CHAPTER 1

INTRODUCTION

In this age of 20th Century, no one is left behind from using advanced and high
technologies. The power of technology alongside scientific and technological innovations has
been developing with the aim of human welfare. The Computers serve as a general service tools
in the field of information retrieval and operations.

Information systems are combinations of hardware, software, and telecommunications

networks that people build and use to collect, create, and distribute useful data, typically in
organizational settings. (Dave Bourgeois, August 19, 2012)

The study of Dr. Peter G. Knight, The Online Information System, can stored data,
database are usually organized in such a way that individual pieces of data can be retrieve and
for modified quickly and without necessarily accessing any other piece of data in the system.

Modern information technology has transformed into a source of development raw

materials, wealth and power of a nation are directed for the well-being of humanity. The modern
and the new information technologies side by side with scientific and technological innovations
have greatly influenced the chronological development of mode of information resource centers
and technology development (Faruque et al.,2014).

The Internet is the latest of a long series of information technologies, which includes
printing, mail, radio, television and the telephone. One of the exciting ways in which the
computer serve as a general service tool is in the field of information retrieval and operations—
the search for facts which, together with the operations done on it, are stored in a central storage
are. Computer-based information retrieval operates through the use of software that can offer
information services for an institution.

BACKROUND OF THE STUDY

The history of information systems (IS) only span five decades. Yet from its inception,
Information System has done more to expand business and industry into global markets than any
other convention in history. Today the backbone of Information System is known as the World
Wide Web, Internet, or with a business a Local Area Network.

Barangay is the small administrative division in the Philippines and is the native Filipino
term for a village or district. Barangay are further subdivided into smaller areas called Purok’s
(English: Zone). A Barangay is led and governed by its barangay officials. It is composed of a
Punong Barangay or Barangay Captain/Chairman, seven (7) Barangay Councilors or Barangay
Kagawad and a Sangguniang Kabataan Chairman. Together with this is the Barangay Secretary
and Barangay Treasurer and a residing midwife that manages and supervise the barangay health
center. As of May 2019, there were 42,045 barangays in the Philippines and there were almost
10% are using Information System. (NOT SURE)

"Barangay Governance Performance Management System” is an assessment tool for

barangays that measures the effective delivery of services and accomplishments in the
performance of their function as mandated in the 1991 Local Government Code and other related
issuances. BGPMS provides a clear picture of the performance and productivity level of
barangays in the areas of Governance, Administration, Social Services, Economic Development
and Environmental Management. The said measurement/evaluation instrument will identify and
determine the presence and absence of: (a) barangay compliance to laws and presidential
directives; (b) facilities and equipment; (c) managerial and administrative capacities of barangay
officials; and (d) programs and project being implemented and thereby also reflecting the
barangays’ capacity and limitations in the five (5) performance areas. It shall also serve as guide
for the higher local government units, the national government and other service providers to
determine the kind of policy and program intervention the barangay needs.

According to Lado et. al. (2017) computerized barangay information system is

appropriate for use of barangay employees, who have access to profile of barangay residents for
the direct reports. Moreover, departmental organizational staffs which have a business need for
this information for their business unit can also benefit. This is responsible for an effective and
efficient approach for barangay employees and residents. It will help them accomplish faster and
would also eliminate the need of a large staff. It will provide profile-based information for
residents.

Barangay Sta. Cruz is a local Barangay located in the east central part of the Municipality
of Rosario Province of Batangas. Barangay Sta. Cruz is 2km away from the main town of
Rosario and it is bounded by Barangay Namunga and Marilag in the east part, Barangay San
Miguel, Padre Garcia in the north and Barangay Pagulingin, Lipa City in the west.
 Barangay Sta. Cruz has an area of 383.6425 hectares. More area is covered with different
type of agricultural products, poultry’s and piggeries. Some of the residents work as a farmer and
some of them working in the Industrial Company like LIMA-Technology Center and First
Philippine Industrial Park. The population has 3,301 according to census year 2015. (2019

This study entitled “Development of Barangay Sta. Cruz Information System” is

designed to control the system through the use of computers. It avoids human errors and it can
boost productivity and result in a high quality of production. It can be used by the Barangay
employees to access the information and data of residents of the aforementioned Barangay.

This system also features the resident profile management including their personal
information, names, addresses, occupation and the distribution of Barangay Documents like
Barangay Clearance, Barangay Indecency and Barangay Permit. The main goal of the
researchers for the project is to help the staff to provide faster and reliable information on time. It
helps the client to give fast response to the user by using this system because this system has
readymade permits/certificates that the user needed.

Barangay Sta. Cruz is using a manual process of transaction such as hand written
documents, monitoring of attendance and storing of record in a cabinet. We proposed this system
because we can also see how the manual system works in the said barangay. And according to
the respondents for now barangay system is not really a mandatory for them, but during our
interview the respondents are also interested in our proposed system. (KUNWARI NAG

Objectives

The general objective of the study is to develop Barangay Sta. Cruz Rosario Information
System.

Especially the study aims to:

1. Design an information system of Barangay Sta. Cruz, Rosario, Batangas.

2. Develop of Barangay Sta. Cruz, Rosario, Batangas Information System.
3. Test and improve the develop information system using:
3.1. Debugging test
3.2. Functional test
3.3. Monkey test
4. Evaluate the performance of the system using ISO 9106 evaluating instruments.
5. Write a user guide.
Scope and Limitation

This study focuses on the development of Barangay Sta. Cruz Information System, a
system/software for the information of the resident lives in Barangay. This system help’s the
Barangay employee to have systematized collection of data of the residents. Program and
software will be develop using the system, such us ADOBE 9.0,VISUAL STUDIO and C++.

The scope of this system is to provide efficient, reliable, fast, accurate information to
provide good quality service to secure the file of the client and to ensure that services and
information are given at the right time to satisfy the needs of the client, to provide user efficient
working environment and generates more output. This system provides friendly user interface
resulting in knowledge each and every usability features of the system. It prepares and prints
Barangay permits and certificates like Community Tax Certificate, Barangay Clearance, and etc.
It also processes fee such as Barangay clearance fees and others. It also enables easy searching of
records. This system also allows for other Barangay related functions as those including security
such as incident reporting, blotter and other related services. It provides that it maintain an
updated record of residents for easy.

Significance of the study

The necessary of the study entitled the Development of Barangay Sta. Cruz information
system will contribute to the workers and residents the Development of this study would bring a
great help for the employees and residents through this system that can effectively and enhance
to control and negotiate recording, storing, collecting and manipulating and handle to re-collect
of records files and the business data of the cooperative.

The implement of the system will changing the method and processing that the Barangay
Sta. Cruz is to accommodate for keeping their files. This will be ensuring that all residents’
records will be updated and the systems will also monitoring the population. The Barangay Sta.
Cruz will be make sure that the important files will safe and protected for necessitate a
notification before somebody can access the system.
