MINUTES OF THE SPECIAL MEETING OF THE LOCAL YOUTH DEVELOPMENT COUNCIL HELD ON
OCTOBER 29, 2022, 10: 00 AM AT SANGGUNIANG BAYAN HALL, CABUGAO, ILOCOS SUR

I. CALL TO ORDER
The meeting was officially called to order at 10:30 AM by Mr. Kevin Somera, LYDO Designate.

II. INVOCATION
“Lord, we are gathered today to conduct matters of business. Guide our hearts and our minds in the spirit
of fairness, right thought and speech. Impact your supreme wisdom upon us, so that our affairs may reach
successful conclusion. Thank you for being our source of guidance today. Amen.”

III. ROLL CALL

The roll call of Local Youth Development Council members that were present in the special meeting
was performed by ________________________. There were nine (9) LYDC members including the LYDC
Chairperson.

IV. CALENDAR OF BUSINESS

The motion to open the agenda listed below was moved by Mr. Calvin Kenneth Lopez (Cabugao
Volunteers Club);
 Local Youth Development

BAYAN NG CABUGAO
1. Amendment of the composition of Local Youth Development Council;
2. Paarticipation of the PPSK-Cabugao Activities for the last quarter of the year;
3. Other Matters
Seconded by Mr. Harlie Cruz (Asosasyon ng Basketbolista ng Cabugao) with no objections and was
approved.
AMENDMENT OF THE COMPOSITION OF LOCAL YOUTH DEVELOPMENT COUNCIL

 As per PPSK Resolution No. 1, s. 2022, states that the President and Vice-President of the
federation shall be the core members as the Chairman and Vice-Chair respectively of the Local
Youth Development Council (LYDC).
 However, Hon. Marc Russel Morales filed his resignation as the President of the federation
revoke his Chairmanship to the Local Youth Development Council (LYDC).
 Through the Rule of Succession, Hon. Hazel Jularbal having been elected as the Vice President of
the federation takes over the presidency and ratify her Chairmanship to the Local Youth
Development (LYDC).
 As Hon. Hazel Jularbal takes over the Chairmanship, the Vice-Chairmanship becomes vacant as
of the moment.
PARTICIPATION OF THE PPSK-CABUGAO ACTIVITIES FOR THE LAST QUARTER OF THE YEAR

 Cabugao Basketball Boot Camp - youth are focused on Barangay Sports activities without
including holistic approach of promoting and enhancing a fit and healthy lifestyle of them. The
target is to conduct a Training in each barangay through a three-way development from the
coaches, players and officiating officials.
 Lantern Making Contest- a clustered contest creating a masterpiece through the use of
indigenous and recycled materials. This encourages different organizations to participate in their
respective barangays.
OTHER MATTERS

 For new registrants at Youth Online Registration Program, the Local Youth Development Office
will assist the registrant for the necessary documents and requirements.

V. ADJOURNMENT
It was agreed upon by all that the schedule for the next meeting will be on November 19, 2022. There
being no other further matters to discuss before the council, the meeting was adjourned by Ms. Lyka
Aguilar (LAKASA) and seconded by the body at exactly 12:10 Noontime.

Program;

Seconded by Ms. Nialyn Tabugader (Samahan ng Balebolista) with no objections and was approved.
PARTICIPATION ON THE PPSK-CABUGAO’S CELEBRATION OF BIDA “BUHAY AY INGATAN, DROGA’Y
AYAWAN” PROGRAM

 The PPSK- Cabugao will be conducting a simultaneous celebration of BIDA Program, which they
will conduct Coastal Clean-up and Zumba t Barangay Salapasap in the morning, and Poster
Making Contest at Cabugao Farmers Hall in the afternoon. The organization is inviting the LYDC
to participate and encourage their mebers in the national campaign against substance abuse.
This will be held on November 26, 2022.

OTHER MATTERS

 For new registrants at Youth Online Registration Program, the Local Youth Development Office
will assist the registrant for the necessary documents and requirements.
 Inviting everyone for the opening of the Cabugao Basketball Boot Camp on December 1 at 8:00
am, and Lantern Parade same day at 5:00 PM respectively.

V. ADJOURNMENT
It was agreed upon by all that the schedule for the next meeting will be on November 19, 2022. There
being no other further matters to discuss before the council, the meeting was adjourned by Ms.
Femalyn Dela Cruz (IP’s Group) and seconded by the body at exactly 6:00 PM.
