craneage for equipment and materials of the Sub-contractors
(including chillers) and Local Authorities. Any cradles etc for specialized
jobs/Special scaffolding for roof top works etc shall be included.
f. Provision, installing, dismantling and removal of 'standing' and task specific
scaffolding (as required by the sub-contractors)
g. Use of general construction plant and temporary works.
h. The clearing away of all rubbish, waste and debris on a regular basis from collection
points on each floor.
i. The provision of electrical power for the Sub-contractor’s works, including all
general and task lighting and 3-phase or heavy supplies which may be required.
j. The provision of all fuel and water necessary for the testing and commissioning of
the Sub-contract works (except for testing and commissioning works for MEP
Works wherein the MEP Contractor shall pay the relevant charges).
k. The general co-ordination and integration of all Sub-contract works into the general
programme.
l. The provision of all temporary access already fixed or placed in position on the site
for the use of workmen and the delivery of materials.
m. The design co-ordination and necessary liaison related thereto.
n. The programming of the Sub-contract Works and the necessary co-ordination to
comply with the Contractor’s overall programme.
o. Supplying full size setting out templates and giving and marking dimensions and
taking responsibility for their accuracy.
p. Obtaining any necessary security passes, access approvals, identity cards and the
like for all Sub-contractor’s personnel.
q. Provide and maintain protection of the Sub-contract Works from the time of hand-
over by the Sub-contractor and acceptance by the Contractor, until handover to and
acceptance by the Employer.
r. Cleaning of the Sub-contract Works from the time of hand-over by the Sub-
contractor and acceptance by the Contractor, until handover to and acceptance by
the Employer.
s. Provision of temporary signage/logo of the Employer’s entity name for the project
on the tower crane(s) and assistance (cranage and electricity supply) and co-
ordination to any Contractors directly appointed by the Employer to install
additional signage on the building
t. Protective and decorative painting to primary and secondary support system to MEP
pipes, etc.
u. Secure, maintain and provide letters of credit, payment guarantee, etc, to the
nominated subcontractors including payment of associated fees and charges.
v. Secure, maintain and provide advance payment guarantees to the Employer in
respect of any advance payment to the Nominated Sub-contractor including
payment of associated fees and charges.
1.18 General and Specific Builder’s Work
1.18.1 General Builder’s work shall include, but not limited to the following:
a. Cutting chases for pipes and the like in walls, floors, partitions and the like, and
subsequent making good.
b. Cutting or forming holes for pipes, ducts and the like through walls, floors,
partitions, roofs and the like, subsequent making good, waterproofing, and
providing sleeves and/or sub-frames, sealant, fire sealant as required.
c. Pinning ends of supports for pipes, equipment, appliances, fittings and the like to
wall, floors, partitions, soffits etc., and making good.
d. Leaving mortices, sinkings and the like for holding down bolts, brackets, supports
and the like and grouting in.
e. Filling around, boring holes through and making good of finishing up to pipes,
supports, brackets and the like.
f. Building of the meter pits, access chambers and sump pits and parking drains.
g. Painting of exposed pipe work, fittings, equipments and the like.
h. Concrete equipment bases, pipe supports, plinths, suspended slabs, steel support
beams, concrete encasement to drainage pipes and fittings below slab on grade,
together with all necessary waterproofing, sound attenuation paint finish and the
like as per specification.
i. Fix only and installation of inserts and cast-in anchors materials required for the
works, provided by the Nominated / Directly Appointed Sub / Contractors.
1.18.2 Specific Builders work in connection will include ducts, sleeves, supports, bases, pads and
plinths for plant and equipment and the like items. Only vibrator isolators and metallic
frames for inertia bases are to be supplied by the M & E Sub-contractor.
1.18.3 Specific Builders work for air-conditioning installation will also include frames and
openings in doors, walls or partitions for installation of grills, louvers , etc. and similar
items.
1.18.4 Specific Builders work for electrical, fire alarm and fire detection installation will also
include for trenching (for cables) and related items.
1.18.5 Specific Builders work for drainage, plumbing and firefighting installation will also

