Improving Roadside
Lighting Fixtures in
Lower Balulang

INTRODUCTION:
Insufficient street lighting in barangays can lead to discomfort, accidents, and
increased crime rates. Adequate street lighting is a vital component of safety in both rural
and urban communities. Inadequate lighting makes it challenging for drivers to identify
road hazards, read road signs, notice pedestrians and bicyclists, and can exacerbate
driving risks. Streetlights should be strategically placed to enhance safety. It is important
to underscore that streetlights play a more significant role in preventing accidents than
commonly perceived, and this proposal aims to address this crucial safety issue,
particularly in select areas within Barangay Balulang.

In the hillside region of Ilaya, Balulang, a significant number of accidents have been
documented due to poor night visibility. While a street light has been installed relatively
recently, the issue lies in the considerable distance between the light fixtures, creating
substantial dark areas. Moreover, less than a hundred meters away from Villa Verde to
Adelaida Park Residence, there exists a long stretch of road devoid of any street lighting.
Despite reports from one of the Barangay Peacekeeping Action Teams (BPAT) members
indicating a lack of accidents or crimes in this area, it remains prudent to remain cautious
of potential hidden dangers.

Furthermore, along the road after the Balulang-Macasandig Bridge leading to


intersections within Mangahan, there's an approximately half-kilometer stretch without
any illumination. This route serves as a passage for people traveling from Mangahan to a
popular evening destination, the Night Market, as well as for vehicles and motorcycles.
According to BPAT reports, incidents such as an assault involving a bystander, who
happened to be a Grab driver, being attacked with a bat by individuals associated with a
group known as "bugoy," and similar occurrences have transpired in this area. Notably, a
shooting incident occurred in early March 2023, serving as a stark reminder of the
security risks associated with this poorly lit stretch of road.

The incidents of crimes and accidents mentioned here are just a selection from the
numerous incidents that occur within the Balulang area. It is abundantly clear that
expediting the implementation of this project is not only the right decision but a necessity.
The safety and well-being of the people in this community are at stake, and it is
imperative that we act swiftly to ensure their safety and comfort.
OBJECTIVES:
This project aims to:

Enhance Safety: Improve night visibility to enhance safety, reducing accidents and
crimes in Barangay Balulang.

Prevent Accidents: Reduce accidents caused by poor nighttime visibility for drivers
and pedestrians.

Improve Security: Enhance security by making well-lit areas less appealing for
criminal activities.

SCOPE:
The proposal primarily addresses the enhancement of street lighting infrastructure in key
road areas within Barangay Balulang. Specifically, the project will encompass the
following locations:

Balulang-Macasandig Bridge to Intersection of Mangahan: This includes the road


segment following the Balulang-Macasandig Bridge up to the intersection of
Mangahan, where incidents of crime have been reported.

Hillside in Ilaya - Lower Ilaya to Xavier Ville: The hillside area where street lighting is
insufficient and has history of crime and accidents.

Road after Villa Verde: This section covers the road connecting Villa Verde to
Adelaida Residence Park which currently lacks adequate street lighting and poses
safety concerns.
