A RESOLUTION REQUESTING THE OFFICE OF THE GOVERNOR HON. GWENDOLYN F. GARCIA TO ALLOCATE
FUNDS TO A PROPOSED FARM TO MARKET ROAD CONCREATING, LOCATED AT TAGAYTAY VITO, BARILI,
CEBU.
WHEREAS, DILG MC No. 2017-142 provides the guidelines in the formulation of a simplified Barangay Peace
and Order and Public Safety (BPOPS) Plan;
WHEREAS, DILG MC No. 2015-130 Roles and Functions of BPOC (Barangay Peace and Order Committee) which
hereby mandates to formulate a Barangay Peace and Order and Public Safety Plan which shall be incorporated
in the Barangay Development Plan;
WHEREAS, Public Safety was the main concern to protect the community from dangers threatening the
general welfare of the safety, such as accidents, disaster and crimes;
WHEREAS, Road and Vehicle Safety was the one ot the focus area of BPOPS Plan;
WHEREAS, Roads has greater impact to development and investments of the community that has a noble role
for a micro-intrepreneurship;
WHEREAS, there is a need of the Barangay to effectively carry out its formulated plan under BPOPS Plan to
augment its operation and finance its various projects;
NOW THEREFORE, in response to the said need, through the motion of Hon. Edwin T. Villarin and duly
seconded by Hon. Ruben M. Pono, it was;
RESOLVED and agreed to request the Office of the Governador of Honorable Governor Gwendolyn F. Garcia to
allocate funds for the formulated farm to market road concreating plan under BPOPS Plan of the Barangay.
RESOLVED FURTHER AND FINALLY to furnish a copy of this resolution to the Office of the Governor of the
Provincial Capitol, Cebu City.

RESOLUTION REQUESTING TO HON. VICE- GOVERNOR HILARIO P. DAVIDE III TO GRANT US FINANCIAL
ASSISTANCE FOR SOCIO-CULTURAL AND SPORTS ACTIVITIES WORTH FORTY THOUSAND PESOS ONLY
(40,000.00) TO BE UTILIZED THIS COMING ANNUAL FIESTA CELEBRATION IN HONOR OF PATRON SR. SAN
JOSE ON MAY 16 – 17, 2025 VITO, BARILI, CEBU;
WHEREAS, the member of Barangay Council wish to have a socio-cultural show and sports activity every night
during the novena in commemoration of the Barangay Fiesta in honor of our Patron “Snr. San Jose”.
WHEREAS, the member of Barangay Council agreed to formulate this resolution with hope to have a budget
allocation worth FORTY THOUSAND PESOS (Php 40,000.00) only for fund assistance to cover all the expenses
might incurred during the fiesta activities.
WHEREAS, the allocation of the said amount will surely go a long way to enliven the affair,
NOW THEREFORE, on mass motion and duly seconded by the same, be RESOLVED, AS IT IS HEREBY RESOLVED,
to ask cash assistance from the Office of the Vice-Governor Hon. Hilario P. Davide III in the amount of FORTY
THOUSAND PESOS (Php 40,000.00) only to serve the people.
RESOLVED FURTHER AND FINALLY, to furnish copies of this written resolution to Hon. Vice-Governor Hilario

