The session was called to order by SK Chairperson Chekani Kristine T. Mamhot at 1:00pm
then followed by the opening prayer led by SK Chairperson Chekani Kristine T. Mamhot, then the
signing of Philippine National Anthem and the Siquijor Hymn.

I. DETERMINATION OF QUORUM:

Quorum was determined and ascertained by the Barangay Secretary where everybody
from the Council was present.

IV. BUSINESS PROPER:

The planning for ABYIP and CBYDP, the SK Chairperson proposed plans based on previous
initiatives of the former SK administration and suggested additional programs focusing on various
centers of participation for the barangay. The SK Council agreed to the proposed plans and provided
additional suggestions for barangay development.

The SK Chairperson proposed opening an account for the SK Barangay but emphasized the
need to process the Barangay’s Taxpayer Identification Number (TIN) through the Bureau of Internal
Revenue (BIR) first. It was suggested to verify if the SK Treasurer already has a TIN. SK Treasurer
Zaide Dave Sumagang confirmed that he already possesses a TIN.
 The planning for Upcoming Fiesta Activities, Hon. Joana Margarette Bucol proposed
initiating plans for the upcoming barangay fiesta activities. Hon. Nadel Laika Magdali and Hon. Rey
Sumagang suggested organizing sports events. Hon. Mary Anthea recommended holding a Modern
Dance Competition. Hon. Annabel Salibay proposed an ML (Mobile Legends) Competition.

The council acknowledged the necessity of finalizing the ABYIP and CBYDB plans and will
integrate new programs as suggested. Further discussions will be held regarding the opening of an SK
Barangay account after processing the necessary requirements with the BIR. The council agreed to
plan and organize the proposed activities for the upcoming fiesta.

III. APPROVAL OF MINUTES:

It has moved by Hon. Mel Jireh S. Maata and seconded by Hon. Rey A. Sumagang
that the previous minutes had been carried and approved.

IV. BUSINESS PROPER:

The SK Chairperson proposed opening an account for the SK Barangay but emphasized that
the Barangay’s Taxpayer Identification Number (TIN) must first be processed through the Bureau of
Internal Revenue (BIR). She then informed the council that the account must be bonded by both the
SK Chairperson and the SK Treasurer. She further explained that the bonding process requires signing
with the Bureau of Treasury before proceeding. The SK Chairperson and SK Treasurer discussed
when to begin the process and agreed to finalize it based on their available schedules. The SK
Treasurer expressed willingness to wait until the SK Chairperson notifies him.

For the upcoming fiesta, the activities were finalized, and the SK officials began planning the
solicitation process while seeking sponsorships. SK Chairperson Chekani Kristine Mamhot and SK
Treasurer Zaide Dave Sumagang were assigned to manage the sports facilities for the activities. And
all the SK Officials were supposed to help anything for the needs in the barangay. Regarding SK
Night, Hon. Joana Margarette Bucol suggested setting a date, and Hon. Rey Sumagang proposed
March 16, which was unanimously approved by the council. The SK Chairperson suggested including
an opening presentation and a fire dance, to which the council agreed. Hon. Mary Anthea De Los
Niños was assigned to find judges and create the criteria for the modern dance competition. Hon. Mel
Jireh and Hon. Nadel Laika Magdali were tasked with organizing the necessary materials for the
event. Additionally, SK Chairperson Chekani Kristine Mamhot stated that upon her return to
Dumaguete, she would secure the sports facilities and trophies, coordinating with the SK Treasurer.
The council fully supported and agreed on these plans.

IV. BUSINESS PROPER:

The SK Chairperson shared that any account-related matters must first be approved by the
Punong Barangay before proceeding. She mentioned experiencing difficulties in securing the account
due to the Barangay Treasurer's statement that they were not directly responsible for setting it up, as
they had sought assistance from another barangay’s treasurer. The SK Chairperson also mentioned
that they had to wait since the treasurer they were coordinating with was busy. She assured the
council that she would inform them once the account was ready so the SK Treasurer could proceed
with bonding.

The council then discussed the finalized dates for their activities, including the sports events
and equipment. Hon. Nadel Laika Magdali raised a concern about the ongoing games, noting that
additional help was needed at the facilitator’s table. The SK Chairperson agreed, explaining that she
could not personally oversee the management of the games as she was frequently in Dumaguete. Hon.
Joana Margarette Bucol suggested creating a facilitation schedule to ensure smooth coordination since
most SK officials were also participants in the games. Hon. Mel Jireh Maata further proposed
involving willing youth volunteers from Tubod to assist in barangay activities, suggesting they be
provided with small tokens of appreciation such as snacks.

