POSITION: Manager - Monitoring & Evaluation LOCATION: New Delhi

REPORTS TO: Associate Vice President LEVEL/GRADE: Manager

ACCESS Development Services is a national livelihoods promotion organization with a focus on incubating
innovations and developing sustainable models for livelihoods promotion of the poor. To this end, ACCESS is
structured uniquely to work at all levels of the value chain – implementing programmes on the ground (Tier I),
working with Civil Society Organizations, Government Departments, Corporate sector, and Multilateral / Bilateral
Agencies (Tier II) as also undertaking national initiatives to influence and support policy initiatives and strengthening
the enabling environment (Tier III). ACCESS, with its head office in New Delhi has a pan-India presence having

Position Summary:

In this context, ACCESS is inviting applications from self-driven professionals who are interested to take on the role
of Manager - Monitoring & Evaluation and delivering against the objectives of the project. The position will be
responsible for timely and high-quality implementation of the project in designated

ACCESS lays emphasis on programme monitoring, evaluation, MIS tracking, impact assessment of project
interventions and building a strong knowledge management for communication and dissemination. In this vein, the
position of Manager - M&E is created to act as single desk monitoring and initiate a process of ongoing evaluation of
programmes as a core Unit within the Head Office in Delhi. The person will work closely with all the programmatic verticals
and will provide internal management tools for partner reporting, assessment of programme outcomes and strategic decision-
making.
The Manager-M&E will help maintain a learning environment within the organisation and work to link M&E as a tool to feed
the organizational mandate and outcomes of programme impact on livelihoods of poor as well as advocacy and publicity. The
person will be responsible for sharing periodic M&E reports and impact study findings State/Project teams and also
support programme evaluations and analysis in due course.
Responsibilities:

As the Manager – monitoring and evaluation, part of the M&E team at the ACCESS Headquarters, you will be responsible for
developing a comprehensive Monitoring and Evaluation system, including managing a digital MIS for all program verticals,
and implementing it organisation wide. Your key areas of work will be –

I. MIS Management

i. Onboard the different projects and teams under Programme


ii. Coordinate regularly with all the Programme teams to gather feedback on the MIS platform design and
adoption
iii. Coordinate the design and fine tuning of the digital MIS with the technical partner, based on feedback and
input from the Programme teams
iv. Regular coordination and troubleshooting (as required) with the ACCESS state teams for timely and accurate
input of data
v. Ensure regular maintenance of the MIS platform
vi. Develop and implement a plan for effective adoption of the MIS platform amongst the Programme (and
organizational) teams. Experience of developing and delivering learning programmes and capacity building is
required.
vii. Ensure regular support and troubleshooting for use and implementation of the M&E capacity development
sessions.

II. Monitoring and Evaluation


i. Create formats/templates and processes for project reporting and monitoring
ii. Coordinate with different project managers and M&E people for timely and accurate reporting of project
data into the MIS platform.
iii. Update the digital MIS platform, as required, for the required monitoring schedules and formats, based on
requirements of different Programme teams
iv. Provide technical inputs on designing project level baseline, mid-term and end-term evaluations and
assessment
v. Travel to project locations in underserved areas for periodic project monitoring and assessment purposes
vi. Travel to project locations for capacity building of the state teams and partner organisations in MIS and M&E
processes and tools
vii. Extend support to the Projects/state offices/HQ in data use and promoting decision-making based on
evidence, methodologies and indicators

III. Knowledge building

i. Support Programme teams in timely retrieval of project data and build useable insights through Reports, data
visualisations like infographics and other outputs
ii. Support ACCESS’s functions and departments in developing organisational level learnings and insights

Education & Experience:

At least a Bachelor degree in Computer Science, IT, Rural Management, management, Statistics, Economics/ Demography,
Development studies, and/or related subjects

* Candidates with educational and professional experience spanning 2 or more thematic such as computer sciences and rural
management or social work would be preferred
Experience
1. 7-10 years of relevant experience in Monitoring and Evaluation processes, especially developing and implementing
digital MIS for large-scale livelihoods projects
2. Atleast 2 years of demonstrated experience of managing teams and coordinating effectively across Programme teams
for timely reporting of project and allied data
3. Atleast 2-3 years of managerial experience in piloting and rolling out MIS systems and processes at the organisational
level, especially in a nonprofit or government setup
4. Atleast 2 years of demonstrated experience of project management
5. Demonstrated experience of designing and implementing a plan for MIS capacity development and,
6. Experienced in Knowledge management processes and approaches
7. Understanding of monitoring indicators in various stages of social/rural programming
8. Experienced with analytical software packages such as Microsoft Excel, SPSS, STATA
9. Experienced in data visualisation approaches and tools such as Power BI, Tableaux etc.

ACCESS’s teams across the states and the headquarters

translate them effectively into results (MIS and monitoring & evaluation design, learning and insights)
4. manage multiple forms of data through a keen attention to detail
5. manage timelines and deadlines effectively
6. have strong analytical skills
7. delegate and monitor work effectively in teams as well as independently
Language skill
1. Strong oral and written skills in English and Hindi
2. Ability to convey complex technical (computer and MIS related) language and concepts effectively in
simple usable form for the ACCESS teams to understand and apply for data reporting, monitoring and
evaluation purposes
3. Ability to produce good quality documents / reports

Travel Requirement

This is a fulltime position based at the ACCESS headquarters at New Delhi. It involves travelling to the state
level projects across rural and urban underserved areas for about 20-25 % of the time

COMPENSATION:

The salary range for this position is commensurate to industry standards and will be determined based upon experience
set of the candidate and the HR policies of the organization.
