CNSC MISSION, VISION and ENVIRONMENTAL POLICY

Mission

Camarines Norte State College shall provide higher and advance studies in field

of education arts and sciences, economics, health, engineering, management, finance,

accounting business and public administration, fisheries, agriculture and natural

resources development and management and ladderized courses. It shall also respond

to research, extension and production services adherent to progressive leadership

toward sustainable development.

Vision

CNSC as a premier higher education institution in the Bicol region.

Quality and Environmental Policy

We, at Camarines Norte State College, aiming to become Premier Higher

Education Institution in the Bicol Region, are committed with utmost care of the

environment in providing excellent services in instruction, research, production and

extension that are responsive to the satisfaction of our students and other stakeholders.

To achieve these, we shall implement an internationally recognized integrated

management system in our operations, processes, and services and shall:

 comply with applicable statutory and regulatory requirements, the mandates of

the college and relevant needs and expectations of our students and other

INTRODUCTION

The National Service Training Program (NSTP) is a program in the Philippines that

aims to promote the civic consciousness and defense preparedness of Filipino youth. One of

the key components of the NSTP program is Field Immersion, which allows students to gain

practical experience in community service and socio-civic engagement. The NSTP Field

Immersion program provides students with the opportunity to apply their theoretical

knowledge and skills in addressing the social issues and challenges faced by partner

communities and organizations. This program aims to provide a transformative learning

experience that enhances the student's personal and social development while also

contributing to the betterment of society.

The institution underscores the value of Community immersion to improve the quality

of students' learning experiences. Immersion allows students to apply their academic

theories and concepts into practice to gain personal knowledge and develop vital skills

relevant to their chosen career by immersing themselves in real-world work environments.

Furthermore, immersion provides a platform for students to become acquainted with the

complexities of their desired field and introduces them to the practical realities of the

workplace, assuring a well-rounded and thorough understanding of their future career path.

In order to partially fulfill the requirements for the National Service Training

Program (NSTP), students will render community services or immersion on adopted

community, students who completed CWTS 1 were taught how to think scientifically, develop

their skills and become equipped in different levels of technical skills.

Talobatib is a barangay in the municipality of Labo, in the province of Camarines

Norte. Situated at approximately 14.1824, 122.7842, in the island of Luzon. Elevation at

these coordinates is estimated at 28.7 meters or 94.2 feet above mean sea level. They are

previous extension activities shared together with CNSC – Labo Campus, people are known

to be cooperative and diligent in performing their task, thus they were selected as community

partner of this community immersion.

This narrative report contains the necessary data to finish the program

successfully and strategies that may help future CWTS students.

OBJECTIVES OF FIELD IMMERSION

The general objective of this Field immersion program aims to provide a meaningful

and transformative learning experience that prepares students to become socially

responsible and active citizens who can contribute to the development of their communities

and the country as a whole.

1. To provide students with practical experience in community service and

socio-civic engagement.

2. To enhance students' knowledge and understanding of the social issues and

challenges faced by partner communities and organizations.

3. To develop students' skills in communication, leadership, teamwork, and

problem-solving, as they engage in community-building activities.

4. To foster students' personal and social development by exposing them to

diverse cultures, perspectives, and experiences.

5. To promote the values of social responsibility, citizenship, and volunteerism

among the students.

6. To contribute to the betterment of society by addressing the social issues and

challenges faced by partner communities and organizations.

OBJECTIVES IN PARTNER COMMUNITY

Specifically, this aims to;

1. establish the three projects indicated in the memorandum of agreement namely: (1)

Kaaya – ayang Kapaligiran ng Komunidad, (2) Kaligtasan, Kalinisan ng kabarangay

and (3) Kalikasan at Kapaligiran Tungo sa Kaunlara;

2. conduct and facilitate the conduct of 3R’s;

3. grow medicinal and ornamental plants;

4. improve the aesthetic beauty of the area;

5. develop an appreciation of community resources and learn how to use them

effectively;

BACKGROUND OF PARTNER COMMUNITY (BRGY. TALOBATIB, LABO,

CAMARINES NORTE)

History of Brgy Talobatib

Ayon sa Kasaysayan ng isang matandang mamamayan ng Barangay

“Pinagtambangan” ang pangalan ng Talobatib noong una pa.