Hon. Mary Anthea de los Niños informed the council about changes in the panel of judges,
with Hon. Annabel Salibay offering to assist in any way necessary. Hon. Annabel also reported that
the ML tournament was proceeding well but suggested finding an assistant with expertise in the game.
Hon. Rey Sumagang recommended Kuya Benjoe Maglinte and Feb Seventh Burlat for the role, and
the council unanimously agreed.

Mr. Zaide Dave Sumagang, the SK Treasurer, provided an update on the SK budget for 2024.
The SK Secretary then presented the ABYIP and CBYDP documents he had prepared, stating that he
was open to making any necessary corrections or improvements. He also acknowledged the assistance
he received from the Barangay Secretary in formatting and organizing the templates. The council
reviewed the documents, with Hon. Joana Margarette Bucol suggesting a reduction in the estimated
budget for each center of participation, which the council collectively agreed upon.

IV. BUSINESS PROPER:

The meeting commenced with the SK Chairperson expressing gratitude for the successful
execution of the recent Fiesta activities. She acknowledged the efforts of the SK officials and
extended her heartfelt appreciation to all individuals and groups who contributed to making the events
a success. She emphasized that their support and dedication played a crucial role in ensuring that the
activities ran smoothly. Additionally, she conveyed that the entire SK Council is happy and grateful
for the assistance provided by the community and encouraged everyone to continue fostering a spirit
of unity and volunteerism in future events.

Hon. Joana Margerette Bucol raised the importance of maintaining the cleanliness of the
barangay, particularly since it is recognized as one of the tourist destinations on the island. She
emphasized that keeping the community clean not only promotes health and hygiene but also
enhances the appeal of the area to visitors. Hon. Rey Sumagang supported this initiative and
suggested that greater efforts should be made to persuade the youth and all residents to dispose of
their waste properly. He stressed the importance of instilling discipline and responsibility in waste
management, which can significantly contribute to the cleanliness of the barangay.

The SK Chairperson agreed and proposed that all SK officials be tasked with spreading
awareness about proper waste disposal and encourage to follow proper waste management practices.
She suggested that officials take the initiative to inform people they encounter in their daily
interactions. Furthermore, she recommended that a house-to-house campaign be conducted, ensuring
that every household receives the necessary information on proper waste disposal and the importance
of keeping the barangay clean.

The SK Chairperson took the opportunity to address her occasional absence from the
barangay due to her ongoing studies in Dumaguete. She acknowledged that while she may not always
be physically present, she remains fully committed to her responsibilities as SK Chairperson. She
expressed her trust in her fellow SK officials to uphold their duties and continue serving the youth
effectively. In light of this, she encouraged all SK officials to be open-minded and receptive to
suggestions from the youth. She emphasized the importance of active communication and
collaboration within the council to ensure that the needs and concerns of the youth are properly
addressed. She also urged her fellow officials to take the initiative in engaging with the youth and
gathering feedback on how to improve SK programs and activities.

The SK Chairperson also provided an update regarding the upcoming KK (Katipunan ng

Kabataan) Profiling. She explained that this initiative aims to gather accurate and updated information
on the youth population within the barangay. Hon. Annabel Salibay suggested that the KK Profiling
be conducted during the SK Assembly, as it would be the most efficient way to reach a majority of the
youth members. The council discussed this proposal, and after thorough deliberation, everyone agreed
that conducting the profiling during the SK Assembly would be the best approach. This setup would
allow for a more organized and systematic data-gathering process, ensuring that all necessary
information is accurately recorded.

 The SK Chairperson suggested holding a Santacruzan event despite it being past the
traditional May schedule. She emphasized that it would still be a meaningful celebration for the youth
and the community. Hon. Joana Margarette Bucol supported the idea, stating that many youth
members were still interested in participating. SK Chairperson suggested coordinating with the
Barangay officials to ensure proper organization. The council agreed to form a committee to oversee
the planning, including participants, and sponsorships.

The council opened the floor for youth concerns and suggestions. Some raised issues included
the need for additional sports equipment and more organized game schedules. Hon. Rey Sumagang
and Hon. Nadel Laika Magdali suggested designating specific SK officials to monitor sports
activities. Other concerns included the request for more leadership and skills training programs for the
youth. The SK Chairperson assured that she would coordinate with relevant agencies to explore
possible workshops.

The SK Chairperson provided updates on expected municipal activities where the barangay
youth could participate. These included an Inter-Barangay Basketball League and dance competitions.
She encouraged the council to prepare and ensure active participation. SK Chairperson volunteered to
handle registrations and coordination with municipal SK officials.

projects and adjusting schedules to accommodate all SK members.