surrounds, and the like items.
1.18.6 Specific Builders work for conveyance system, window cleaning equipment and refuse
chute systems will also include for steelwork supports, guide rails and the like items.
Lifting hooks and/or lifting beams, support hooks, post filling behind door joints with
required capacity of elevator sub-contractor. Supports to carry all structural reactions,
impact and up elevator loads imposed by the elevator equipment.
1.18.7 Sealing of service shafts after installation of services with concrete or as specified.
Providing shaft rungs, access platform for maintenance & shaft doors etc.
1.18.8 All civil works related to manholes, sumps, channels, concrete tanks, etc., including
benching, GRP (or other specified) lining, etc. including manholes covers and frames and
channel gratings and frames.
1.18.10 All civil works associated with Power Substation including trenches and transformer bases
and all incoming / outgoing ducts and cable manholes, including metal covers and frames,
chequered plates and frames, and channel gratings and frames.
1.18.11 Secondary steelwork required for support of services. Maintenance access/crossing across
the MEP services.
1.18.12 Permanent protection such as Pullers, Guards, Pipe protection guard and the like related
to MEP services as required by local Authorities.
1.18.13 All necessary excavation, bedding, backfilling, etc. required by Local Authorities.
1.18.16 Supply & installation of all Sub frames for wooden doors/windows.
1.18.17 Building of timber frames. Panels, access panels in walls, ceiling and doors, including
ironmongery, to give access to pipes, ducts, equipments and like including required
coordination with relevant /trades, ID.
1.18.18 Dry wall partitions, if provided, shall be fully coordinated with the specialized nominated
contractor and its supply and installation should meet with the necessary finishes as per
engineer's approval.
1.19.1 The amount set against any item to cover overhead and profit shall include for all costs in
connection with placing of orders, letters of credit, bank charges, interest charges and
insurance required in connection with the respective Provisional Sum item.
1.20 Dayworks
1.20.1 The cost of any work carried out under the item for Dayworks will be assessed at the rates
given in the Dayworks Schedules.
1.20.2 No work will be carried out on a daywork basis unless before starting the work the
Contractor has obtained the specific written approval of the Engineer.
1.20.3 In absence of any specific instruction from the Engineer to carry out the works under
Dayworks, the applicable labor rates considered in the BOQ shall be utilize in evaluating
the variation.
1.21.1 The adjustment item shown on the General Summary page, if any, shall apply to all Bills
(excluding Provisional Sums and value of PC rates) unless clearly indicated otherwise. In
the event that a Contractor is awarded on the basis of this tender, the Adjustment Item,
calculated as a percentage of the total tender sum or the total for Bills indicated, shall be
applied to all rates and items as entered in the Bills of Quantities (including the
addendums) the Contract shall be signed based on the inclusion of the adjusted rates and
items.
2.1 Excavation
2.1.1 Working in whatever material is met, excluding rock, except if identified in the
Geotechnical Report
2.1.2 Earthwork support shall be understood to be included.
2.1.3 Keeping excavations free from percolating spring or surface water shall be deemed
included except where dewatering is measured separately.
2.1.4 Excavating below the normal water level or in running silt or sand shall be deemed
included.
2.1.5 Preparing formations including levelling, grading, trimming and compacting shall be
deemed included.
2.1.6 Forming, filling and compaction of all necessary slopes and gradients to facilitate
Contractor’s own access and working space in maintaining heaps and/or earth working
platform.
2.2 Filling
2.2.1 Treating the surfaces of filling including leveling, grading, compacting and the like shall
be understood to be included.
2.2.2 Rate for filling or the like is to include for preparing formation, trimming, and rolling,
leveling, grading and blinding surfaces if required.
2.2.3 Rates for imported filling or the like shall include for purchase and transport of filling
materials include for preparing formation, trimming, rolling, leveling, grading, finishing
to slopes, compaction in layers as specified, and as necessary.
2.3.1 Rates for excavation shall include for excavating in any materials, keeping excavations
free from water, working space, breaking up and removing all obstructions, including
subsequent backfilling, excavating around existing services, upholding sides of
excavation, for leveling, grading, finishing to slopes and compacting the final excavation
surface, all as necessary, bulking of materials and all double or multiple handling.
2.3.2 The tenderer shall allow in his rates for excavation in any material including running silt,
running sand, commencing excavation at any depth excavating below the normal water
table, excavating around existing services and mains, supporting the vertical sides of
excavation and etc.
2.3.3 Rate for disposal of excess excavated material and any surplus stockpile excavated
material shall include for any necessary multiple handling and provision of tip, if
necessary any charges in connection therewith and compliance with Municipal and Local
Authorities’ regulations.
2.3.4 Rate for excavation shall include allowance for taking over the existing level site condition
and shall carry out the required excavation level in order to receive the required filling for
preparing formation, trimming, and rolling, levelling, grading and the like.
DIVISION 3 – CONCRETE
3.1 Generally
3.1.2 Laying concrete in bays and daywork joints including necessary formwork shall be
deemed included.
3.1.3 Construction joints have not been measured but are to be included in the rates of the
concrete slab, beams and columns and walls, etc. The position of all construction joints
shall be agreed with the Engineer.
3.2.1 In-situ concrete in the following categories shall be measured by Area stating the
thickness:
a. Blinding beds.
b. Screeds.
c. Concrete toppings.
d. Other classifications as may be appropriate.
3.3 Reinforcement
3.3.1 Bar reinforcement shall be measured by weight; separately identified for the concrete
elements, bars of differing diameters shall be given in the same item.
3.3.2 The unit measurement for steel reinforcement is the kilogram (kg).
3.3.3 The quantities of the reinforcement steel bar works shall be measured net, without any
addition for cuttings, overlapping, tying wire, bar grips, mechanical couplers (all sizes)
and jointing including special joints, extra materials for hooks, all laps, splices, chairs, u-
bars at the ends, waste and the like.
3.3.4 It will be the Contractor's responsibility to produce bar bending schedules in a format to
be approved by the Engineer.
3.4.2 Unless otherwise stated, formwork to decorative features shall be measured by length,
area or enumerated as appropriate.
3.4.3 No allowance shall be made for overlaps or passings at angles and no deduction shall be
made for:-
3.5.2 Design (if applicable), storing, hoisting, placing in position, fixing, bedding, pointing,
penetrations for services and the like shall be deemed to be included.
3.6 Sundries
3.6.1 Unless otherwise stated expansion material or the like shall be measured by length or area
as appropriate.
3.6.3 Pricing for Stiffening concrete shall be a composite item including but not limited to all
necessary quantities shown in the drawings and/or reasonably implied therein, and shall
include for costs for concrete, reinforcement bars, and formwork.
Concrete Rates
3.7.1 Rates for concrete work shall include for work at differing levels and shall include for
hoisting or lowering and pumping as necessary.
3.7.2 Rates for concrete work shall include for all testing as described.
3.7.3 Rates for concrete work shall include for forming opening on wall and/or slab including
making good similarly.
3.7.4 Rates for concrete shall include for laying in bays, for cutting and notching of formwork
to allow passage of reinforcement through the joints and working in and around rod or
mesh reinforcement and filling into formwork; for vibrating and curing.
3.7.6 Rates for plain concrete blinding beds under foundations and the like are to include for all
necessary formwork at edges or extra width of concrete in lieu.
3.7.7 Rates for concrete work laid in trenches as bed or surround to all pipes and ducts shall
include for all necessary formwork.
3.7.8 Rates for polythene sheeting and similar materials shall include for all laps, and associated
curing process.
3.7.9 Rates for concrete shall include for all types of finishings including but not limited to
power-floated, fair-face or brushed (unless measured as separate Bill of Quantity items)
3.7.10 Rates for concrete shall include for all expansion and contraction joints, including
formwork fillers, backing rods, sealants and covers (unless measured as separate Bill of
Quantity items)
3.8.1 The rates for the reinforcement steel bar works shall deemed to include labour and
materials for cuttings, overlapping, tying wire, bar grips, mechanical couplers (all sizes)
and jointing including special joints, extra materials for hooks, all laps, splices, chairs, u-
bars at the ends, waste and the like.
3.8.2 The rates for the reinforcement steel bar shall include all necessary cutting and bending,
adequate chairs, bar grips, cover blocks and spacers to support the reinforcement to the
satisfaction of the Engineer.
3.8.3 The rates shall include for the intersection of all reinforcement and tying with proof wires.
3.8.4 The rates for reinforcement shall also include for providing bending schedules in an
approved format.
3.8.5 Rates for fabric reinforcement shall include for all laps, bends, distance blocks and tying
wire as above.
3.8.6 Rates for post-tensioning reinforcement shall include for design to appropriate Local
Authority regulations, tendons, strands, pipe sleeves, grouting, chairs, tension blocks,
anchors, testing and all stressing accessories and furthermore shall include for the design,
supply and installation of additional steel reinforcements required for gravity, lateral,
thermal, shrinkage, early shrinkage and creep loads.
3.9.1 Rates for formwork shall include for all necessary design, supports, false work, props etc.
Including the priming of the forms to allow for striking. The removal of temporary false
works is also to be included as necessary.
3.9.2 Rates for formwork shall include for all cutting, notching, allowance for overlaps and
passing at angles, battens, strutting, propping, bolting, welding, easing, striking and
removal. Rates shall include for providing a chamfered angle at all external angles as
specified.
3.9.3 Rates for formwork shall include for forming kickers for columns and walls as required.
3.9.4 Mortises, plugs, grouting for general fixing of joinery metalwork shall be deemed to
include the rates and no further reference shall be made to such work.
3.9.5 Rates for formwork shall include for forming opening on wall and/or slab.
DIVISION 4 - MASONRY
4.1.1 Cutting, bonding, tying to concrete or steel, special pointing or wedging up to soffits and
the like, building in ends of concrete wood or metal members shall be understood to be
included.
4.2.1 The rates for block work are to include for all cuttings, forming chases, grooves, building
to any height off slabs or beams, raking out joints or hacking surfaces to form key, bedding
and pointing frames, etc., building in door and window frames and the like, building in or
cutting and pinning in ends of lintels, steps, timbers, steel sections and the like, mortices
and making good in connection with building in cutting and pinning in, holes and
mortices.
4.2.2 The rates for blockwork shall include for all expansion joints, compressible filler and joint
sealant or fire sealant and head restraints as necessary.
4.2.3 The rates for blockwork shall include for stainless steel anchor channels, masonry ties at
horizontal abutments of beams and vertical abutments of columns and all other masonry
accessories as required.
4.2.4 The rates for hollow blockwork shall include for filling hollow blocks with in-situ
concrete and steel bar reinforcement where necessary and for providing solid course of
blockwork at sill level of all openings and bearings of all in-situ concrete and the top of
all free-standing walls and for stiffener columns where necessary.
4.2.5 The rates for cavity walls shall include for stainless steel vertical twist ties and any infill
material as indicated on the drawings or in the specifications.
4.2.6 The rates for Blockwork shall include for fair-face finish if required
4.2.7 The rates for Blockwork shall include for all stiffening columns and beams as required by
the specifications and / or building regulations and codes.
DIVISION 5 - METALWORK
5.1 Generally
5.1.1 Cutting, drilling, testing, bolting, welding and fabrication, hoisting, coring in concrete and
fixing in position shall be deemed included.
5.1.3 Safe protection for shaft or handrails for fall protection if needed shall be deemed
included.
5.2.1 Rates for supplying and fixing metalwork generally are to include for horizontal, raking
or vertical work, cutting members to length for all shop and site welding, grinding,
drilling, countersinking, bolting, riveting, assembling, adjusting and fixing complete, and
for all touching up of primer as necessary.
5.2.2 Rates for the steel trusses shall include for the design of the steel members, connections,
welding, joints, supports and fixings.
5.2.3 Rates shall include for preparing and submitting workshop drawings for the Engineer's
approval before manufacturing commences.
5.2.4 Rates for blustering and the like shall be deemed to include for forged bends, mitres,
crosses, tees, flanged ends and the like.
5.2.5 Rates for metal skirtings, duct covers and the like shall include for all angles, intersections
and ends
6.1 Generally
6.1.2 Cutting and waste, halving, trimming, boring, sinking, pelleting, notching and fitting,
dovetailed framing and/or scarf jointing, scribing, rebates, grooves, chamfers splayed and
rounded edges, tongued angles, beads, mouldings, fair and return ends, mitres, housing,
holes for pipes, etc. and short or isolated lengths and fixings shall be deemed included.
6.2 Ironmongery
6.2.2 Rates for ironmongery are deemed to include for screws, fixing, mortises and the like.
6.3 Woodworks
6.3.1 Rates for woodwork shall include for providing timbers of any length, all joints, notching
and fitting ends, mitres, ends and intersections.
6.3.2 Rates for woodwork are to include for all nails and screws, cutting and waste, halving,
trimming, boring, sinking, notching and fitting dovetailed framing and/or scarf jointing
and all other sundry labours of a like nature required. The rates are also to include for all
scribbling, rebates, grooves, chamfers, splayed and rounded edges, tongued angles, beads,
mouldings, fair and return ends, mitres, housing, holes for pipes etc., and for all short or
isolated lengths.
6.3.3 Rates for wood work shall be deemed to be included for necessary decorations and fixtures
and fittings.
7.1 Generally
7.1.1 Perforating and sealing roofing around pipes, standards, and the like shall be deemed to
be included.
7.2.1 Unless otherwise stated perforating and sealing roofing around roof outlets shall be
enumerated.
7.3.1 Rates for roofing and waterproofing shall include for all cutting, lapping, reinforcing
strips, holes for pipes, standards, or the like including sealing and dishing around
rainwater outlets and all necessary fixing accessories, in-line with specs and
manufacture’s recommendation.
7.3.2 Rates for skirtings and the like shall include for all tops, angles intersections and ends,
extra material in laps, reinforcing strips and passings.
7.3.3 Rates for flashings and the like shall include for all angles, intersections and ends, extra
material in laps and passings.
8.1 Doors
8.1.1 Doors together with their associated frames and linings, including decoration,
ironmongery and glass shall be understood to be included.
8.2 Windows
8.2.1 Windows, together with their frames, including ironmongery and glass shall be
enumerated.
8.3 Ironmongery
8.3.1 Unless otherwise stated ironmongery shall be measured separately and enumerated in per
set basis.
8.4.1 Rates for doors and windows shall be deemed to include for all frames, sub frames, fixing
devices, bedding and pointing in non-hardening mastic if required and stripping off all
protective tape.
8.4.2 Notwithstanding the clause No’s H.5 and H.6 of principles of measurements for works of
constructions, glazing shall be deemed to be included for in relevant items of works.
8.5.2 Windows and frames for the windows within the curtain walls shall be deemed included.
8.5.3 Doors and frames for the doors within the curtain wall shall be deemed included.
8.5.4 Fire stops, anchorage system, weather seals, sealants, all necessary accessories etc., shall
be deemed included with the frame.
8.5.5 Cuttings, fixing and finishing to any required shape or size shall be deemed included.
8.5.7 Cutting and drilling for glazing to any required shape or size shall be deemed included.
8.5.8 Bedding materials beads and for cleaning at completion shall be deemed included.
8.6.1 Rates for glazing shall include for all cutting and drilling and for glazing to any
required shape or size.
8.7 Cladding
8.7.2 Fixing, decoration, insulation weather seals and all necessary shall be deemed included
with the cladding.
8.7.3 Cutting and bending to any required size shall be deemed included with the cladding.
8.7.4 Particulars of material, composition, size surface finish, bedding, jointing and grouting
shall be as specified and as shown on drawings.
8.7.5 Preparing backgrounds, e.g. hacking concrete or raking out joints of block work shall be
deemed included with the items.
8.7.6 Rates for cladding shall include for working in narrow widths, small and isolated areas,
rounded arrises, fair and chamfered edges, for making good up to boundaries of other
works, for making good and working around pipes, brackets, etc., and for all other
incidental labours.
8.7.7 Rates shall also include for masking before the application of spray finishes, work executed
overhead, temporary rules, supports and templates.
8.7.8 Rates shall also be deemed to include for the expansion and movement joints as specified.
DIVISION 9 - FINISHES
9.1 Generally
9.1.1 Particulars of material, composition, size, surface finish, bedding, jointing and grouting
shall be given.
9.1.2 Preparing backgrounds, e.g. hacking concrete or raking out joints of block work shall be
deemed included with the items.
9.1.4 Work shall be measured by the Area in contact with the base.
9.2.1 Beds and backings shall be measured together with the required finish.
9.2.2 Preformed backgrounds (for example plaster board, expanded metal lathing) shall each be
measured together with the appropriate item.
9.3.1 Skirtings, kerbs, treads, risers, bands, mouldings, coves, channels or the like shall be
measured by length. Ends, angles, rounded edges and the like shall be deemed included.
9.3.2 Metal angle beads, stop beads or the like shall be deemed included in the item for
plastering and similar finishes.
9.3.3 Nosing, non-slip inserts and the like shall be measured together with the required finish.
9.4.1 Rounded edge tiles and corner tiles shall be deemed included.
9.4.2 Plastic cover beads, trims to different finishes and the like shall be deemed included.
9.5.1 Rates for suspended ceilings of all types, shall include all necessary access panels with
accessories and shadow angles as per the drawings and specifications.
9.5.2 Rates shall also be deemed to include any depth between the soffit of the slab to which
the ceiling is suspended and the finished level.
9.5.3 All suspended ceilings are measured flat on plan, verticals to bulkheads/related painting
or the like shall not be measured separately.
9.5.4 All linear items shall include for angles, ends and the like.
9.5.5 Rates for suspended ceilings shall include all necessary supports and provisions to grids
and ceilings to carry services, equipment and final fix items
9.6 Decoration
9.6.1 Decoration measured under the separate section as "Painting and Decoration".
9.7.1 Rates for in-situ work shall include for raking out joints of blockwork or bonding coat or
spraying cement slurry on new concrete surfaces to form key, for working in narrow
widths, small and isolated area, rounded arises, fair and chamfered edges, for making good
up to boundaries of other works, for making good and working around pipes, brackets,
etc., and for all other incidental labours.
9.7.2 Rates shall include for reinforcing strips at junction of differing materials, division strips,
etc.
9.7.3 Rates shall include the use of metal plaster stops and angle beads.
9.7.4 Rates shall include for masking before the application of spray finishes, work executed
overhead, temporary rules, supports, screeds and templates.
9.7.5 Rates shall include for the expansion and movement joints as specified.
9.7.6 Rates shall include for preparation of structural floor slabs, walls, soffits etc.
9.7.7 Rates shall include for Contractor to terminate and seal plasterboard walls and ceiling at
the junction with the external facade as per the required termination detail.
9.7.8 Rates for plasterboard / drywall partitions shall include all noggins as required
9.8.1 Rates for tile, slab and block finishings shall include for rounded edge tiles and angles,
cutting and fitting up to boundaries and around pipes and brackets, etc., and waste; for
work in narrow width, small and isolated areas; use of differing colours for perimeter and
intermediate movement joints and all other incidental labours including cleaning.
9.8.2 Rates shall include for the expansion and movement joints as specified.
9.8.4 Rates shall include the application of finishes to curved, spherical and conical surfaces.
9.9.1 Rates shall include provision of wall access panel to bathtub including all necessary
accessories and finishes
9.10.1 Painting, polishing and similar work shall be measured by area stating the type,
preparation, number of coats etc.
9.10.2 Painting, polishing and similar work in following categories shall be deemed included
with description under the appropriate section:
a. Non-structural metal work.
b. Woodworks.
c. Doors and windows.
9.10.3 Painting, polishing and similar work for structural steel work shall be measured as a
separate item under appropriate section.
9.10.4 Working in multi colours, sloping surfaces and working at any height shall be deemed be
included.
9.11.1 Rates for painting and decorating shall include for multi colours, cutting in, matching
patterns, working to colour codes on services, preparation of basework, working at any
height. The rates shall also include for opening edges of windows and doors and work on
additional surfaces exposed by such opening edges and for narrow widths.
9.11.2 Rates for sprayed paints shall include for all masking work.
10.1 Rates for the specialities works shall include for supply, delivery and installation to
designated locations, including all fixing accessories and wastages.

