THE PUBLIC EMPLOYMENT SERVICE OFFICE (PESO)
The Public Employment Service Office or PESO is a non-fee charging multi-employment service facility or entity established or accredited pursuant to
Republic Act No. 8750 otherwise known as the PESO ACT of 1999 and it is linked to the regional offices of the Department of Labor and Employment
(DOLE) for coordination and technical supervision and to the DOLE central office, to constitute the national employment service network.
Mission
To provide, promote and facilitate employment services to job seekers, employers and stakeholders
through capacity development and linkage with government and non-government entities.
Vision
An effective, efficient institutionalized multi-employment service facility equipped with God-fearing,
dynamic leaders and empowered committed to serve with competence and integrity.
Objectives of PESO
According to RA No. 8759, the General objectives of the PES are as follows: To ensure the prompt, timely and efficient delivery of employment
service and provision of information on the other DOLE programs

Specific objectives are as follows:


1. Provide a venue where people would explore simultaneously various employment options and actually assistance they prefer ;
2. Serve as referral and information center for the various services and programs of DOLE and other government agencies present in the area;
3. Provide clients with adequate information on employment and labor market situation in the area; and
4. Network with other PESOS within the region on employment for job exchange programs.

Core Functions of PESO:


1. Provision of Labor Market Information
Labor market information constitutes any information that affects the movement of labor supply and demand.
2. Referral and Placement
Referral is the process of directing pre-screened jobseekers to employers with vacancies matching their qualifications, while placement is the result of
a successful referral.
3. Employment Guidance and Counseling
Employment guidance and counseling is a process of assisting people intellectually and psychologically to make decisions about their career and
act to realize it.
Principles of PESO Activities:
• Freedom of Occupational Choice for Jobseekers. No jobseekers should be forced to choose and apply to any vacancies against their will.
• Freedom of Employing Jobseekers for Employers. No employers should be forced to employ and jobseekers against their will.
• Appropriate Matching between Aptitude of Jobseekers and Necessary Qualification for Vacancies. In order to achieve appropriate matching PESO
should have sufficient job vacancies from both qualitative and quantitative point of view.
• Equality of Treatment for Clients by PESO Staff. There must be no discrimination, among jobseekers because of his gender, religion and other traits
which are not related with the qualifications of the vacancies. There must be equal treatment towards PESO Clients.
• Neutral Position between Workers and Employers. No referral should be issued when dispute happens between labor unions and employers.
• Opening/Informing Labor Conditions to Jobseekers. For appropriate matching and avoiding problems caused by misunderstanding after matching.
• Protection of Clients’ Privacy. It is strictly prohibited for PESO Officers to open any information which can be collected during the process of
guidance and consultancy against the customer’s will.

Duties and Responsibilities

The PESO MANAGER (Ms. MA. VICTORIA MARGARET DC JIMENEZ), responsible for:

• Attends meetings when called by the Local Chief Executive, DOLE and other agencies.
• Participates in meetings/trainings/activities conducted by DOLE, the LGU and other private institutions with related program on employment
• Performs employment facilitation process such as the conduct of preliminary interview, job matching, referral and follow-up with employer.
• Deals with any problems and resolve them whether internal or external matters relating to the operation (i.e. operational or staff management).
• Encourage employers to submit to the PESO on a regular basis a list of job vacancies in their respective establishments in order to facilitate the
exchange of labor market information between job seekers and employers by providing employment information services to job seekers.
• Organize job fairs and other DOLE programs in the local level and recruitment assistance to employers.

The LABOR AND EMPLOYMENT OFFICER (JOSEFINA G. DAYRIT)), responsible for:

• Ensures that safe and friendly working practices are adopted by co-staff within the unit at all times.
• Develops action plans, budget proposals and do all reports and correspondences needed in the implementation of programs and services.
• Maintain a systematic process flow to ensure the effective and efficient running of the office and to avoid complaints from the clients.

• Encodes applicants data to PhilJob.net and NMRS System;
• Responsible and run errands in the submission/serving of reports and documents to DOLE and in various companies and agencies;
• Answers e-mail messages and monitors the veracity of the submitted documents of the companies;
• Assists applicants in answering questions and help walk-in applicants about labor market information and application procedures;
• Other related job that may be assigned and deemed necessary.
