TITLE Police Ethics
Police ethics is the practical science that treats the principles of human
morality and duty as applied to law enforcement. It is inherent in law
OVERVIEW enforcement to adhere in the law and observe professional conduct and ethical
standards in the performance of their duties and responsibilities. As the first
pillar in the criminal justice system, they are engage in many activities to fulfill
the mandates of the law. Police officers must be cautious in dealing with every
situation they are facing because one mistake may put their career and
profession at risk.
Police officers must have a wide understanding not only in law but also in
ethics. The Philippine National Police is an organization tasked to prevent
INTRODUCTION crimes, maintain peace and order and do other acts as may require by law. In
the performance of their functions, police officers need to exercise utmost
discretion in dealing with their clients. They must also maintain rapport in the
community in order to gain their trust and confidence because fighting crimes is
a shared responsibility between community and police.
Crime is dynamic in nature. As we progress, we are giving opportunities to
criminals to execute their modus operandi and this emphasizes the need to build
ties in the society. In connection with, police officers need to apply ethics in
policing so that campaign against criminality will be strengthen, voluntary
compliance will be attained, and to have a visible police community relations
with the active support of the civilian sector.
Ethics is necessary in all police endeavor to serve as gateway to success and
morality however, “Try not to become a man of success but rather to become a
man of value” (Albert Einstein). Success in an organization is useless if we
don’t know how to value the dignity and human rights of others.
At the end of this module, the students will be able to:
LEARNING 1. Understand the value of ethics as applied to law enforcement.
OUTCOMES 2. Appreciate the significance of ethics between community and the police.
3. Recognized the different terminologies associated with ethics.
In the PNP, virtues are being taught so that police will be acquainted with
DISCUSSION the organization’s policy while morals are beliefs based on practices or
teachings on how police officers conduct themselves in personal relationships
and in society. Virtues and morals may vary in an organization but the common
thing is our observance of one’s duties towards ourselves and others. It is one of
the teachings when an applicant enters the police organization because as a law
enforcer, they must be oriented in their chosen career and make sure to lead by
example to others.
In the middle and upper echelon of the PNP, command responsibility is
vested to those who exercises managerial functions as stated under the
Executive Order No. 226. It imposes commensurate accountability over the
actions of erring subordinates usually facing administrative or criminal case. It
is practice in a notion that the fault of one is the fault of all although the
commander has no participation at all.

Relating it into the present situation, on May 2020, a high ranking police
official together with 18 cops were charged for staging a birthday blowout
despite strict quarantine rules. The PNP's Internal Affairs Service filed criminal
charges before the Taguig City Prosecutor's Office against this high-ranking
official and his colleagues, who surprised him with a "mañanita" feast on his
special day. While arrest on some individuals for the violation of quarantine
protocols are rampant, some police officers are violating it and yet somehow,
they are immune in criminal prosecution. Leading by example is not always
observed. Aside from virtues, morals, and command responsibility, conscience
is also one of the important thing that a police officer must possess as it is the
reason binding oneself to do something right or avoid something wrong.

2. Explain the implications of ethics to your chosen course and your career in the future.

3. Placing yourself in to such situation, what do you think is the best courses of actions you do
to at least correct your mistake?

4. If you are the high ranking official involved in that particular scenario, would you
acknowledged your misdeed and leave your position as an ethical way to correct your
mistake? Yes, or no? and why?