including all accessories and fixing.
12.1.2 Rate for Ceramic/ Porcelain/ Quarts/ Solid Acrylic type Countertops shall include for
supply, delivery and installation to designated location, templating, holes, apertures,
curved cutting, beveled or rounded edges and including all accessories and fixing.
NOT APPLICABLE
14.1 The elevator and escalator installation has been itemized under appropriate work sections
and lump sums shall be inserted alongside these sections.
14.2 Lump sum shall include for all work necessary whether specifically mentioned or not, for
the design where applicable, supply and installation of the elevator(s) and escalator(s) as
shown on the Drawings and described in the Specifications.
14.4 Lump Sums shall include for full servicing and maintenance throughout the maintenance
period.
14.5 Builder’s work in connection with the lift installation shall include, but not be limited to,
cutting or forming holes, chases, channels, etc. in block work, concrete, timber and other
materials, providing and building-in sleeves, separator beams, clamps, brackets, buffers
and their supports, steel lifting beams, etc, any post fixing of clamps, brackets, buffers,
channels, rails and supports etc. priming and painting exposed and concealed ferrous
surfaces and making good all Works disturbed by the elevator and escalator installation.
14.6 The Lump Sum for testing shall include for the provision of all testing equipment,
materials, power and labour necessary to carry out the testing to the approval of the
Engineer.
21.1 Generally
21.1.1 Work (unless associated with more than one installation) shall be Classified as follows and
given under an appropriate heading:-

