Job Description: Program Manager

Job Purpose:
Typically has 10 years of IT work experience, including five (5) or more years managing projects in multiple
technology and business functions and three (3) years of leadership experience.

About the Candidate:

Qualifications
Education - A bachelor’s or master’s degree from an accredited college or university in Computer Science,
Information Systems, or other related fields is required. Relevant experience may be substituted for education on
a year-for-year basis when applicable.

Required Experience
This position requires the following experience and/or knowledge:

1. Project Management Professional (PMP®) Certification.

2. Five (5) or more years managing successful, large-scale projects that include multiple diverse teams.
3. Seven (7) or more years utilizing project software such as Microsoft Project, Planisware, Sciforma,
Primavera, Jira, etc., to track and maintain complex projects.

 4. Five (5) or more years developing and maintaining detailed project plans and schedules based on
work breakdown structures.
5. Five (5) or more years of experience with PMO methodologies and documentation, meeting facilitation
and documentation, creating and presenting internal and external status reports, and risk and issue
management.
6. Experience with completing project deliverables within the scope, schedule, costs, and quality
constraints.
7. Ability to coordinate numerous project teams and effectively conduct the initiative to meet overall
Objectives.
8. Ability to provide effective communication and collaborative skills.
9. Experience creating presentations and presenting to stakeholders.
10. Experience providing excellent leadership and negotiation skills

Preferred Experience

• Certification in Agile or Scrum-based Project Management.

• IT Infrastructure Library (ITIL) Service Management Foundations Certified.
• Experience managing projects with a large, distributed user base.
• Experience developing and managing schedules for multiple projects.
• Experience managing waterfall projects.
• Experience with state government projects.
• Experience managing and reporting projects in compliance with Rule 60GG-1, F.A.C.
• Experience working with technical programming teams.
• Ability to demonstrate a professional can-do attitude with the initiative to solve complex problems.
• Strong communication skills to effectively communicate with diverse stakeholders.
• Skills in facilitation and team building.
• Knowledge of IT standards in a criminal justice environment.
• Knowledge in other IT areas such as programming, data analytics, etc.
• A team player attitude with a high-energy level and diligent work ethic.
• Ability to meet or exceed deadlines, thrive in a fast-paced environment, and organize and prioritize
activities.

Primary Job duties and tasks

• Develop and manage resource-loaded and leveled projects.

• Maintain project metrics in accordance with established standards.
• Maintain performance metrics.
• Maintain highly complex or enterprise-wide program schedules consisting of multiple projects within the
Project Management Office (PMO).
• Serve as a project schedule liaison with project managers.
• Provide progress updates regarding project schedule due dates to the PMO Bureau Chief.
• Manage project spend plans.
• Manage resource project schedules for associated projects of the PMO.
• Maintain all project artifacts in accordance with PMO standards and other documentation as necessary to
ensure compliance with Chapter 60GG-1, Florida Administrative Code (F.A.C.).
• Assist in business requirement gathering sessions for Joint Application Development (JADs).
• Work closely with customers, stakeholders, and IT software developers to document business requirements.
• Coordinate and develop As-Is, To-Be, and other required business analysis documentation.
• Recommend and develop the implementation of business process improvement.
• Follow a set of standard practices that ensure the integrity and quality of project artifacts.
• Manage expectations of diverse stakeholders and provide regular briefings to the PMO Bureau Chief.

• Assist in the development of Software Development Life Cycle (SDLC) templates.
• Work independently as part of a larger cross-functional team.