WHEREAS, Section 384 of the Local Government Code of 1991 states that the Barangay, as the basic political
unit, “shall serve as the primary planning and implementing unit of government policies, plans, programs
projects and activities in the community”;
WHEREAS, the budget of the barangay is to be utilized in the implementation of the approved development
plan ( Article 405(e), IRR of LGC);
WHEREAS, Section 106 of the Local Government Code of 1991 states that “Each local government unit shall
have a comprehensive multi-sectoral development plan to be initiated by its development council and
approved by its Sanggunian”;
WHEREAS, the Barangay Development Council plays a pivotal role in the overall development and progress of
the barangay and is considered as the mother of all special bodies in the barangay being the umbrella
organization of all barangay-based institutions (BBIs); The Barangay Development Council is required to submit
a copy of its approved BDP and Annual Investment Program (AIP) to the local finance committee (Article 410,
IRR of LGC).
NOW THEREFORE, on motion of Hon. Alfonso T. Villarin Jr, the Chairman Committee on Infrastructure;
BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve the Barangay Development Plan providing the
Barangay Government with a roadmap to ensure strategic, systematic and coherent actions towards the
implementation of the development programs and projects for CY 2024-2026;
RESOLVED FURTHER, that copies of this resolution be furnished to the Hon. Pablo John D. Garcia IV, Municipal
Mayor of Barili, Cebu, the members of the Barangay and Municipal Development Councils, NGA`s concerned
and the local office of DILG.

RESOLUTION NO. 10

WHEREAS, the state condemns discrimination against woman in all its forms and pursues
by all appropriate means and without delay the policy of eliminating discrimination against
woman in keeping with the Convention on the Elimination of All Forms of Discrimination
Against Woman (CEDAW) and other international instruments consistent with Philippine law;
WHEREAS, Republic Act (RA) 9710, otherwise known as the Magna Carta of Woman, is a
comprehensive women’s human rights law that seeks to eliminate discrimination against
women by recognizing, protecting, fulfilling and promoting the rights of Filipino women,
especially those in the marginalized sectors. Section 12 D, Rule IV of the Rules and Regulations
Implementing the Magna Carta of Women provides for the establishment of a VAW desk in
every barangay to ensure that violence against woman cases are fully addressed in a gender-
responsive manner.
WHEREAS, Joint Memorandum Circular No. 2010-2 of the DILG, DSWD, DepED, DOH and
Phil. Commission on Women provide the guidelines and procedures for the above provision,
pursuant to Section 12 D.2 of the implementing Rules and Regulation of RA 9710.
4. Assist victims of VAW in securing barangay protection order (BPO) and access necessary
services;
5. Develop the barangay’s gender-responsive plan in addressing gender based violence,
including support services, capacity building and referral system;
6. Coordinate with and refer cases to government agencies, nongovernment organizations
(NGOS), institution, and other service providers as necessary.
7. Address other forms of abuse commited against women, especially senior citizens,
women with disabilities, and other marginalized groups;
8. Lead advocate on the elimination of VAW in the community; and
9. Perform other related functions as may be assigned.

WHEREAS, the Philippines has enacted Republic Act No. 10121, otherwise known as
the “Philippine Disaster Risk Reduction and Management Act of 2010” mandating thereof, the
creation of a Barangay Disaster Risk Reduction and Management Committee;
WHEREAS, there is a need to align the barangay with the thrust and programs of the
National Government of Disaster Management in order to mitigate the effects of disaster that
may arise in our area of responsibility as an effect of the climate change the world is
experiencing to date; and
WHEREAS, there is already a need to prepare the community in our barangay for any
fortuitous events brought about by disaster and calamities to prevent unnecessary loss of lives
and damage properties.
On joint motion of all members present, it is resolves the creation and activation of
Barangay Vito, Disaster Risk Reduction and Management Committee under the umbrella of the
Barangay Development Council, defining its functions and others purposes to wit;

promote physical education sports programs, league competitions and amateur sports,
including training for international competitions to foster discipline , teamwork and

