A SPECIAL MEETING OF THE SANGGUNIANG KABATAAN OF NED WAS

CALLED AND HELD ON TUESDAY, APRIL 16 2024 AT 10:00 O’CLOCK IN THE
MORNING FOR THE PURPOSE OF SK OFFICIALS’ PARTICIPATION IN THE 1 st
BARANGAY ASSEMBLY, KK ASSEMBLY AND GEMS EVALUATION
PREPARATION AT SUNRISE GARDEN RESORT, LAKE SEBU, SOUTH
COTABATO.

I. CALL TO ORDER

The meeting was officially called to order at exactly 10: 00 o'clock in the morning by
the presiding officer.

II. INVOCATION

Hon. Hopeniel F. Maglasang led the prayer which was followed by the singing of the
Philippine national anthem conducted by Hon. Vince P. Fermocil.

III. ROLL CALL

The SK Secretary performed the roll call as instructed by the presiding officer and
declared that all 8 members of the SK Council were present. Hence, the presiding
officer proceeded.

IV. READING AND CONSIDERATION OF THE MINUTES OF PREVIOUS

SESSION

The SK Secretary read the minutes of the previous meeting. No clarifications or

objections raised. Hon. Berdin moved to adopt the reading of the minutes of the
previous meeting and was seconded by Hon. Fermocil.
Motion carried.
 V. PRIVILEGE TIME

Hon. Jesmarie Grace D. Dinyan expressed her gratitude to the members of the SK
council for coming and for attending their special meeting.

Hon. Elgie Ken Y. Alam moved to adopt the business for the day and was duly
seconded by Hon. Dave N. Esconde.

1. BARANGAY ASSEMBLY

Hon. Vince P. Fermocil announced that the barangay assembly will be held on
April 22, 2024. He expressed that the participation of SK officials in the conduct of
barangay assembly is significant in order to report the sports and youth development
accomplishments of the SK as well as to be updated through the State of the Barangay
Address (SOBA) to be delivered by the barangay captain.

Hon. Enjay P. Berdin moved that all SK officials must compulsorily attend the
barangay assembly and must wear Type B Uniform.
Hon. Mike Anthony A. Gardose seconded.
Motion carried.

On the other hand, Hon. Hopeniel F. Maglasang inquired whether the SK has
financial counterpart for the barangay assembly. The Presiding Officer responded that
there is none.

2. KATIPUNAN NG KABATAAN (KK) ASSEMBLY PREPARATION

Hon. Enjay P. Berdin, BMO, announced that the budget for KK Assembly existing
in the bank only totals to Php30,000.00.
Hon. Hopeniel F. Maglasang asked whether all the budget be encashed or not.
The presiding officer responded that the expected participants is sixty heads. The
council will decide.

Hon.Mike Anthony A. Gardose stressed that conducting of KK Assembly twice a

year is more effective and beneficial for the KK members to keep them posted with the
SK’s projects and programs development and give attention to their needs and
concerns.
Hon. Merry Grace P. Celeste moved that the KK Assembly be conducted twice a
year and only a half or 15,000.00 of 30,000.00 be encashed to be utilized for the 1 st KK
Assembly.
Hon. Hopeniel F. Maglasang seconded.
The presiding officer called for the division of the house.
 6 or majority of the council voted in favour of the motion.
Motion carried.

Hon. Elgie Ken Y. Alam also suggested to provide tarpaulin for the KK Assembly
and snacks particularly sandwich and juice for the participants.
Hon. Mike Anthony A. Gardose moved that the suggestion of Hon. Alam be put
into motion for voting.
Hon. Enjay P. Berdin seconded.
The presiding officer called for the division of the house.
7 or majority of the council voted in favor of the motion.
Motion carried.

Hon. Dave N. Esconde raised another concern that only a few participants could
be able to attend the KK Assembly since April 22 is Monday. The presiding officer
replied to ask for the permission from the Department of Education.
Hon. Hopeniel F. Maglasang moved that the SK Secretary will write a request
letter addressed to Sir Esteban Alvarez, Principal In-charge of Lake Sebu 2, asking
permission for at least 10 participants from every established high school of the
barangay to participate in the KK Assembly.
Hon. Vince P. Fermocil seconded.
Motion carried.

3. 2024 GEMS (GOVERNANCE EXAMPLARS FOR MEANINGFUL SERVICE) FOR

SANGGUNIANG KABATAAN EVALUATION

Hon. Elgie Ken Y. Alam announced to the body that the 2024 GEMS Evaluation
for SK will be in May 2024. She also presented and read the criteria of evaluation.
Hon. Merry Grace P. Celeste moved that all the SK officials must compulsorily
participate and support in the preparations for the SK GEMS Evaluation.
Hon. Mike Anthony A. Gardose seconded.
Motion carried.

4. OTHER MATTERS

A. Helubong Festival

Hon. Jesmarie Grace D. Dinyan re-echoed to the body the information that
during the SK Chairpersons, Treasurers and Secretaries meeting at Lake Sebu
Municipal Gymnasium, all SK officials are encouraged to attend the Helubong Festival.
She emphasized that the celebration of the said festival was transferred to May in order
to highlight the cultural aspect of Lake Sebu.

Hon. Enjay P. Berdin, BMO declared that there is no allocated budget for
municipal fiesta. He suggested that the ₱20,000.00 remaining budget for the repair and
maintenance of flower box can be augmented as allocation for municipal fiesta in order
to save the ₱50,000.00 allocated for Tao Sebu Anniversary in November.

Hon. Vince P. Fermocil moved to adopt the suggestion of Hon. Berdin.

Hon. Hopeniel F. Maglasang seconded.
The presiding officer called for the division of the house.
7 or majority of the council voted in favor of the motion.
Motion carried.
 Hon. Dave N. Esconde asked if there are ball games played during the Helubong
festival. The presiding officer responded that only traditional games are played during
that festival. Ball games are played only during the municipal founding anniversary.

B. Mutya ng South Cotabato

Hon. Enjay P. Berdin talked about the Mutya ng South Cotabato to be held on
July 2024. He said that Angelica Zonio is set to undergo screening first to be declared
as the official candidate for Mutya ng South Cotabato representing the municipality of
Lake Sebu. The presiding officer replied that the SK Council of Brgy. Ned will support
Angelica.

Hon. Hopeniel F. Maglasang, BAC Chairman moved to allocate ₱3,000-₱5,000

for Angelica Zonio.
Hon. Merry Grace Celeste seconded.
The presiding officer called for the division of the house.
6 or majority of the council voted in favor of the motion.
Motion carried.

VII. ADJOURNMENT

There being no additional matters to be discussed, Hon. Vince P. Fermocil

moved to adjourn the meeting.
The meeting was adjourned at 4:12 in the afternoon.
