Position Title : Junior M&E Officer

Report To : M&E Officer, M&E Department

Liaise with : Focal from Community Service Department

Duty Station : Head Office, Yangon

Travel Requirements : Yangon (50%) and Travel to Project Areas (50%)

Contract Type : Project-Base Yearly Staff Contract with 3 months probations

Project Duration : 1st April 2022 to 31st December 2023 with possible extension

Myanmar Positive Group (MPG) is the largest National Network of People Living with HIV (PLHIV) in Myanmar
registered as a local community-led, non-profit, community-based organization affiliated with over one
hundred and sixty Self-Help Groups across Myanmar to work for PLHIV individuals, Key affected Populations
(KPs) and their families over the past seventeen years since our foundation in 2005.
Our mission is to represent and serve our community through sustainable community-led intervention
strategies that address the needs and concerns of PLHIV and KPs with primary focus on the area of 1) Capacity
Building, 2) Networking, 3) Representation, 4) Reduction of Stigma and Discriminations, 5) HIV Service Provision
including Emergency Response activities and, 6) Advocacy and Building of Strong Partnership and collaboration
with different Key Stakeholders in National AIDS Responses, various global and regional networks under the
Leadership of Elected Area PLHIV Representatives from all the States and Regions of Myanmar as its Board of
Representatives and Guidance of MPG Advisory Committee through its Secretariat Office and Head Office in
Yangon, twelve field operations offices and five clinics across the country.
MPG is currently seeking a qualified motivated Myanmar national to apply for the Junior M&E Officer at M&E
Department under Program Quality Division to implement Community -led HIV, COVID-19 and other essential health
care service provision including prevention, care and treatment, human rights, gender, legal aids supports and
emergency response services across Myanmar through support of different donors and funder during 2021-2023.

Job Purpose
The Jr. M&E Officer is mainly responsible for the data validation management and assisting the M&E staff
including the head of M&E and Technical for strengthening of MPG’s M&E System of the implementing projects
particularly for HIV Programs and this position is accountable for the following key responsibilities.

ROLE & RESPONSIBILITIES


MONITORING AND EVALUATION OF PROGRAM ACTIVITIES
• Dotted line supervises the data recording and data verification of the respective M&E assistants in field
operations;
• Be able to provide the technical assistant to the respective M&E assistants in the field operation;
• Assisting the Sr./M&E Officer for the data validation process;
• Support M&E Officer in evaluation and RDQA including feedback provision;
TECHNICAL SUPERVISION OF THE M&E SYSTEM
• Assisting the Sr./M&E Officer in provision of the technical supervision to Field Project Coordinators for
strengthening of M&E system;
• Assisting the Sr./M&E Officer in conducing the internal Routine Data Quality Assessment (RDQA) processes
at assigned townships/offices;
DOCUMENTATION OF THE M&E SYSTEM AND CAPACITY BUILDING OF STAFF
• Ensure maintenance of accurate reference documents and manuals related to the M&E system;
• Support Sr./M&E Officer in development, updating and ensuring both knowledge and availability of
relevant M&E guidelines including data flow, defined roles and responsibilities, indicator summary, DQA
processes and other reference documents for field team;
• Provide technical capacity buildings and guidance supervisions to Field M&E Assistants and Field Project
Coordinators (if needed) in project townships by ensuring continuous linkage, coordination and close
collaboration through regular communications and feedbacks;
• Assisting the Sr./M&E Officer in provision of the regular technical and analytic feedbacks to other relevant
staff on outcomes of the routine reports monitoring program activities
SKILLS AND EXPERIENCES NEEDED
• Hold a Bachelor Degree in relevant field preferably trained with relevant courses in M&E field;
• Has minimum one years or equivalent experiences of data handling, management and analysis (preferable);
• Has familiarity with database management using Microsoft Excel;
ESSENTIAL SKILLS REQUIRED
• Strong Planning and Organizing Skills, Service Oriented, Planning & Organizing Skills, Self-motivated,
Passionate, Creative, Ability to work under stressful conditions;
• Strong Negotiation Skills, Relationship Building with strong Team spirits;
• Team spirits and ability to work in multi-cultural environment with High level of integrity with in depth
knowledge of vulnerable community particularly PLHIV and HIV affected communities;