WHEREAS, pursuant to Executive Order No. 457, amending E.O No. 63 and 64, the
National, Regional, Provincial, City/Municipality and Barangay Physical; Fitness and Sports
Development Councils (PFSDC), shall act as the nationwide organizational network to assist
the Philippine Sports Commission in the planning, information dissemination, and actual
implementation and monitoring of the National Policy and Program of “Sports for All”;
. Meet at least once a month to plan and formulate a blueprint for the short, medium
and long term for the sectoral sports based on the National Policy and Program of “Sports for
All” including a well-synchronized year round calendar of sports activities and competitions
culminating in a national ”Palarong Pambansa”;
. Conduct local “sports summits” in consultation with other public and private entities
concerned to identity and prioritize sports programs and activities in their respective areas of
concern and to monitor, review, and validate their program.
. Oversee and ensure the implementation of the physical fitness and sports program and
activities in their respective areas concern;
. Disseminate proper information on the national policy and program, including their
local programs to encourage the active participation of their constituents on physical fitness
and sports activities;
. Assist in the identification, recruitment, and training of gifted and talented athletes
from their areas to ensure a wide base for the selection of national athletes who will represent
the country in international sports competitors; submit a quarterly report to the Chairman of
the national PFSDC and furnish a copy of the same to the Philippine Sports Commission; and

Policy and Program.

women in nation building, and shall ensure the fundamental equality before the la of women and men;

(MCW) all government department, including their attached agencies, offices, bureaus, state universities and
colleges, government institution shall adopt gender mainstreaming as a strategy to promote women`s human
rights and eliminate gender discrimination in their systems, structures, policies, programs, processes and
procedures;
WHEREAS, Section 37-C of the Implementing Rules and Regulation (IRR) of the MWC provides for
the creation or sthrengthening or GAD Focal System or a similar GAD mechanism in LGU`s and other
instrumentalities of the government to catalyze and accelerate gender mainstreaming within the agency or
LGU;
WHEREAS; PCW-DILG-DBM-NEDA JMC 2013-01 sets the guidelines on the Localization of the
Magna Carta of Women;
WHEREAS; There a need to Institutionalize and organize the GAD Focal Point and define its
function and responsibilities.
NOW THEREFORE, I, BABY ALFONSO T. VILLARIN JR, Punong Barangay of Vito, Barili, Cebu by
virtue of the power vested upon me by the law, do hereby order the following;

SECTION 3. PUNONG BARANGAY RESPONSIBILITIES. The Punong Barangay shall:
1. Issue policies and/ or directives that support gender mainstreaming in the policies, plans, PPAs and services
of the barangay as will as in its budget, systems,processes and procedures of the barangay, including the
creation, strengthening, modification or reconstitution of the GFPS; and
2. Ensure the implementation of the GPB and approve GAD AR and other GAD related reports of the barangay
as maybe required by the MCW-IRR and this JMC, duly endorsed by the GFPS.
SECTION 4. GFPS COMMITTEE. The members of the Gender and Development Focal Point System
(GFPS) Executive Committee shall have the following general duties and functions; to wit
1. Provide policy advice to the Punong Barangay to support and strengthen the GFPS and the LGU`s gender
mainstreaming efforts;
2. Direct the identification of GAD strategies, PPA`s and target based on the results of gender analysis and
gender assessment, taking into account the identified priorities of the barangay and the gender issues and
concerns faced by the LGUs constituents and employees;
3. Ensure the timely submission of the barangay GPB, GAD AR and other GAD-related reports to the DILG
which shall be consolidated for submission to PCW and appropriate oversight agencies;
4. Ensure the effective and efficient implementation of the GAD PPAs and the judicious utilization of the GAD
budget.
5. Build and strengthen the partnership of the barangay with concerned stakeholders such as women`s groups
or CSOs, national government agencies, GAD experts and advocates, among others in pursuit of gender
mainstreaming ; and
6. Recommend awards and/ or incentives to recognize outstanding GAD PPAs or individuals who have made
exemplary contributions to GAD.
SECTION 6. GFPS SECRETARIAT: The Gender and Development Focal Point System (GFPS) Secretariat, shall;
1. Assist the GFPS in the performance of their roles and responsibilities
2. Take the lead in the preparation of the meeting agenda; and
3. Ensure the documentation of GFPS meeting and GAD related activities.
SECTION 7. EFFECTIVITY. This order shall take effect immediately.