specifications and in accordance with the manufacturer’s recommendation. Start up, testing
and commissioning of all items, equipment and systems shall also be included.
21.1.3 Startup, testing and commissioning of all items, equipment and system shall be priced as
an item.
21.1.4 The rates for all items, equipment, systems shown in this BOQ shall include: Supply, proper
storage before installation and protection before, during and after installation of the items,
equipment and systems listed including their accessories and specialties.
21.2 Sundries
21.2.1 Rates for the documents shall include for providing as built drawings and shop drawings,
operating instructions and maintenance manuals within the time period as specified.
21.2.2 Rate for the incidental works shall deemed to be included for cleaning and sterilizing.
21.4 Equipment
21.4.1 Tanks, fans, pumps, generators, hoods, air-handling units, smoke extractor, fan cool unit
or the like shall be enumerated.
21.4.2 Valves, strainers unions, pressure gauges thermometers to equipment shall be deemed
included.
21.4.3 Taps, mixers shall be deemed included with the sanitary fittings.
21.4.4 Connections to water supply and waste, including necessary waste outlets, traps flexible
connections etc. shall be deemed included with the fixing rate of sanitary fixtures.
DIVISION 22 – PLUMBING
22.1 Generally
22.1.1 Work (unless associated with more than one installation) shall be Classified as follows and
given under an appropriate heading:-
22.1.2 The rates for all items, equipment, systems shown in this BOQ shall include: Design where
applicable, supply of all items, equipment and systems listed including any accessories,
spares or specialties required for proper installation as shown on the drawings,

