FEASIBILITY STUDY

Executive Summary

This study aimed to enhance the efficiency and effectiveness of the current

process and operations through the use of information technology. The purpose of this

study is to develop a strategic plan that outlines the objectives and goals for

implementing information systems in Barangay San Lucas.

The findings of the study highlight the importance of digitalization in improving

the delivery, data management, and decision-making process within the barangays. The

study emphasizes the need for proper infrastructure, training, and support to

successfully implement a Barangay Information System.

Based on the findings, the recommendations include investing in technology

infrastructure, providing training and seminars for barangay officials, especially to

secretary and treasurer as well as the staff, barangay councils, establishing data privacy

and security measures, fostering collaboration with stakeholders to ensure the successful

implementation of the Barangay Information System. These are some of the

recommendations to their organization to have a modernized and accessible to its

community.

Introduction

The Barangay Information System Strategic Plan is rooted in the rapid growth of

technology and its significant role in the ongoing development of all sectors, including

local governance. Recognizing the transformative potential of Information System (IS),

Barangay San Lucas Municipality of Calabanga Camarines Sur aims to develop a

comprehensive strategic plan that aligns with the community’s unique context and

aspirations. The adoption of an Information System is underpinned by a commitment to

enhancing the delivery of public services, optimizing resource management, and

ensuring that decision-making processes are informed by accurate and timely

information.

Objectives of the Study

The primary objective of this study is to modernize administrative processes and

establish a framework that fosters a more responsive, transparent, and accountable local

governance system. This strategic plan aims to give good services that are offered by

the barangay. It empowers the administrator with access to information systems and

creates a more inclusive environment where technology serves as an equalizer. It seeks

to build a shared vision of the role of technology in governance, fostering a sense of

ownership and commitment that transcends the implementation phase.

Scope

The scope of this study focuses on addressing the challenges faced by the

barangay secretary as well as the residents. The primary objective of this study is to

enhance and optimize the overall productivity and effectiveness of the barangay by

streamlining processes and improving service delivery to residents. In this there are

certain aspects, such as software development, coding, and programming that are not

within the scope of this study. While the focus is on the process of improvement and

service enhancement, effectivity, and effectiveness within the barangay to better serve

the community.

Current System Analysis

Strengths

In previous administrations, they used a database system known as the

Barangay Information System which they used since 2013 under the former

ex-captain who implemented the BIS, and continued it by the current barangay

captain. Aside from using the Barangay Information System they also have

another keeping method which is Wall shelves/Cabinet Files to store some

important documents used for duplicate copies of documents. In managing

documents such as Barangay Certificates, Indigency, and etc. There's only one

authorized person who can access and manage it and that is the Secretary of the

Barangay. The Barangay always makes sure that personnel or the barangay

council knows in terms of computer work.

Weaknesses

The current process of barangay is that they can’t use the existing

barangay information system since it was an outdated system which is the last

update from the previous administration containing some information details

such as names of barangay kagawad, barangay secretary, and treasurer.

Therefore, they just rely on this system to track the residents' information details

who currently exist in the system but some information of residents is inaccurate

and incomplete due to outdated information . The Barangay Secretary will just

use the data of the residents to serve as a guide to produce documents

requested by residents, they manually prepare and store the documents in the

local hard disk of the computer which can result in a lot of time.

Opportunities

The Barangay San Lucas continuously improves their current process to

give a fast and good service to the residents of the barangay San Lucas. Using

Barangay Information Systems helps them to fasten the services that they give

to the residents. By enhancing the knowledge of personnel of the barangay they

also have training and seminars for employees that they need to attend to gain

more knowledge and strengthen their skills.

Threats

The organization can faced a possible threats in their keeping method

which is they have two types; (1) Computer Hard Disk drive, all of the soft copies

documents locally stored in this drive possible threats that may encounter in this

keeping method is possibly all of data and files can be deleted with this following

threats such as hardware failure or theft, computer malware and viruses that can

be a risk factor of data loss. (2) Wall shelves/Cabinet file, these keeping methods

used to store the hard copies of documents of barangay for duplication of data,

ensure that only barangay council members have authorized access to the

important documents of barangay. This method can take up some amount of

space, and the quantity of paper may increase day by day. Additionally, they

can’t retrieve all of this document once natural disasters occur such as burning

buildings, typhoons, and other calamities that can destroy the documents of

barangay.

Proposed Information System

In this section, our proposed plan is the Barangay Information System Strategic

Plan; it aims to enhance the efficiency and effectiveness of their current process. ISSP

helps to cater to all the needs of the barangay especially, Upgrading the new BIS this

Information Systems Strategic Plan serves as their guide since they are planning to have

a new modernized BIS that can easily be understood and used. It was beneficial for

them because they are planning to upgrade their old BIS which is currently no longer in

use. These are the following features that would be included in the upgrading barangay

information systems such as retrieval of resident records, storing some essential

information(names, addresses, contact details etc.)

Monitoring financial transactions. This feature enables it to track the

revenue collection gathered in issuance of barangay documents, generate

financial reports of expenses, transactions and budget allocations.

Service Request Handling. This feature enables residents to submit

service requests online, without visiting the physical office just to request

documents needed or any services requested from the barangay.

Inventory and Asset Management. These features enable it to

record, maintain and track the barangay equipment and infrastructure. This

feature plays a significant role to improve barangay governance by promoting

transparency with residents and streamlining resource allocation and overall

efficiency including maintenance, schedule, and replacements.

Event and Calendar Management. This feature allows the

maintenance of a calendar of events, meetings, and activities. Aside from that

through the use of BIS, they can easily disseminate information to the residents,

retrieve documents, profiling of the residents, and record-keeping that will help

them to easily track the records and manage, especially in the case of

emergency.