Management Act of 2012 was signed into law on MAY 27, 2010 which repeals/amends Presidential
Decree No. 1566 and all other pertinent laws, decrees, executive orders, proclamations, and
issuances;
WHEREAS, Section 12 of RA 10121 states that there shall be establish an LDRRMO in every Province, City,
Municipality, and the Barangay Disaster Risk Reduction and Management Committee (BRDDMC) in every
barangay which shall be responsible for setting the Direction, Development, Implementation and
Coordination of Disaster Risk Management Program within their territorial jurisdiction;
NOW THEREFORE, I Baby Alfonso T. Villarin Jr, Punong Barangay of VITO, BARILI, CEBU, by
virtue of the powers vested in me by law, do hereby order the following;
Section 1. Creation and Composition. The Barangay Disaster Risk Reduction and
Management Committee (BDRRMC) of Barangay VITO, BARILI, CEBU is hereby created and shall be a
regular Committee of the existing Barangay Development Council and shall be subject thereto. The
BDRRMC shall be composed of the following;
Section 2. Functions of the BDRRMC. The Barangay Disaster risk Reduction and
Management Committee (BDRRMC)
Shall perform the following functions with impartiality given the emerging challenges brought by
disaster of our times:
1) Set the direction, development, implementation and coordination of disaster risk management
programs within their territorial jurisdiction;
2) Design , Program, and Coordinate Disaster Risk Reduction and Management
Activities consistent with the national council’s standard and guidelines;
3) Facilitate and Support Risk assessments and contingency planning activities at the local
level;
4) Consolidate Local disaster Risk information which includes natural Hazards, Vulnerabilities and
Climate Change Risk and maintain a local Risk Map;
5) Organize and Conduct training, Orientation, and Knowledge Management Activities
on Disaster Risk Reduction and Management at the local level;
6) Operate a multi-hazard early warning, linked to Disaster Risk Reduction to provide accurate
and timely advice to National or Local Emergency response organizations and to the general
public, through diverse mass media, particularly radio, landslide communications ,
and technologies for communication within rural communities;
7) Formulate and implement a comprehensive and- integrated BDRRMP in accordance with the
National, Regional, and provincial framework , and policies on Disaster risk reduction in close
coordination with the Barangay Development Council (BDC);
8) Prepare and Submit to the Local Sanggunian through the BDC the annual BDRRM Plan and
Budget, the proposed programming of the LDRRMF, other dedicated Disaster Risk Reduction
Management Resources, and other regular funding source/s and budgetary support of the
BDRRMC;
9) Conduct continuous disaster monitoring and mobilize instrumentalities and entities of the
Barangay, CSO’s, private groups and organize volunteers, to utilize their facilities
and resources for the protection and prevention of life and properties during
emergencies in accordance with existing policies and procedures;
10)Identify, Assess , and manage the Hazards vulnerabilities and Risk that may occur in their
locality;
11)Disseminate information and raise public awareness about those hazards, vulnerabilities and
risk. Their nature, effects, early warning signs and counter-measures;
12)Identify and Implement cost-effect Risk Reduction measures/ strategies;
13)Maintain a data base of Human Resources, Equipments, Directories, and Location of Critical
infrastructures and their capabilities such as Hospitals and Evacuation Centers;
14)Develop, strengthen and operationalize mechanisms for partnership or networking with the
private sector, CSOs, and volunteer groups;
15)Take all necessary steps on a continuing basis to maintain, provided, or arrange the provision
of, or to otherwise make available, suitably-trained and competent personnel for effective civil
defense and Disaster Risk Reduction and Management in its Area;
16)Organize, Train, Equip and Supervise the local emergency response teams, ensuring that
humanitarian aid workers are equipped with basic skills mothers to breastfeed;
17)Respond to and manage the adverse effects of emergencies and carry out recovery activities
in the affected area, ensuring that there is an efficient mechanisms for immediate delivery of
food, shelter and medical supplies for women and children, endeavor to create a special place
where internally-displaced mothers can find help with breastfeeding, feed and care for their
babies and give support to each other;
18)Within its area, Promote and raise public awareness of and compliance with RA 10121 and
Legislative provisions relevant to the purpose of this Act;
19)Serve as the secretariat and execute arm of the BDC on disaster risk reduction
and Management;
20)Coordinate other Disaster Risk Reduction and Management Activities;
21)Establish linkage/network with other LGUs for disaster Risk Reduction and
Emergency Response purposes;
22)Recommended though the BDC the enactment of local ordinance consistent with
the requirements of this Act;
23)Implement policies. Approved plans and programs of the BDRRMC consistent with
the policies and guidelines laid down in RA 10121;
24)Establish a Barangay Disaster Risk Reduction and Management operations Center;
25)Prepared and Submit, through the BDC the report on the utilization of the LDRRMF and other
dedicated Disaster Risk Reduction and Management resources to the local Commission on
Audit (COA), copy furnish the Regional Director of the Local Government Operation Officer of
the DILG, and
26)Act on other matters that may be authorized by the BDC.
Section 3. Local Disaster Risk Reduction and Management Fund. The presently Calamity Fund
shall henceforth be known as the Local Disaster risk reduction and Management Fund
(LDRRMF). Its utilization shall be subject to the guidelines set forth in the Act and other existing
issuances.
Section 4. Meetings and Quorum.
1) The Committee shall convene once every Three (3) months or as necessary.
2) A majority of the members of the committee shall constitute a quorum.
Section 5. Repealing Clause. All prior issuances inconsistent are deemed repealed and/or
superseded by this order.
Section 6. Effectivity. This order shall take effects immediately