Nagsimulang magbago ang pangalan nito ng tupada o sabungan hindi lisensyado. Marami

ang dumadayo sapagkat lagi silang “talo”. Lagging ganoon ang nangyayari sa kanila

hanggang ito ay tahasan nilang naobserbahan sa kanilang sarili.Kapag tuwing tatanungin na

ang mga taong dadayo kung saan sila sasabong, ang isinisagot nila ay “doon sa talo”. Kung

maririnig naman ito ng ilang mapagpuna ay ganito ang sinasabi: “batid na palang talo ay

pupunta pa”, kaya ang iba kung tatanungin kung saan ang magsasabong ay inuunahan na

ng ganitong kasagutan, “doon sa talo, batid na”. Hanggangbsa tumagal – tagal, pinaikli na at

ginawa ng “Talobatid”.

Sa ngayon, napalitan na ang titik “d” ng titik “b” na nagging “Talobatib”, na ipinalit sa

dating pangalang “Pinagtambangan”.

Vision

In 2023, Barangay Talobatib is an emerging centerpoint of fast-growing economic

development in Camarines Norte with health, educated, peace-loving and highly cooperative

people, living in a fast-growing, vibrant economy, with clean and green and sustainable

environment, with complete infrastructure facilities which are disaster-reselient, enabled by

accountable, competent and good leaders having sense of nationalism and social

responsibility.

Mission

Barangay Talobatib, as small unit of government shall fly and aim high eradicate

poverty and hunger have access in safe water, food and shelter.

Achieve primary education and have job opportunities. Live in clean and green surroundings

where you can find love and respect to elders and children.

Promote gender equality and protecting them from danger. Up roofing belief and culture to

better life and “God” fearing barangay.

The Barangay Talobatib, labo, camarines Norte is headed by their Brgy. Captain

Hon. Emmanuel C. Andaya together with his councilors namely; Marasigan H. Jamito, Wilma

D. Calag, Leonila A. Paquita, Anita P. Asis, Ric I. De Castro, Roberto O. Rafer and Emmalyn

B. Acunin, their SK Chaiperson Hon. Jhordan N. Ambion and with their Secretary and

Treasurer Marites D. Almaida and Marissa I. Gubat, repectively.

FIELD IMMERSION PROPER

ACTIVITIES UNDERTAKEN

Orientation and Designation of Areas in Each Block

The NSTP implementers of CANR set a short to give clear and proper

instructions relevant on the conduct of community immersion with NSTP students. Mr

Ferdinand P. Francisco discussed the projects to be accomplished of each block in the

assigned area, these includes; construction of Material Recovery facility (MRF), planting of

ornamental plants, establishment of gulayan sa barangay and maintaining the cleanliness

and improving the landscape of the area. During the meeting, the NSTP implementers

ensure the completeness of the documents submitted by each student which includes,

medical certificate, notarized parents’ waiver and the forms given by the NSTP office. They

also encouraged each student to develop discipline while on the community immersion.

On the said meeting/short orientation the students were assigned in different

zone of Talobatib. Final assignement of each block were as follows: Purok 1 and 2: CWTS E

and Sir Ferdinand P. Francisco, Purok 3: CWTS C under Sir Sherwin R. Reyes, Purok 4 and

5: CWTS D and Sir Irvin O. Bequillo and Purok 6 and 7: CWTS A and B and Ms. Manilyn V.

Dasco. Each implementer group their students in each component of the project to be

implemented in the community immersion. Establishment of gulayan, ornamental and

landscaping of the area, construction of MRF and maintaining the cleanliness of the

assigned area are among the target activities to be implemented.

Deployment of Students

On April 15, 2023 the NSTP students will finally deploy in their area of assignment,

accompanied by their implementer they were introduced in the Purok Officials and local

people to ensure their safety and to called their attention that there is an ongoing immersion

of students from CANR. Short introduction of each student, implementer and officials were

done, simple orientation on the role and responsibilities of both parties were discussed.

Community Immersion Proper

During the conduct of field immersion, each NSTP implementer guided and

employed strict supervision with each student. They ensure the provision of a safe and

supportive environment that respects the culture and values of the partner

community/organization. They encourage students to actively participate in community-

building activities and to engage with the community members in various activities such as

cultural immersion, community service, and socio-economic activities. They always

reminded students in complying with the agreed-upon schedule and are performing their

assigned tasks in a responsible and respectful manner. They also ensure and provide

students with regular check-ins and debriefing sessions to assess student learning and

address any issues or concerns that may arise.

Activities Conducted

Construction of vegetable garden

Land Preparation

The NSTP students prepared the land by cultivating and preparing it for planting to

enhance the soil quality. It is done eight (8) to 15 days before planting vegetables and herbs.