22.4 Equipment
22.4.1 Tanks, fans, pumps, generators, hoods, air-handling units, smoke extractor, fan cool unit
or the like shall be enumerated.
22.4.2 Valves, strainers unions, pressure gauges thermometers to equipment shall be deemed
included.
22.4.3 Taps, mixers shall be deemed included with the sanitary fittings.
22.4.4 Connections to water supply and waste, including necessary waste outlets, traps flexible
connections etc. shall be deemed included with the fixing rate of sanitary fixtures.
22.6.1 Sanitary fittings shall be enumerated. Taps, mixers waste outlets, traps and the like shall be
deemed included.
22.7.2 Rates for all pipework shall include for assembling and jointing, pipe supports, pipe sleeves
and cover plates and the like.
22.7.3 Rates for pipework shall include for all fittings, brackets, hangers and other necessary
supports.
22.8.1 The rates for trenches for services pipes, drainage pipes, ducts, cables, etc. shall include
for disposal and for bedding and backfilling as specified for each service.
22.8.2 The rate for trenches shall include for backfilling to trenches with approved excavated
material.
22.8.3 Rates for drain pipes generally are to include for all short lengths, wooden plugs and
retaining and alignment pegs required in laying and for the extra involved over normal
trench excavating in hand packing and tamping selected fine material around the lower half
of the pipes to buttress them against the side of the trench. Rates are to include for leaving
all pipes clean and clear.
22.8.4 Pipes are measured net as laid and are to include for all cuttings, etc. for laying in trenches
of any depth, and building in to sides of inspection chambers.
22.8.5 Rates for drain fittings on all types of drain pipes are to include for extra joints of all types
and cutting and waste on all pipes.
22.8.6 Rates for drain accessories shall include for concrete surrounds and any additional
excavation and disposal.
22.9 Drainage
22.9.1 Drain accessories (for example gullies, traps) shall be enumerated; supports, concrete
surrounds and additional excavation shall be deemed included.
22.9.2 Fittings to drainage pipes including clean outs shall be deemed included with the
drainage pipes.
22.10 Connection
22.11.2 Rates for manholes, soakaways, septic tanks and the like shall include for excavation,
backfill and removing surplus excavated material from site, for reinforcing concrete and
waterproofing as required and for connections to the drain pipe.
22.12.1 Beds, haunching and surroundings as specified shall be deemed included with the
respective item length.
23.1 Generally
23.1.1 Work (unless associated with more than one installation) shall be Classified as follows and
given under an appropriate heading:-
a. Air Conditioning and Ventilation installation
b. Fire Protection Services
c. Domestic Cold and Hot Water System
d. Sanitary Drainage Work