A RESOLUTON ADOPTING THE MUNICIPAL ORDINANCE NO. 04-2021, AN ORDINANCE CLEARING ALL ROADS
AND OTHER THOROUGHFARES WITHIN THE TERRITORIAL JURISDICTION OF THE MUNICIPALITY OF BARILI OR
ILLEGAL STRUCTURES/CONSTRUCTIONS/ AND OBSTRUCTIONS
WHEREAS, Section 17(a) of The Local Government Code of 1991 mandates local government units to exercise
powers and discharge functions and responsibilities as are necessary, appropriate, or incidental to the efficient
and effective provision in infrastructure facilities including local roads and bridges;
WHEREAS, Section 447 (a) 5-VI) and 458(a)(5-VI) of the aforementioned Code likewise mandate the
Sangguniang Bayan and Sangguniang Panlungsod respectively to approve ordinances regulating traffic on all
streets and bridges, prohibiting welfare, authorizing the removal of encroachments and illegal constructions in
public places;
WHEREAS, the Municipality of Barili enacted an Ordinace No. o4-2021 dated February 8, 2021 entitled “An
Ordinance Clearing All Roads And Other Thoroughfares Within The Territorial Jurisdiction Of The Municipality
Of Barili Or Illegal Structures/Constructions/ And Obstructions;
WHEREAS, DILG Memorandum Circular No. 2024-053 entitled “Nationwide Implementation Of Barangay
Road Clearing Operations, Assessment, Validation, and Recognition Under the Bagong Pilipinas Program
mandates the barangay to enact an ordinance/ issue Executive Order or Resolution related to the Barangay
Road Clearing Operation Implementation;
NOW THEREFORE, on motion of Sangguniang Barangay Members Edwin T. Villarin, duly seconded by
Sangguniang Barangay Member Alesonden S. Acruz,
BE IT RESOLVED, by the Sangguniang Barangay of Barangay Vito, Municipality of Barili, Cebu in session
duly assembled, as it is hereby resolved to approve and adopt the Municipal Ordinance No. 04-2021 entitled
“An Ordinance Clearing All Roads And Other Thoroughfares Within The Territorial Jurisdiction Of The

