Lanugon as her attorney-in-fact to personally submit her Statement of Contributions and Expenditures and receive related documents from the Election Officer. 2) The special power of attorney does not authorize Lanugon to sign the SOCE on Goring's behalf, as that document must be signed by the candidate personally. 3) Goring and Lanugon signed the document acknowledging its contents and declaring any acts done within the powers stated will be binding on Goring.

KAGAWAD in PTO. PRINCESA, BASILISA, DINAGAT ISLAND and CARAGA
REGION in the 30 October 2023 Elections, do hereby name, constitute and appoint
JOVAN N. LANUGON , of legal age and a resident of PTO. PRINCESA, DINAGAT
ISLANDS , to be my true and lawful attorney-in-fact for me, and in my name, place and
stead, to do and performing the following acts, to wit:

(1) To personally submit to the appropriate Office of the Election Officer my


Statement of Contributions and Expenditures and all its required
Schedules and supporting documents; and

(2) To receive any document or certificate in relation to the submission thereof;

This special power of attorney, however, does not constitute a grant of authority to my
attorney-in-fact to sign on my behalf the Statement of Contributions and Expenditures
(SOCE) and the relevant attachments, which is personal to me as a candidate and cannot be
delegated to anyone.

I further declare that any act or thing lawfully done hereunder and within powers
herein stated by my said attorney-in-fact shall be binding on myself.
