BACKGROUND OF THE STUDY

 Information technology has transformed the way we live, work, and


communicate in the modern world.
 Despite this, many barangays in the Philippines still rely on manual
processes and outdated systems, leading to inefficiencies, errors, and delays
in service delivery.
 Barangays, as the smallest administrative units in the Philippines, play a vital
role in delivering services and responding to the needs of their communities.
 The proposed system for Barangay Cabalabaguan would provide a
comprehensive and integrated solution for incident recording, document
request, profiling, and project/program monitoring.
 Currently, Barangay Cabalabaguan provides a limited range of services, and
most of their records and documents are located in physical file cabinets,
leading to long waiting times for clients.
BACKGROUND OF THE STUDY

 The implementation of the proposed system could bring several benefits,


including improving the quality of life for residents, enhancing
transparency and accountability, and promoting overall development of the
barangay.
 Other barangays, such as Barangay Guadalupe Nuevo in Makati City has
developed an online system for barangay clearance and cedula processing
(Inquirer.net, 2020), while Barangay Poblacion in Mandaluyong City has a
digital database for profiling its residents (Philstar.com, 2019).
 The proposed system for Barangay Cabalabaguan would build on these
existing models by providing a comprehensive and integrated solution for
incident recording, document request, profiling, and project/program
monitoring.
BACKGROUND OF THE STUDY

 The implementation of the proposed system could transform the way


services are delivered and received by the community, streamlining
processes, improving data management, and enhancing communication.

 Overall, by leveraging the power of information technology, the proposed


system could help Barangay Cabalabaguan overcome the challenges facing
its current services and better serve the needs of its community.
S T AT E M E N T O F T H E P RO B L E M

This study aims to address the following problems:


1) inefficiencies in processing client requests due to reliance on
physical paper records and manual search procedures,
2) errors or inaccuracies in record-keeping due to manual data entry
and management, and
3) limited capacity for efficient incident recording, document request,
profiling, and project/program monitoring services due to the
limitations of the current paper-based system
OBJECTIVES OF THE STUDY
This study generally aim to is to develop a computer-based system for Barangay
Cabalabaguan.
Specifically aims to:
1) design and implement a digital system for managing client requests that
eliminates the inefficiencies associated with physical paper records and
manual search procedures.
2) develop and implement a digital system for record-keeping that minimizes
errors and inaccuracies associated with manual data entry and management.
3) design and implement a digital system for incident recording, document
request, profiling, and project/program monitoring services that increases
capacity and efficiency while reducing reliance on the current paper-based
system.
OBJECTIVES OF THE STUDY

4) evaluate the effectiveness and efficiency of the developed digital system in


improving the speed, accuracy, accessibility, and cost-effectiveness of the
services provided.

5) identify the potential limitations and challenges in implementing and


maintaining the digital system and propose solutions to address them.
SIGNIFICANCE OF THE STUDY

The proposed system could possibly help reduce waiting times for clients,
enable faster verification of requests, and provide easy lookup on records.
Additionally, it could improve the accuracy and completeness of records, reduce
paper consumption, and promote a more sustainable and environmentally friendly
approach to barangay operations. The proposed system could also serve as a
model for other barangays in the Philippines that face similar challenges in
managing records and providing efficient services to their residents.
S CO P E AN D L I M I T A T I O N

The system will focus on incident recording, document request, profiling, and
project/program monitoring for Barangay Cabalabaguan, Mina.
Expected benefits include faster processing of requests, more accurate and
organized records, and improved transparency and accountability in barangay
operations.
Limitations include limited access for authorized users, technical limitations
such as network connectivity and hardware capabilities, and the need for data
privacy and security measures.
These limitations will be addressed through proper system design,
implementation, and maintenance, as well as compliance with relevant laws
and regulations on data privacy and security.
DEFINITION OF TERMS

 Activity Diagram - a graphical representation of the flow of activities and actions


within a system or process. It visually shows the flow of control and data between
the activities or actions in a process. (Bertino, Martino, & Squicciarini, 2011).

 Document Request - a process where a client wants to secure a barangay


document like cedula, certification, and clearance.

 Incident recording – a process of documenting and recording all relevant details


and information about an incident or event for future reference and analysis."
(CIRIA, 2021).

 Cedula - a document that serves as proof of payment of the community tax.

DEFINITION OF TERMS

 Profiling - a process of collecting and analyzing information about individuals,


groups, or entities, usually for the purpose of identifying patterns, characteristics,
or behaviors. In the context of barangay management, profiling may involve
collecting data about residents, such as demographic information, employment
status, and socio-economic status, among others. (Schwartz, 2015).

 Project and Program Monitoring - a process of tracking and evaluating the


progress and outcomes of a project or program over time. (UNDP, 2019).

 Barangay Committee - a group of appointed or elected individuals responsible


for overseeing specific areas or programs in a barangay. (Philippine Laws, n.d.).

DESIGN AND IMPLEMENTATION OF A HYBRID
BARANGAY INFORMATION MANAGEMENT
SYSTEM

This project has been initiated to support and augment the day to day
operations of the barangay. The specific functionalities that the system
includes; Document Request System and Profiling System (Intud & Intud,
2021).
In this study, the researcher proposed a system that will automate the
current manual process and transactions in the barangay. Apart from effective
recording and monitoring of data, the system had a functional embedded
responsive Intra Web Portal which all barangay functionaries can explore the
latest event and or Project of the Barangay.
BARANGAY CONSTITUENTS
INFORMATION AND SERVICES
MANAGEMENT SYSTEM

The Barangay Constituents Information and Services Management System


is initiated to improveme the record retrieval of the documents. The specific
functionality that the system includes searching barangay records,managing
health records, generating barangay reports, and graphical analysis of barangay
census.
The system was also evaluated through McCall’s Software Evaluation
Criteria for Software Quality Model and ISO/IEC 9126-1:2000 and the Barangay
Constituents Information and Services Management System showed a Very High
result that proves that the system was capable of managing records of the
barangay and reliable in handling data for further use (Villones, 2021).
BARANGAY RESIDENT RECORD MANAGEMENT

This system is a web based system that can handle a wide range of
information relating to residents profile, barangay IDs/Clearance,barangay
disputes/cases, and barangay legislation.The implementation of this
system helped residents process their complaints in full details and
retrieve their data.(Mee, 2018).
BARANGAY MANAGEMENT SYSTEM
USING PHP MYSQLI

The implementation of this system allowed barangay duty


officers to electronically make and keep records, announcements,
reports, services and increase the response time of the duty officers
in responding to the needs of the residents. The system eliminated
the need of doing face-to-face transactions between the residents
and barangay duty officers (iNetTutor.com, 2022).
S Y N TH E S I S O F TH E S TU DY

 The researchers have identified the necessary specifications, requirements, and key
components to create a well-developed system through the analysis and comparison
of the related literature.
 The related literature covers various aspects of barangay information management
systems, including system architecture, modules, features, and services.
 The studies highlight the advantages of using information systems in managing
barangay operations, such as improved accuracy, efficiency, and accessibility of data
and services.
 However, challenges such as data privacy, system security, and user adoption must be
addressed in implementing these systems.