23.1.2 The rates for all items, equipment, systems shown in this BOQ shall include: Design where
applicable, supply of all items, equipment and systems listed including any accessories,
spares or specialties required for proper installation as shown on the drawings,
specifications and in accordance with the manufacturer’s recommendation. Start up, testing
and commissioning of all items, equipment and systems shall also be included.
23.1.3 Startup, testing and commissioning of all items, equipment and system shall be priced as
an item.
23.1.4 The rates for all items, equipment, systems shown in this BOQ shall include: Supply,
proper storage before installation and protection before, during and after installation of the
items, equipment and systems listed including their accessories and specialties.
23.2 Sundries
23.2.1 Rates for the documents shall include for providing as built drawings and shop drawings,
operating instructions and maintenance manuals within the time period as specified.
23.2.2 Rate for the incidental works shall deemed to be included for cleaning and sterilizing.
23.3.2 Pipe supports and fixings shall be deemed included. Valves or the like shall be enumerated.

23.4 Ductwork
23.4.4 Fittings including access openings, brackets hangers, plenum boxes and other supports to

25.1.1 The rates for all items, equipment, systems shown in this BOQ shall include: Design where
applicable, supply of all items, equipment and systems listed including any accessories,
spares or specialties required for proper installation as shown on the drawings,
specifications and in accordance with the manufacturer’s recommendation. Start up, testing

25.1.2 Sensing or activating devices (for example, thermostats, humidstats, and motorised
valves), control panels, air compressors and receivers or the like shall be deemed included
in the respective items.
25.1.3 Wiring, pneumatic tubing isolators, starters, relays or the like associated with automatic
controls shall be deemed included.
DIVISION 26 – ELECTRICAL
26.1 Generally
26.1.1 Work together with its trunking, ducting and cable trays (unless associated with more than
one installation) shall be classified as follows and given under an appropriate heading :
26.1.2 Installations may be enumerated (for example, Earthing System), which shall include for
all work required for a complete installation.
26.1.3 The references herein to ‘conduit’ shall be deemed to include tape, trunking, cable trays,

26.2.1 Cable including terminations to distribution boards and the like shall be understood to be
included in the rate.
26.2.2 Any kind of ‘conduit’ as defined above shall be understood to be included with
cable/wire.
26.3.1 Cables and conduit to individual sub-main circuits shall be deemed included in the rate.

26.5.1 Work incidental to Electrical installations shall be measured in accordance with clause
R10.1 of POMI.

31.1.1 Working in whatever material is met, excluding rock, except if identified in the
Geotechnical Report Earthwork support shall be understood to be included.
31.1.2 Keeping excavations free from percolating spring or surface water shall be deemed
included except where dewatering is measured separately.
31.1.3 Excavating below the normal water level or in running silt or sand shall be deemed
included.
31.1.4 Preparing formations including levelling, grading, trimming and compacting shall be
deemed included.
31.1.5 Forming, filling and compaction of all necessary slopes and gradients to facilitate
Contractor’s own access and working space in maintaining heaps and/or earth working
platform.
31.2.1 Rate for removal/relocating/protection services shall include but not limited to the
following:-