Land preparation includes several processes: weeding, clearing, cultivation, pulverizing soil,

preparation of beds, and making furrows. In clearing the lands, the interns removed debris

and weeds. Weeding is one of the cultural practices the interns employ to remove unwanted

plants, which may be the vector of diseases. They performed it manually. Likewise, weeding

ensures that crops can get the nutrients to offer high yields since such weeds compete with

primary plants in terms of sunlight, nutrients, and space.

After weeding, the students continuously prepared the land by cultivating and

pulverizing the soil. This activity was done to ensure that the soil properly aerates so that the

microorganism there will perform naturally. This activity was also done to turn the soil into

small pieces to make it porous. They used hand tools to do so.

Meanwhile, along land preparation, the students synchronously sowed seeds of

different vegetables namely; sitao, tomato, eggplant, pechay, okra, patola and upo.

They also engaged in making beds. They adhered to the usual plot dimension, which

is one (1) meter in width, and 10 meters in length and height, depending on the climate.

They thoroughly level the bed to distribute space, water, and sunlight properly. Along with

cultivating and pulverizing the soil, the intern performed basal application of fertilizer to

improve the soil nutrients and deliver them directly to the plants. It is done through the

application of animal manure.

Right after land preparation, the students transplanted the seedlings from what they

sowed in the nurseries. They practiced several considerations in performing that activity,

handling seedlings properly, watering them

before transplanting, and carefully selecting

healthy and vigorous seedlings. Days from

sowing and the emergence of true leaves

are among the parameters used by the

interns to ensure that seedlings are ready for transplanting.

The students ensured the availability of water on the plant. Water is one of the

essential

inputs for producing agricultural commodities; without water, crops will grow unproductive.

Although it is vital, watering requires time and effort. The interns used automatic waterers

and manual watering through the sprinkler, especially for plants not reachable by sprinkler

irrigation. Interns watered the plants early morning and late afternoon to prevent wilting.

Beautification of the Area through Landscaping

Improving the aesthetic beauty of the area is one of the objectives of field immersion.

Students assigned in different zone performed landscape gardening, they used recyclable

materials to improve and increase the value of the area. They planted different ornamental

plants. Other groups used edible crops as crops for their landscape.

The students also ensure the cleanliness and sanitation of the area assigned to

them.

Post-Field Immersion

After the completion of the required time for field immersion each student provided an

opportunity to reflect on their experiences, share their insights, learnings, and growth with

their classmates and implementers. They encourage students to apply their newfound

knowledge and skills in their everyday lives and to become active agents of positive change

in their communities. Implementers provide feedback to students and evaluate their

performance based on the agreed-upon criteria and rubrics. Lastly, the implementers

continuously monitor and evaluate the effectiveness of the field immersion program to

ensure that it aligns with the NSTP course objectives and learning outcomes.

KNOWLEDGE ACQUIRED AND REFLECTION/REALIZATIONS ABOUT NSTP SUBJECT

UNDERTAKEN

This part contains the knowledge gained, issues and concerns encountered by the

students and their reflection. It is individually stated by each student.

Practicing what we have learned to serve a community was the INSERT

focus of the field immersion, because without application from the discussions, PICTURE OF

all the efforts of our NSTP instructor were in vain. As a college student and a

citizen of the Philippines, it is clearly stated in R.A. 9163 that because privilege we receive,

we have a duty to fulfill, this includes community service under the Civic Welfare Training

Service of the National Service Training Program as a way of showing gratitude and being a

good Filipino citizen.

Challenges while performing tasks is inevitable. Workplace condition, particularly the

weather can be scorching hot sometimes, too much heat dehydrates us faster, which makes

working straight for hours nearly impossible. Another challenge that we face is not everyone

has their tools and Personal Protective Equipment, this slowed down our progress while

working, in most cases, we only have a few shovels, grab hoe, bolo and not everyone is

wearing working clothes, because of this, many are on standby, as the soil was dry and hard

and most weeds are hard to pull by hand. All these challenges thought me different lessons.

I learned that in order to influence other people, be the first to work hard to set an example.

Secondly, I learned that a little bit of push is sometimes necessary, don’t be afraid to speak

up and kindly ask your fellow students to contribute to finish our tasks faster. Then I also

learned to be prepared always, prepare oneself before coming on site, get enough rest and

prepare all the necessary things to be able to work efficiently. Lastly, I learned to be diligent

while working, because learn not doing this for myself but for other people in the community,

this is a great privilege to serve others.

To wrap all things up, I’m thankful for this experience, under the guidance and efforts

of our Instructor, Ms. Manilyn Villaflores Dasco and other NSTP implementers. I’m grateful

for the privilege and trust given to us to bring service to the community, all the challenges we

faced and lessons we learned from it. It feels so good to be of use in the community and to

apply what we have learned.
