Duties
- Identify vulnerable groups or individuals who may need special attention or special arrangements and
make recommendations on the needs of different groups of refugees.
- Assess protection and assistance needs of refugees and asylum-seekers in the region and monitor
implementation of refugee assistance programmes.
- In co-ordination with implementing partners, handle the reception, registration and provision of assistance
to persons of concern to UNHCR.
- Provide inputs for project submissions and periodic narrative and financial reports for the annual
programme.
- Develop and maintain relations with local authorities ensuring smooth negotiations in all aspects of
UNHCR's mandate for the benefit of refugees.
- Monitor the security situation in the area and intervene as appropriate with the local authorities.
- Submit recommendation for protection interventions to the designated officer.
- Negotiate with local authority counterparts, partners and populations of concern.
- Approve expenditures within the DOAP.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in
the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks,
issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.
Minimum Qualifications
Education & Professional Work Experience
Years of Experience / Degree Level
For P2/NOB - 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with
Graduate degree; or 1 year relevant experience with Doctorate degree
Field(s) of Education
Law, Political Sciences or other relevant field.

Operational context
Health hazards in the duty station include road crashes, work overload, natural disasters, mental health
problems, substance use and abuse, heart disease, metabolic disease (diabetes), vector-borne disease,
water and food-borne disease, SGBV, other infectious diseases and environmental hazards. Throughout
the year, there are prevalent risks of malaria and dengue necessitating recommended vaccinations against
Japanese Encephalitis and Diphtheria.
The General Threat Assessment in Cox’s Bazar is level 3 moderate. Given the current situation in the area,
All UN official movements should be completed during daytime hours (Sunrise to sunset). All personnel
should return to their homes before 2300 hours. Crowded local markets should be avoided. Security
Clearance is required and can be requested via TRIP at https://dss.un.org. Requests for clearance should
be submitted 7 days prior to travel.
Nature of Position:
The Rohingya Refugee Response in Cox Bazaar- Bangladesh, now in its eighth year, continues to be a
protracted situation. The need for continued shift to sustainable and solutions-oriented approaches and
interventions is very key. As of 31 January 2025, slightly over 1 million Rohingya refugees were living in 33
extremely congested camps in the Cox’s Bazar District of Chittagong Division. 44% of this population are
adults of working age, 52% children and 4% older persons. 51% of the population are female.
The security situation in the camps has continued to deteriorate, coupled with downward trend in
humanitarian funding and limited opportunities for livelihoods and economic opportunities. A Multi-Sectoral
Needs Assessment study in 2023 showed that 83% of the refugee population fully rely on humanitarian
assistance.
With the escalation of the conflict in Northern Rakhine State, the operation in Bangladesh has experienced
the spill overs in the camps in Cox’s Bazar. UNHCR and partners have been recording a significant
increase in security incidents in the camps, including homicides and abductions. UNHCR has also seen an
emerging trend of organized groups recruiting refugees to engage them in the armed conflict in Myanmar.
The scale and intensity of the recruitment activities increased drastically in 2024. This heightened risks for
refugees, refugee volunteers (the backbone of the humanitarian response) and humanitarian workers. The
operational context was further complicated with the political unrest in August 2024, which resulted in the
resignation of the former Prime Minister and the establishment of an interim government.
The response is combined effort of many agencies with a mixed interagency coordination model. The
Associate Field Officer will be part of a larger team in the Field and Site Management Unit (FSMU). She/He
will work closely with the other UNHCR units, partners and Government officials, to coordinate smooth
implementation of response priorities in the camps. The incumbent will lead and guide teams on

implementation of unit priorities related to CRIs/NFI and cooking fuel assistance, disaster risk management,
watershed management, meaningful community engagement and Camp Coordination and Management.
She/he will support needs assessment, analysis, and monitoring of CCCM activities and security situations,
which are required to maintain up-to-date contingency preparedness and the ability of UNHCR to respond
to urgent needs. The incumbent is expected to regularly monitor, support, and guide partners, reviewing
reports and supporting partners in advocacy and negotiations with the authorities when needed would be
required. S/he will be required to represent UNHCR in various interagency coordination forums and will be
working closely with Government camp administration officials, in charge of camps, as well as with relevant
representatives of the Refugee Repatriation and Relief Commissioner (RRRC), project partners (IPs and
OPs), refugee and host community.
The incumbent will be managing teams and will be coordinating and guiding multifunctional teams, and
national and international partners. Noting that the operation has entered its eighth year, continuous review
and streamlining of the overall response and coordination mechanisms, as well as prioritization and
rationalization.
Cox's Bazar is a beach city located in the southeastern corner of Bangladesh about 298 kilometres from
Dhaka, the capital city. Educational resources are limited, and international schools spanning primary to
secondary levels are exclusively located in Dhaka. Health services are somewhat also limited in Cox's
Bazar, with more reliable facilities accessible in Dhaka. As a prominent tourist destination in Bangladesh,
Cox's Bazar draws visitors due to its scenic location at the Bay of Bengal and its expansive beach
stretching over 120km to the tip of the peninsula, with several hotels and restaurants.
The climate of Cox’s Bazar is mostly tropical monsoon: high temperatures, heavy rainfall, and generally
excessive humidity, with distinct seasonal variations. The annual average temperature in Cox's Bazar is a
maximum of 34.1 °C (92.2 °F) and a minimum of 22.0 °C (71.6 °F). Flights connecting Cox's Bazar to Dhaka
operate daily. Flight from Dhaka to Cox’s Bazar takes one hour. The main airlines serving the airport are
Biman Bangladesh Airlines, US-Bangla Airlines, Novoair and Air Astra. In addition, Banking facilities and
ATM machines are available in Cox's Bazar.
The workweek is from Sunday to Thursday and working hours are from 8:00 to 17:00hrs with one hour
lunch break.