31.3 Filling
31.3.1 Treating the surfaces of filling including levelling, grading, compacting and the like shall
be understood to be included.
31.3.2 Rate for filling or the like is to include for preparing formation, trimming, rolling, levelling,
grading and blinding surfaces if required.
31.3.3 Rates for imported filling or the like shall include for purchase and transport of filling
materials include for preparing formation, trimming, rolling, levelling, grading, finishing
to slopes, compaction in layers as specified, and as necessary.
31.4.1 Rates for excavation shall include for excavating in any materials, keeping excavations
free from water, working space, breaking up and removing all obstructions, including
subsequent backfilling, excavating around existing services, upholding sides of excavation,
for levelling, grading, finishing to slopes and compacting the final excavation surface, all
as necessary, bulking of materials and all double or multiple handling.
31.4.2 The tenderer shall allow in his rates for excavation in any material including running silt,
running sand, commencing excavation at any depth excavating below the normal water
table, excavating around existing services and mains, supporting the vertical sides of
excavation and etc.
31.4.3 Rate for disposal of excess excavated material shall include for any necessary multiple
handling and provision of tip, if necessary any charges in connection therewith and
compliance with Municipal and Local Authorities’ regulations.
31.5.2 Rates shall include for allowance for working space, additional areas and wastage where
specified;
32.1.1 Generally
This Section covers the supply and installation of all site furniture like benches,
bollards, bins, cycle racks etc. and also shade structures/ pergolas. All items shall be
enumerated. This section shall be read in conjunction with all other divisions
particularly earthwork, concrete works, waterproofing, metal works, finishes etc.
32.1.2 Prices
The rates for site furniture/ pergolas shall include supply of required materials and
installation including earth works, structural supports, finishes, fittings, fixtures, all
accessories etc.
32.1.3 The rates for site furniture shall include for, but not be limited to, the following:
a. Excavation, backfilling, removal of surplus material to an approved stockpile
b. Concrete foundations and all associated works as indicated.
c. Structural supports, fittings, fixtures and accessories.
d. Hoisting and fixing in position as specified.
e. Decorations or patterns as shown on the drawing.
f. Finishes and colour as specified.
g. Provisions for fixing lights as indicated in the drawings.
h. All considerations arising from the specification.
32.2.1 Generally
This Section covers the supply and planting palms, trees, shrubs, hedges etc. as indicated
on drawings and as specified. All items shall be enumerated. This section shall be read
particularly in conjunction with earthwork and waterproofing divisions.
32.2.1 Prices
The rates generally shall include for, but not be limited to, the following:
a. Preparation of surface by cleaning.
b. Excavation, backfilling, removal of surplus material to an approved stockpile.
c. Substrate preparation, mixing of soil types, layered filling, additives etc.
d. Sourcing, obtaining and delivering all scheduled plant species to site.
e. Tree stakes, ties, root barriers and temporary protection screen until complete
establishment.
f. Hoisting and fixing in position as specified.
g. All considerations arising from the specification.
h. All labour, plant and materials as required.
i. Protection of existing services.
j. The rate for relocation of existing trees or palms measured separately shall include
for earthworks, careful removal from the pit, temporary storage, transportation,
backfilling excavated area, preparation works for planting, re planting in new
location, temporary protection and supports and all related works all as specified.
32.3.1 Generally
This Section covers the supply and installation of various types of paving finishes and
their installation. The section includes but is not limited to concrete pavers, concrete kerbs,
natural stone paving, gravel courses etc. The preceding and following clauses of all
sections and divisions shall apply equally to relevant items within this section.
32.3.2 Prices
1) The rates for the concrete pavers shall include for, but not limited to, the following:
a. Supply paving blocks of specified size, colour and finish.
b. Laying in pattern.
c. Grading to falls and cross falls.
d. Curved cutting and fitting of blocks.
e. Filling joints with sand.
f. Initial and final compaction
g. All labour, plant and machinery as required.
h. All considerations arising from the specification.
2) The rates for natural stone slabs/ pavers shall include for, but not limited to, the
following:
a. Supply natural stone pavers of specified size, colour and finish.
b. Graded crushed fine gravel bed for pavers.
c. Sand bed and concrete screed, mortar and grout as specified.
d. Laying in pattern.
e. Grading to falls and cross falls.
f. Curved cutting and fitting as required.
g. Filling joints with mortar.
h. All labour, plant and machinery as required.
i. All considerations arising from the specification.
3) The rates for concrete kerbs shall include for, but not limited to, the following:
a. Supply and laying concrete kerbs.
b. Excavation, treatment of surface, all earth works below formation level.
c. Concrete foundation and blinding.
d. Waterproofing.
e. Mortar bed.
f. Concrete haunches, dowel bars etc.
g. Transition curves, varying kerb face heights, kerbs at curves etc.

4) The rates for gravel courses shall include for, but not limited to, the following:
a. Supply of loose gravel.
b. Excavation, treatment of surface, all earth works below formation level.
c. Soil separator/ Geo textile membrane.
d. Raking, rolling and watering as necessary.
e. All labour, plant and machinery as required.
32.4 Irrigation
32.4.1 Generally
This section covers the complete installation, testing and commissioning of the irrigation
system in accordance with the drawings and specification. This section shall be read
particularly in conjunction with the Earth Works, Concrete and Plumbing divisions.
32.4.2 Prices
1) The rates for Irrigation Main lines shall include for, but not limited to, the following:
a. Earth works including trench excavation at any required level/ in any material,
backfilling with approved material, removal of surplus excavated material on or off
site. The rates shall include deepening, widening the trench as necessary to enable
the barrels of pipes to rest on firm ground and to facilitate jointing.
b. Keeping excavation free from all water sources.
c. Grading /levelling and compacting bottom of excavation.
d. uPVC pipes, bends, tees, all fittings and accessories.
e. Pipe short length, joints and couplers as necessary.
f. Transportation and unloading.
g. Sand bedding, thrust block, detectable warning tape.
h. Ducting as required.
i. All labour, plant and materials as required.
j. Protection of service utilities if any.
k. Temporary works required to maintain utilities in use during and until completion
of works.
l. All considerations arising from specifications.
2) The rates for lateral pipes shall include for, but not limited to, the following:
a. Earth works including trench excavation at any required level/ in any material,
backfilling with approved material (including screening), removal of surplus
excavated material on or off site.
b. Keeping excavation free from all water sources.
c. Grading /levelling and compacting bottom of excavation.
d. uPVC pipes, bends, tees, all fittings and accessories.
e. Pipe short length, joints and couplers as necessary.

