Institutional framework for affordable housing delivery in India

Public sector institutions and practice:

In India, AH is a term largely used in the urban context. Atthe national level,
the rural housing sector falls within thepurview of the Ministry of Rural
Development, while hous-ing and human settlements in urban areas is the
jurisdictionof the Ministry of Housing and Urban Poverty Alleviation. Itis the
latter ministry that has spearheaded AH as a conceptand policy.The policy
framework for affordable housing is providedby the National Urban Housing
& Habitat Policy (NUHHP-2007), along with the Jawaharlal Nehru National
UrbanRenewal Mission (JNNURM-2005), Basic Services for the Urban Poor
(BSUP), Integrated Housing & Slum Develop-ment Programme (IHSDP) and
the Rajiv Awas Yojana.

HOUSING
AFFORDABLE HOUSING SCHEMES IN INDIA
1) PRADHAN MANTRI AWAS YOJNA (PMAY)
The Pradhan Mantri Awas Yojana (PMAY) is an initiative of the Government of India which aims
at providing affordable housing to the urban poor by the year 2022. The scheme was first launched
on 1 June 2015.

2) Pradhan Mantri Gramin Awas Yojana (PMGAY)


PMGAY, formerly Indira Awas Yojana, intends to provide concrete houses with basic amenities
for people living in slums and homeless families. This scheme extends financial aid while sharing
the construction cost with states.

3) Rajiv Awas Yojana (RAY)


RAY scheme, launched in 2009, envisions a slum-free India and operates to include illegal
properties under a formal system. Under this initiative, the aim is to provide social amenities,
fundamental civic infrastructure, and decent shelter.

4) Delhi Development Authority (DDA) Housing Scheme


DDA housing caters to aspiring home buyers form low, high, and middle-income groups. Under
the scheme, the state government maintains housing projects in the national capital with special
reservations for society’s economically weaker sections.
5) Tamil Nadu Housing Board Scheme (TNHBS)
Launched in 1961 by Tamil Nadu Housing Board, TNHBS offers
apartments to middle-income group (MIG), low-income group (LIG), and
high-income group (HIG). The scheme allows residents to avail
apartments, residential plots, and more.

6) Maharashtra Housing and Area Development Authority (MHADA)


Lottery Scheme
MHADA is a lottery initiative providing affordable housing to
Maharashtra residents belonging to various income groups.

7) NTR Housing Scheme


NTR Housing Scheme, a state government provision, solely caters to
Andhra Pradesh residents. The initiative is a part of PMAY scheme and
provides economical housing for the underprivileged across urban and
rural areas.
AFFORDABLE HOUSING
1) Atira and PRL Low-Cost Housing

ATIRA housing is designed by Architect Balkrishna V. Doshi in


1957, for labors of textile industries in Ahmedabad. Designed
series of roof brick arches offer this housing an incredible look. It
is aligned north-south for less sun exposure. On the front and
back of the houses, arches are extended to create verandah-like
spaces. During summers, people use the verandah with a front-
garden, to sleep. Single room houses have movable partitions.
Every house has a backyard with a toilet. All toilets are
strategically placed for easy drainage.

2) LIC HOUSING, AHEMEDABAD

LIC Housing designed by Architect BV Doshi in Ahmedabad in


1973. The scheme, known locally as Bimanagar, consists of 324
units organized in a duplex terraced unit scheme on 54 plots. The
initial development was focusing on the efficient provision of
sites and services with a phasing plan for growth. The lower units
are around 200 sq. yds and cost 70-80 Lakhs; the second level is
120 sq. yds and cost 50 Lakhs. And the upper units are 75 sq. yds
and cost 70-80 Lakhs. This circulation results in a mix of incomes
and ownership patterns in the community.

3) ARANYA LOW COST HOUSING, INDORE
Aaranya Township is designed as a services project spread out in six sectors that
congregate on a central spine, i.e., the Central Business District.
Moreover, one of the critical elements of Doshi’s design was a hierarchy of open
spaces that include small courtyards to be sharing by three to four families, larger
green spaces for each sector.
And also a central playing field to aid the entire development. Also, open spaces and
pedestrian pathways interconnect the clusters to the central spine.
Each user has an array of choices available, from one-room shelters to supplementary
spacious houses.
The emphasis is making on family and neighborhood while encouraging adaptation
and personalization according to their needs and resources.

4) SHEIKH SARAI HOUSING COMPLEX, NEW DELHI

• Sheikh Sarai housing is the first experimental project of low-cost housing by the
Architect Raj Rewal. Built-in 1982, it was developed in 35 acres with 550 units
ranging from one to four-bedroom flat having 70 to 120 sq.m area. Grit Sandstone
provides a facade that provides an elite look. This Housing has a garden in the
center, running like a spine along with the network of narrow attractive streets.
5) HUDCO HOUSING PROJECT, JODHPUR

The HUDCO housing project designed by Architect Charles Correa was completed in
1986. Housing is designed for lower to mid-level income groups. Using the
basic principle of architecture based on incremental housing of Belapur, with no shared
walls. 176 Houses were later added by the Architect Charles Correa to these impressive
developments. Local stone is used for construction. The load-bearing walls and flat
roofs are traditionally constructed. Every house has its own enclosed courtyard because
of Rajasthan’s hot and dry climate, to ensure comfort.