IV. BUSINESS PROPER:

 The SK Chairperson expressed gratitude for the success of the Santacruzan event,
acknowledging the efforts of the SK Council, barangay officials, and volunteer such as Ms. Marilyn
Ontolan. Hon. Joana Margarette Bucol highlighted the participation and suggested making it an
annual event. The council agreed that future Santacruzan celebrations should have better planning to
improve participation.
The SK Chairperson proposed organizing a Katipunan ng Kabataan (KK) Assembly in
collaboration with the Barangay Council. She emphasized that this would serve as a platform to
discuss youth-related matters, gather suggestions, and strengthen youth participation in barangay
activities. The council agreed to set a tentative schedule and coordinate with barangay officials to
finalize the details.

The SK Chairperson informed the council that the SK account had been successfully created
under the barangay’s jurisdiction. She also shared that the SK Treasurer Zaide Dave Sumagang had
started processing the bond requirement. The SK Treasurer inquired about the SK Chairperson’s
available schedule for the signing and processing of documents. The SK Chairperson responded that
due to her studies in Dumaguete, she would coordinate her availability, and the SK Treasurer assured
the council that he was willing to wait for the next available schedule.

The SK Chairperson raised the need to support youth athletes participating in sports activities
in other barangays. She expressed her willingness to provide transportation assistance for participants
and asked the council who among them would also be willing to personally help and support the
players. Hon. Nadel Laika Magdali and Hon. Rey Sumagang volunteered to assist in coordinating
with the teams and ensuring their needs were met.

Since the SK Chairperson would not be frequently available due to her studies in Dumaguete,
she encouraged the SK Council to actively engage in these activities to represent the SK. The council
agreed to divide responsibilities to ensure smooth coordination and support for the youth.

and additional activities to keep youth engaged in meaningful and productive events.

The session was called to order by SK Chairperson Chekani Kristine T. Mamhot at 1:00pm
then followed by the opening prayer led by Hon. Mary Anthea Delos Ninos then the signing of
Philippine National Anthem and the Siquijor Hymn.

I. DETERMINATION OF QUORUM:

Quorum was determined and ascertained by the SK Secretary where everybody from
the Council was present.

II. READING OF PREVIOUS MINUTES:

Reading of the previous minutes of the previous regular session was read and made
no corrections.

III. APPROVAL OF MINUTES:

It has moved by Hon. Annabel Salibay and seconded by Hon. Mel Jireh Maata that
the previous minutes had been carried and approved.

IV. BUSINESS PROPER:

 The SK Chairperson and SK officials discussed the difficulties encountered in the Katipunan
ng Kabataan (KK) profiling. Mostly youths had not yet completed their registration, making it
challenging to finalize the data. Hon. Joana Margarette Bucol suggested setting up an information
drive to encourage more youth to participate, while Hon. Nadel Laika Magdali recommended
coordinating with barangay officials to assist in reaching out to unregistered individuals. The council
agreed to strategize ways to complete the profiling efficiently.
The SK Chairperson emphasized the importance of supporting the youth in the upcoming
fiesta celebration in San Juan, particularly in sports, dance, and other activities. Hon. Annabel Salibay
suggested providing financial or material assistance for uniforms and other needs, while Hon. Mary
Anthea Delos Ninos proposed organizing training sessions for participants before the event with the
help of Mr. Alexis Agan. The council agreed to extend support and ensure that youth representatives
were well-prepared for their respective competitions.

The SK Chairperson shared key points from the recent SK Federation meeting, which included
discussions on upcoming municipal projects, financial guidelines, and collaboration between
barangays for youth development. She encouraged the council to actively engage with the SK
Federation’s initiatives to maximize opportunities for their barangay’s youth.

The SK Chairperson opened the floor for any suggestions or concerns. Hon. Annabel Salibay
suggested hosting a bonding activity for youth participants before the San Juan fiesta. Hon. Mel Jireh
Maata raised the idea of seeking sponsorships or donations from local businesses to support the fiesta
participants. The council agreed to explore these ideas further.

 IV. BUSINESS PROPER:

The SK Chairperson expressed her sincere appreciation to the SK officials and youth
participants for their outstanding performance during the San Juan Fiesta activities. She commended
their teamwork, which led to multiple victories in various competitions, including sports, dance, and
other activities. The council celebrated this achievement and acknowledged the efforts of everyone
involved.
The SK Chairperson officially announced that SK Barangay Tubod is now financially
independent following the successful opening of an SK account with DBP. She thanked the SK
Treasurer Zaide Dave Sumagang for his hard work in ensuring the account was set up. This financial
independence will allow the SK to manage its funds more efficiently for youth programs and
activities.

The SK Chairperson led the discussion on the expected activities outlined in the Annual Barangay
Youth Investment Program (ABYIP) and Comprehensive Barangay Youth Development Plan
(CBYDP). Hon. Joana Margarette Bucol suggested prioritizing leadership training, while Hon. Nadel
Laika Magdali emphasized the need for sports development programs. The council agreed to review
and implement the planned activities accordingly.

