Job Description
JOB SUMMARY

The Programme Operations Manager has overall responsibility for providing leadership which
produces effective delivery and development of programmes in his/her area of operations. The
POM is responsible for the efficient management of all area office resources and leads the
representation of Save the Children with regional level authorities, INGOs, NNGOs and visitors.
His/her management of programme implementation and operations will ensure the area office is
in accordance with Save the Childrens policies and practices, Vision, Mission and Values.

S/he will assist in the design and implementation of a coherent Programme Operations strategy
that is consistent with agency practices and appropriate to program needs.
In close coordination with SMT and the Programme Operations Director, the position holder will
participate in program proposal process, liaise with donors, develop funding plans and proposals,
and ensure that all programs progress in accordance with grant agreements, are completed within
time and on budget

The Programme Operations Manager will line manage budget holders and staff for individual
projects and grants. S/he will also be in charge of managing programmes and budgets which are
implemented through a decentralised system of area hubs in Health, HIV/AIDS, Nutrition,
Education, Child Protection, Water Sanitation and Hygiene (WASH), Food Security and
Livelihoods and related areas.





Job Requirements
QUALIFICATIONS/ EXPERIENCE/ BEHAVIOR/SKILLS
Bachelor in development or other social sciences, Masters degree preferred
Recommended a minimum of 5 years management experience in a humanitarian and
development environment, including significant field operations experience running both
emergency and development programs
Robust experience of NGO emergency program cycle management, and with experience
of working within a complex and matrix organisation structure
A very good understanding of at least 3 of the sectoral programs and a working
knowledge of the program priorities of the Country Office
Significant knowledge of international humanitarian and development systems,
institutions and donors, and of procedures, accountability frameworks and best practices
in emergency management
Substantial experience and knowledge of effective financial and budgetary control and
securing and managing grants from major institutional donors
Solid project management skills related to organisational development projects and
international, cross-functional teams with a proven history of delivering results
Ability to analyze information, evaluate options and to think and plan strategically
An in-depth understanding of national and international development issues in
particular in relation to children
Previous experience of managing and developing a team and the ability to lead,
motivate and develop others
Excellent interpersonal, communication and presentation skills
Fluency in written and spoken English, knowledge of local language and context of the
region.
Ability and willingness to change work practices and hours, and work with incoming
teams in the event of major emergencies
Ability and willingness to live and work in harsh and difficult physical conditions in an
area of potential insecurity
Commitment to and understanding of Save the Childrens aims, values and
principles including rights-based approaches.
