INTRODUCTION
Rationale of the Study
Barangays in the Philippines are facing increasing
difficulties in managing community activities, ensuring resident safety, and maintaining transparency in their operations. Many of these barangays still depend on outdated systems or manual processes, which lead to inefficiencies, communication breakdowns, and delays in responding to urgent situations. These issues can have serious consequences, especially when it comes to organizing local events or managing emergency responses. As barangays grow and their responsibilities expand, there is a clear need for a more modern approach to help streamline these essential functions. The Barangay Activity and Safety Management Information System (BASMIS) is being introduced as a way to solve these common problems faced by barangays. BASMIS aims to make it easier for barangay officials to handle tasks like planning events, managing safety protocols, and responding to emergencies. By bringing all important information into one system and automating certain processes, it will help reduce mistakes and make barangay operations run more smoothly. For example, officials will be able to quickly access the information they need, while residents will get real-time updates about events and safety alerts. This will create better communication and stronger engagement between barangay officials and the community. In Barangay Poblacion, Toledo City, the need for such a system has become evident due to their reliance on manual processes, which often lead to missed communications and delays in handling critical matters. To address this, we propose the implementation of BASMIS to enhance the organization of activities, improve emergency response times, and promote accountability within the barangay. This system is not only a response to the specific needs of Barangay Poblacion but also aims to serve as a model for other barangays experiencing similar operational challenges. This research overviews the importance of implementing a Barangay Activity and Safety Management Information System (BASMIS) in Philippine barangays. The study will involve conducting surveys and interviews with barangay officials and residents to assess their needs and expectations for such a system. The research will then analyze the potential benefits and challenges associated with implementing a BASMIS, including improved efficiency, transparency, and safety. Finally, the study will outline a proposed framework for developing and deploying a BASMIS, considering factors such as system design, data management, and community engagement. The findings of this research could provide valuable insights for policymakers and barangay officials seeking to enhance local governance and improve the quality of life for residents.