8) The rates for pop up spray head sprinklers shall include for, but not limited to, the

9) The rates for Irrigation pumps shall include for, but not limited to, the following:

f. Electrical and Mechanical connections.

10) The rates for Irrigation Central Control System shall include for, but not limited to,
the following:
a. Windows graphical user interface, flow management feature, ET Management,
customized map graphics, rain shut off feature, dry run feature, advanced warning
system, and all other related works, all as specified, shown on drawings and to the
satisfaction of the Engineer.
b. PC unit, A3 printer, UPS unit, 32” LCD monitor, cabling & trunking works inside
the room, necessary furniture, accessories, and all other related works, all as
specified, shown on drawings and to the satisfaction of the Engineer.
c. Necessary communication modules for communication between software and site
controllers, data cabling, power supply cabling works and fittings, accessories, and
all other related works, all as specified.
d. Calibration of, rainfall, wind speed, temperature and relative humidity with
communication networks, power supply connection, lightning protections, surging
and earthing requirement, concrete foundations, fittings, accessories, and all other
related works, all as specified, shown on drawings and to the satisfaction of the
Engineer.
e. Decoders and controllers including earthworks, controller unit, communication
module, uPVC conduits, cable markers, identification tags, wire connectors,
electrical protections, concrete foundations, fittings, accessories, and all other
related works, all as specified, shown on drawings and to the satisfaction of the
Engineer.
32.5.1 Generally
This section covers the complete installation, testing and commissioning of Landscape
Lighting system including light fittings, cabling, power sockets, feeder pillars etc. all in
accordance with the drawings and specification and shall be read in conjunction with all
other divisions herein, particularly Electrical.
32.5.2 Prices
The rates in general shall include for, but not be limited to, the following:
a. All cutting, short lengths and small quantities.
b. All joints in the running length and all connections.
c. All considerations arising from the Specification.
d. Fixing conduits/cable trays, etc., by approved methods.
e. Pipe sleeves through walls.
f. Assembling component parts.
g. Cleaning off all protective wrappers and leaving ready for use.
h. Leaving all equipment, etc., clean and in full Working order.
i. Draw wires in empty conduits.
j. Rates for cable and duct trench excavation shall include for all excavation, bedding,
backfill and disposal as required by the Statutory Authority standard Specification.
k. Rates for external lighting units shall include luminaire lamp, internal connection
terminal, drain pipe, recessing box, brackets, drivers, all structural supports, fittings,
fixtures and accessories.
l. All testing as required by equipment manufacturers.
m. All pre-commissioning and commissioning Electrical Installations.
n. All testing as required by the Engineer.
o. All sealants and fireproofing as required
Cabling and conducting within buildings shall be measured and be inclusive of all sleeves,
joints, etc., as required to connect the incoming supply to the Main Distribution Board,
External cabling is measured by length.
The rate for feeder pillars shall include, but not limited for all earth works, concrete works,
IP rated feeder pillar housing, internal adjustable A/C, lockable doors, identification and
danger signs, ventilation with split air system, earthing, power and control wiring, cable
entries, circuit breakers, busbars, IP rated cable glands, cable lugs, RCCB, MCCB
cartridge fuses, control equipments, fiber optic data connection, dmx recorders, irrigation
controllers where applicable.
32.5.5 Miscellaneous
The rates in general shall include for, but not be limited to, the following:
a. Supply of manufacturer's recommended spares as required by the Specification for
all electrical engineering installations for a period of one year, and shall submit
priced details of spares required for two years and five years operation to be
provided by him on a separate sheet accompanying his tender submission.
b. The cable lengths/routes are measured from point to point on the drawing, any cable
required for connections, loops, etc., at equipments, appliances, control gear or the
like will be deemed to be included. Internal cables are included with items.
33.1.1.1 Rate for piling shall include the submission of detailed design, reports, calculations, and
drawings to the engineer and authorities to obtain approval prior to construction.
33.1.1.2 Rates for piling shall include for all design works by the Contractor, any necessary
Excavation and the protection of the pile head following pile head cutting.
33.1.1.3 Rates for piling shall be deemed to include for ascertaining the depth of each and every
pile by calculations based on the soil investigation report and on the Contractor’s own
investigation/findings during execution of piling works and in the case of road bridge
piles for verifications against reactions from the bridge. Rates shall also include for any
additional insurances required for the piling works.
33.1.2.1 Bored piles shall be enumerated stating the diameter and length. Commencing surface
for each and Every pile boring shall be the existing ground at the pile location unless
stated otherwise. The concreted length of piles shall be given in metres unless such
depth is to be ascertained by the contractor.
33.1.4.1 Rates for the number of piles shall include for setting up the piling equipment, platforms
and other facilities at the pile location, setting out the pile and taking and agreeing the
levels and for measurements with the Employer’s Representative /consultants and for any
other works/obligations not measured or included elsewhere in the tender sum.
33.1.4.2 Rates for piling shall include for work at differing levels and all site conditions.
33.1.4.3 Rates for piles shall include for boring in any material including rock, and for all necessary