Dissemination of Information Management. This feature allows the

administrator of BIS to disseminate information by the use of the system through

a SMS notification (barangay assembly, emergency announcement, barangay

activities and other related Barangay Announcements). They can easily spread

the announcement to the residents in just one click.

Feasibility Analysis

a. Technical feasibility

Based on the interview we conducted in Barangay San Lucas, they already have

a set of computer equipment that will equip their needs for the implementation of the

Barangay Information System. To come up with our proposed technical tools and

because of their budget limitation we recommend upgrading their technical equipment

such as their computer hardware and software since it was an outdated technology that

might be incompatible with the Barangay Information System. These are the following

components that will be centralized units to assess the BIS implementation. In

hardware, we suggest adding a (1) backup drive to store bigger files such as important

information, reports, issuance documents, and residents profiling. The main purpose of

this component is to secure all the data information just in case of computer

malfunctions and other circumstances. (2) technical support, an expert in technical

expertise to address the challenges and failures encountered during the implementation

and use of BIS, responsible to set up and maintain the system. (3) A good quality

system unit with an Intel Core i5 or AMD Ryzen 2 processor, 8GB of RAM, and a 256GB

SSD this solid foundation provides reliable performance and is suitable to run Barangay

Information System software applications. In software development, one has to install a

new licensed software application such as Microsoft Windows 10 or 11, upgrading their

operating system will be helpful in processing tasks of hardware and software

applications to run smoothly without disrupting the loading process. Moreover,

installation of antivirus software, to protect and prevent unmalicious viruses that may

cause data loss and data breaches from unauthorized attackers. These components will

be a fundamental part of implementation of BIS to serve better services to its residents.

b. Operational feasibility

Performance

The system generally performs well without significant slowdowns.

However, the downside of the system is being outdated specifically in data stored

information that may lead to inefficient use of resources, missing the ability to

address the resident and community needs, and difficulties in delivering tailored

services.

Information

The current system is facing weak data validation, resulting in inaccurate

and incomplete data information of residents and barangay council members.

These gaps can be a factor to track resident demographics, inaccurate data

which is only managed and processed by barangay councils to the documents,

spot areas that need help, and effectively allocate resources. For instance this

can lead to delay of disseminating information in accordance with special or

important events and services disruptions. Addressing these factors is to propose

a newly improved system design, proper user training and practice in data

information entry in a system to mitigate the redundancies of data in a system,

it’s a crucial practice to ensure reliable and accurate information for good

services and decision making process.

Economy

The cost of maintaining the system is justified by the benefits provided.

However, this consideration should be carefully considered due to potential cost

benefits of upgrading a system. Outdated systems will be much more expensive

in the long run due to system failure as time passes by.

Control

The existing system has a robust control access that only authorized

users can access the system to prevent data loss, breaches and leakages of

resident’s information. With this control, it can ensure the data security of the

system and confidentiality information.

Efficiency

While the current system remains accessible for basic data tracking

purposes. However the efficiency of data is compromised by the limitations of

outdated data and weak data validation that could lead to inaccurate and

incomplete data being provided to residents, and opportunities for targeted

services could be missed due to unreliable data of residents. Upgrading the

systems could be beneficial to implement an efficient system in streamlining

resident’s data tracking processes and ensuring the accuracy and timeliness of

data information.

Services

In the services of Barangay Information System, training is inadequate to

users as it was just only passed after the administration term has ended, no

specific manual on how to operate the system to delve in with the system’s

functionalities. This lack of training and documentation forces users to explore

the system on their own, leading to user errors, wasted time in troubleshooting,

and frustration. Therefore, there’s no established process and solutions on

handling user issues that leads to unresolved problems. Acquiring training

manuals and materials for users to operate the system effectively and efficiently.

Aside from that, establishing a procedure for handling user inquiries is crucial for

improving user experience and maximizing the system’s efficiency.

Legal feasibility

Data Privacy Laws

a. Data Privacy Act of 2012 - Implementation of this law is to ensure the

data security to protect sensitive data of residents from unauthorized

access, breaches, or loss. This includes data encryption, access controls

and incident response plans.

Intellectual Property Law RA No.8293

a. Software Licensing - Ensure a proper software license agreement to

provide legally binding guidelines for the use and distribution of software.

b. Copyright and Trademarks - This law is to ensure that they have rights to

defend and protect their brand identity from the unwanted malicious

attacks.

Schedule feasibility

In preparation for the BIS, the following are the process, schedule, and task for

implementing the Barangay Information Systems in the next year.

Recommendations

The following are recommendations:

● The Barangay is to consider the adoption and implementation of the Barangay

Information Systems Strategic Plan for the Community of Barangay San Lucas.

● The personnel, especially Barangay Treasurer and Secretary, should attend

seminars and training or any development activities to further equip them and

enhance their ICT knowledge and skills.

● Upgrading technical equipment such as Hard disk drive, SSD, RAM and a quality

of processor to store big files and serve as a backup incase of data loss and a

license of windows to run smoothly without disrupting loading process.

● The researchers presented the Barangay Information Systems Strategic Plan to

the administration of the Barangay San Lucas.

● Establishing data privacy and security measures to ensure the safety information

of the residents and confidential information.

● The administration of the barangay is to evolve the development of the system

to make the organization a modernized town.

● The barangay administration should invest in Technology infrastructure and

allocate funds for the implementation of the barangay information system to the

other local private sectors.

● The barangay officials can collaborate with the stakeholders to ensure the

successful implementation of the Barangay Information Strategic Plan.

● A similar study can be conducted in other municipalities to come up with a more

holistic plan and a system to be adopted by different barangays.

● The study itself including all the discovered information serves as a contribution

to future studies as a quick reference guide to the development of Barangay

Information Strategic Plans.