WHEREAS, the Constitution mandates that the government shall promote the quality of life of the
people. Towards this end, Section 16 of the Local Government Code of 199 provides that local government
units shall pursue undertaking to improve public morals and maintain peace and order, among other equally
significant concerns;
WHEREAS, reports of existence of several drug laboratories and increase in the use of illegal drugs have
significantly contributed to the rise in criminality which necessitate a more aggressive and unified stance
against illegal drugs to help ensure community peace and harmony;
WHEREAS, in order to facilitate all program and activities against illegal drugs in the municipal level, a
focal person should be designated;
NOW, THEREFORE, I, BABY ALFONSO T. VILLARIN JR, by virtue of the powers vested in me as the
Punong Barangay of the Barangay Vito, do hereby designate the Barangay Anti-Drug Abuse Council (BADAC)
focal person and stipulate the duties and responsibilities thereof;
Section 1. The Barangay Anti-Drug Abuse Council Person shall be Alesonden S. Acruz herein referred as
BADAC focal person.
Section 2. The BADAC focal person shall have the following functions:
1. Strategize and implement programs and projects on drug prevention in their municipality;
2. Coordinate and collaborate with other institutions implementing programs and projects on
drug abuse at the barangay level;
3. Submit quarterly report to the Cebu Provincial Anti-Drug Abuse Commission (CPADAC) thru
the DILG Municipal Field Office;
4. Help facilitate the preparation and distribution of information materials in collaboration with
the school, neighborhood association, tec;
5. Initiate the conduct of neighborhood activities to prevent drug addiction in their area of
operation especially among children and youth; and
6. Perform other related functions.
Section 3. This order shall take effect immediately.

“RESOLUTION APPROVING AND CONCURING THE BARANGAY GENDER AND DEVELOPMENT (GAD) AND
BUDGET FOR THE CY 2025 AMOUNTING (PHP )”.
WHEREAS, The GAD Focal Point System presented and submitted the CY-2025 Gender an Development
(GAD) Plan and Budget for review and concurrence by this august body,
WHEREAS, The budget of this Barangay GAD PLAN is included in the approved Annual Budget for CY-2025
under Appropriation Ordinance No. 01-2025 under Sangguniang Pambarangay Resolution No. 12-2025,
WHEREAS, included in the said Barangay GAD Plan and Budget were lined activities that will promote
gender sentivity, gender equality and rights of women and children under RA 9262 RA 9710 and other GAD
laws.
WHEREAS, this body, after careful review and deliberations, found the contents of this GAD Plan and Budget
IN ORDER, thereby interposting no objection for its implementation,
NOW THEREFORE, RESOLVED as it is hereby RESOLVED to approve and concur, the projects/activities
incorporated under the Gender and Development (GAD Plan and Budget for CY-2026;
RESOLVED, finally to furnish a copy of this resolution to the agencies/offices concerned for their information
and guidance.

WHEREAS, Article 359 and 360 of the Civil Code of the Philippines provides that the Comprehensive
Guidelines for the Establishment, Strengthening, and Monitoring of the Local Council for the Protection of
Children (LCPC) at all levels and for other purposes;
WHEREAS, DILG Memorandum Circular 2021-039 dated April 7,2021 provides the Comprehensive guidelines
for the establishment, Strengthening and Monitoring of the Local Council for the Protection of Children
(LCPC) at all levels and for other purpose;
WHEREAS, DILG MC 2021-039 states the guidelines for the selection of the Child Representative as follows:
NOW, THEREFORE, I, BABY ALFONSO T. VILLARIN JR, Punong Barangay of Barangay Vito, Barili, Cebu by
virtue of the power vested upon me by the law, do hereby order the appointed of the Child Representative
of the Barangay Council for the Protection of Children (BCPC) of Barangay Vito to wit.
The aboved mentioned child representative shall serve as the designations of the children and sector in the
Barangay Council for the Protection of Children (BCPC).
EFFECTIVITY
This Executive Order shall take effect immediately upon the approval