The SK Chairperson reminded everyone about the importance of proper waste segregation in the
barangay. She stressed that this initiative must be continuously promoted to encourage discipline
among residents. Hon. Rey Sumagang suggested creating informational posters to spread awareness,
while Hon. Annabel Salibay recommended involving youth volunteers in monitoring compliance.

 IV. BUSINESS PROPER:

She candidly shared her current challenges in managing SK responsibilities due to her studies
in Dumaguete. She mentioned that she had difficulty handling all the demands of youth activities
personally, as she was often away. She expressed her gratitude for the support the council had
provided so far and emphasized that she would need continued cooperation from the SK officials to
manage the workload and to ensure the success of the planned activities.

She thanked the SK Treasurer Zaide Dave Sumagang for stepping up in managing financial
matters and the other council members for assisting with events in her absence. The Chairperson
acknowledged that the success of their programs depended on the SK Official effort.

The SK Chairperson also took a moment to remind everyone of the importance of keeping
proper documentation, particularly the paperwork handled by the SK Secretary. She emphasized that
timely submission of reports and documents was crucial for transparency and the smooth operation of
the SK. The SK Secretary Jonibel Bucol, was reminded to ensure all files are up to date and to
continue to assist the council in preparing any required documents.

IV. BUSINESS PROPER:

The SK Chairperson shared with the council the plans and initiatives from the SK Federation,
which include various youth development programs and collaboration efforts with other barangays.
 The SK Chairperson reminded everyone about the ongoing Clean-Up Drive initiative,
encouraging the youth to continue supporting this important environmental effort. Hon. Joana
Margarette Bucol suggested organizing a regular clean-up schedule, and the council agreed to
designate a day each month. Hon. Nadel Laika Magdali proposed distributing informational flyers to
remind residents about the importance of waste segregation and disposal but the council unanimously
disagreed to the idea.

The SK Chairperson encouraged the council to remain open to the concerns of the youth and
to address any issues or challenges they might be facing. She urged the council to engage directly
with the youth to understand their needs, such as joining a barangay programs for skill development,
mental health, and more. A brief open forum was held, where various SK officials suggested ideas for
workshops and outreach activities, which were agreed upon for future planning.

IV. BUSINESS PROPER:

The SK Chairperson presented the agenda for the upcoming Christmas activities, emphasizing
the importance of early planning to ensure that the events run smoothly. The proposed activities
included:
  Inter-Purok Basketball Tournament for Men
 Inter-Purok Volleyball Tournament for Women
 Dance Competition for the Barangay Christmas Party
 Recyclable Christmas Tree Contest
The council discussed the importance of finding sponsors for the Christmas activities. The SK
Chairperson suggested approaching local businesses and entrepreneurs for possible sponsorships for
event prizes and awards. Hon. Annabel Salibay also recommended inviting barangay residents to
participate in sponsorships. The council agreed to form a small team to contact potential sponsors.

The SK Chairperson and SK Treasurer Zaide Dave Sumagang confirmed that they would
facilitate the procurement and preparation of the sports equipment needed for the basketball and
volleyball tournaments. The Treasurer confirmed the funds were available for this purpose, and the
Chairperson delegated the task of securing the equipment to the SK Treasurer.

The council briefly discussed other preparations for the Christmas events, such as securing a
venue for the dance competition and setting a schedule for the recyclable Christmas tree contest. Hon.
Mel Jireh Maata suggested involving every purok in the design and creation of the trees to creativity
and teamwork.

IX. BUSINESS PROPER:

The SK Chairperson opened the meeting by thanking all SK officials and youth participants
for their hard work in making the Christmas events a success. She expressed appreciation for the
Inter-Purok basketball and volleyball tournaments, the dance competition, and the recyclable
Christmas tree contest, which were all well-attended and contributed happiness in the barangay.
 The SK Chairperson informed the council that planning for the ABYIP (Annual Barangay
Youth Investment Program) and CBYDP (Comprehensive Barangay Youth Development Plan) for
2025 was underway. She encouraged the council to brainstorm ideas for programs that would benefit
the youth in the coming year, focusing on leadership, education, and sports. The SK Chairperson also
mentioned that funding and resources should be prioritized for these programs.

The SK Chairperson asked the council for help in ensuring that the Secretary could complete
the necessary paperwork for the upcoming programs. She emphasized that this support would be
essential for the smooth execution of the plans for 2025. The SK Secretary Jonibel Bucol confirmed
that they would require additional assistance with compiling reports and submitting proposals.

The SK Treasurer Zaide Dave Sumagang informed the council that the honorarium for the
year 2024 would be postponed to January 2025. This delay was due to an issue with a cheque that
needed to be corrected and the additional paperwork required for processing. The Treasurer assured
the council that all necessary steps were being taken to resolve the issue as soon as possible.
